Dubai Electricity and Water Authority (DEWA) has received the 'Middle East and Africa Deal of the Year 2024' award from Project Finance International (PFI), a leading publication specialising in tracking and analysing global projects, financial transactions and project deals.
DEWA was recognised for its 180 million imperial gallons per day (MIGD) seawater reverse osmosis (RO) desalination project in Hassyan. The project is the largest of its kind in the world using RO technology under the independent water producer (IWP) model, with an investment of AED 3.377 billion.
'The Hassyan seawater desalination project plays a pivotal role in achieving Dubai's ambitious target to produce 100% of desalinated water using a mix of clean energy and waste heat by 2030.
This supports the Dubai Clean Energy Strategy 2050 and the Dubai Net Zero Carbon Emissions Strategy 2050, which aim to provide 100% of energy production capacity from clean sources by 2050.
The project reflects our commitment to meeting growing demand for electricity and water services, enhancing water security from sustainable sources, and increasing Dubai's desalination capacity to 735 MIGD through advanced technologies and innovative solutions,' said HE Saeed Mohammed Al Tayer, MD & CEO of DEWA.
'Implementing the project under the IWP model enhances Dubai's global competitiveness and has enabled us to secure the world's lowest tariff for desalinated water.
DEWA has developed the project in collaboration with ACWA Power from Saudi Arabia. The project has achieved a world record by receiving the lowest bid of 0.36536 USD per cubic metre of desalinated water,' added Al Tayer.

During the visit, he received a detailed briefing from Etihad Rail engineers and officials on project progress and upcoming milestones. Connecting the emirates, empowering communities The passenger train connecting Dubai and Fujairah is part of the broader Etihad Rail vision to link 11 cities and regions across the country, from Al Sila in the west to Fujairah on the east coast. Once completed, the network will provide a safe, sustainable, and advanced mode of transportation for citizens, residents, and visitors. Passenger trains will operate at speeds of up to 200 km/h and are expected to accommodate up to 400 passengers per trip. By 2030, the system is projected to carry 36.5 million passengers annually. The first four passenger stations will be located in Abu Dhabi, Dubai, Sharjah, and Fujairah, with further expansion planned across the network. These strategically located hubs aim to reduce travel time, improve accessibility, and boost social and economic ties between communities. The rail system also promises to enhance everyday mobility, empower local economies, and serve as a catalyst for tourism, trade, and sustainable development throughout the country. Leadership endorsement of a national priority Sheikh Mohammed was welcomed at the station by a delegation from Etihad Rail, led by Saeed AlAhbabi, Chief Business Support Officer, along with several senior company executives. Commenting on the visit, Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, Chairman of Etihad Rail, emphasised the leadership's role in advancing this national priority. 'We had the honour of hosting Sheik Mohammed aboard a passenger train between Dubai and Fujairah,' Sheikh Theyab said. 'His visit demonstrates the unwavering commitment of the UAE's leadership to support transformative national projects that propel our nation forward.' He noted that Sheikh Mohammed has been an integral part of the journey from the launch of the 'Projects of the 50' initiative in 2021, to the full inauguration of the national freight rail network in 2023. 'Today, we stand on the cusp of a transformative era in transportation and take immense pride in the leadership's support for a project that strengthens connectivity and enhances the UAE's global competitiveness.' Pioneering sustainable infrastructure Etihad Rail continues to advance its passenger service preparations with high standards of operational readiness and safety. The UAE was ranked first globally in the 2025 Absence of Bureaucracy Index, part of the Government Efficiency pillar in the IMD World Competitiveness Tayer announced that DEWA achieved digital integration across more than 100 projects, in collaboration with 65 government and private organisations, while service automation reached 100%. This raised the digital adoption of DEWA's services to 99.5%, taking the customer happiness and service quality scores to 98.3% and 95%, respectively. He said that through the implementation of the 'Services 360' policy, DEWA eliminated 90% of service delivery points, streamlining procedures and enhancing customer happiness. DEWA provides all its services digitally through its website, smart app and unified government has re-engineered its services to become fully digital – from application submissions to procedure tracking and document issuance. As part of its 'High Water Usage Alert' service, DEWA issued more than 3.2 million alerts for water leaks within buildings, preventing the loss of more than 61 million cubic metres of water and helping to save Dh 743 Tayer emphasised DEWA's keenness to eliminate unnecessary procedures and reduce transport costs for stakeholders through the provision of proactive, innovative and secure digital services. He reaffirmed DEWA's commitment to continuous development in its drive to provide efficient, high-quality and effective services that improve people's lives and meet their needs swiftly and effortlessly. DEWA continues to adopt the latest technologies to simplify government procedures, accelerate digital transformation, enhance system efficiency and bolster digital integration with government transformation offers better monitoring of service performance and more accurate data management, enabling early problem detection and rapid corrective action. Through an integrated transaction monitoring system, officials can enhance service quality and make data-driven decisions, raising the level of trust and transparency in government Smart Response Water initiative, which relies on AI-powered verification via DEWA's smart app and website, has achieved tangible results in operational efficiency. The number of steps required to handle reports has been reduced from 10 to five in the case of field visits, and to just one for self-diagnosis. Report processing times were also reduced by 45% while field visits were cut by 36%, resulting in a customer satisfaction rate of 95.7%. Meanwhile, the Smart Water Interruptions Management System initiative has yielded commendable results by reducing the number of technical reports and shortening reporting times from two hours to a single click. This enables continuous network monitoring and immediate identification of affected customers. Performance metrics are now calculated in real-time, an improvement from the initial time of 30 minutes, while the average investigative response time for investigations dropped from 45 minutes to just 10.

RIQ, the AI-native reinsurance platform launched earlier this year by IHC, in partnership with BlackRock and Lunate, has entered into a preferred reinsurance partnership with IHC, anchored by a targeted allocation of over US$500 million in risk coverage within the coming decade. The partnership represents IHC's commitment to pioneering intelligent capital deployment and transformative risk transfer solutions. By leveraging RIQ's AI-powered infrastructure, IHC aims to enhance the resilience and operational agility of its group companies. The collaboration also aligns with Abu Dhabi's ambition to lead globally in structured reinsurance and financial innovation. 'A strategic investment' Syed Basar Shueb, CEO of IHC, called it 'a strategic investment in the future of resilient infrastructure and industrial agility'. 'This partnership reflects IHC's conviction in the transformative power of intelligent capital and data-driven risk transfer. By aligning with RIQ, we are catalysing the next chapter of Abu Dhabi's evolution as a global center for reinsurance innovation. This is not just a financial commitment, it is a strategic investment in the future of resilient infrastructure and industrial agility,' Shueb said. Headquartered in Abu Dhabi Global Market (ADGM), RIQ will offer a full suite of reinsurance solutions, working closely with IHC and its portfolio companies to structure capital-efficient coverage across complex Specialty and Property and Casualty (P&C) risk classes. Leveraging advanced data modelling and AI-augmented underwriting, the platform is purpose-built to meet the demands of a rapidly evolving risk environment. Seeking regulatory approvals The company is currently in the process of getting regulatory approvals with the Financial Services Regulatory Authority (FSRA) of ADGM, as it moves toward formal authorisation as a reinsurer. Final preparations are also underway for the execution of the reinsurance transaction between IHC and RIQ, which remains subject to regulatory clearance. This transaction will mark a foundational step in RIQ's operational rollout. Mark Wilson, CEO of RIQ, added: 'We are proud to collaborate with IHC in this milestone partnership. RIQ's platform is engineered to deliver intelligent risk solutions at pace, fusing advanced analytics, underwriting discipline, and strategic capital. This announcement marks a defining step in our mission to reshape global reinsurance from Abu Dhabi outward.' RIQ has promised more updates in the coming months, as it executes on its global buy-and-build strategy. With over US$1 billion in equity commitments from IHC and strategic partners BlackRock and Lunate, RIQ aims to ultimately write US$10 billion per year.
