The ongoing work has deeply impacted the livelihoods of small business owners in the area. With no vehicular access and reduced footfall, several shopkeepers say their daily income has dropped to a fraction of what it used to be.
'Our business is dead,' says Vishnuram, who has been running a small store in the area for the past 20 years. 'Customers today care only about safety. If they can't drive up to the shop, they won't come. Earlier there was life here, now it's just silence. Even if the road gets cleared, it'll take at least two years for business to pick up again.'
'We used to make Rs 10,000 a day, now we're barely making Rs 2,000. Rent and staff salaries have become difficult,' shared Ameen, a shopkeeper in the vicinity.
Asked about the delay, BBMP officials pointed to coordination issues with BWSSB. 'The delay was because BWSSB hadn't given us the No-Objection Certificate (NOC) to start white-topping.
They were still completing utility work — laying sewer and water lines, and giving connections to houses. BBMP cannot begin white-topping until BWSSB completes its works. We received the NOC only in July and began work soon after. In the last 20 days, we've completed around 400 metre of white-topping,' a BBMP official said.

Issues relating to non-compliant buildings will be addressed later. B Khata was implemented in 2009 to bring untaxed properties, especially those in informal or unapproved layouts, under the tax system, and currently covers around 700,000 properties in the city. In contrast, A Khata is reserved for properties that meet all legal requirements. B Khata typically applies to revenue sites up to 6,000sqft, unauthorized constructions, and sites in layouts not formally sanctioned. The order outlines that B Khata will continue unless the owner opts for the conversion process, provided the site meets accessibility criteria and is free from illegal construction. This step is expected to ease the burden on owners of properties previously classified as B Khata solely because the land was in an unapproved layout or was a revenue site, enabling them to obtain A Khata without the need to approach the deputy commissioner's office for conversion to non-agricultural land.

He also spoke about major decisions like streamlining property tax collection and issuing of e-khata to owners. 'There are 24 lakh properties in Bengaluru. Both A- and B-khata properties come under GBA and as a guarantee of the properties, e-khata is being issued. So far, 6.5 lakh e-khatas have been issued. To create awareness about e-khatas, we are organising a massive awareness campaign from October 22 to November 1. Hubballi: Hubballi-Dharwad Municipal Corporation (HDMC) aims to reduce vehicle-related costs by providing petrol allowances to officials instead of hiring vehicles annually. HDMC commissioner's proposal aims to implement a cost-effective solution by adopting the BBMP model for official vehicle usage. Under the new system, eligible officials in group A and B categories would receive petrol allowances instead of being provided with hired vehicles. If the plan gets a nod in a forthcoming general body meeting, the system is expected to be implemented. The modification would impact roughly 47 officials across different sections and regions of the municipal corporation. HDMC maintains a fleet of 7 vehicles, allocated to the mayor, deputy mayor, superintending engineer, and other officials, while additionally contracting vehicles on annual rental arrangements. Currently, the annual expenditure on hired vehicles amounts to over Rs 1.4 crore. Rudresh Ghali, commissioner, HDMC, explained that after observing the initiative taken by the Bruhat Bengaluru Mahanagara Palike (BBMP), they decided to implement a similar approach in Hubballi-Dharwad. The proposal has been included in the general body meeting's agenda. He further stated that upon receiving approval during the general body meeting, they would execute this plan as a trial and conduct a practical cost assessment.
