Scranton gives $100,000 in grants to eight veterans' service organizations
The city this year gave the memorial park a $5,000 grant for ongoing maintenance and replacement of flags.
The memorial park and seven other organizations that serve veterans received city grants totaling $100,000 to help them in various ways, including renovating buildings and providing individual assistance services, Mayor Paige Gebhardt Cognetti said Monday during an event at American Legion Connolly Post 568 in Minooka.

The funding, in the city's 2025 operating budget, continues the city's commitment to local veterans, the mayor said. The $100,000 represents an increase from the $80,000 total awarded in 2023 and $85,000 in 2024.
'As a veteran, I like to see how this program has grown over the last three or four years. Who knows what's going to happen in the next five years?' said Pat Ahern, chairman of Scranton Veterans Memorial Park during the announcement event.
'We have so many different organizations now. It's like planting a tree. It starts off small but eventually it grows,' Ahern said.

The city accepted grant applications through April. The recipients, grant amounts and other representatives of recipient organizations who spoke during the announcement event included:
• Agency for Community EmPOWERment of NEPA (ACE), 123 Wyoming Ave., $5,000 to support the Veterans Rise and Ride program that provides transportation to employment and medical appointments. 'This $5,000 was really lifesaving,' ACE Executive Director Jim Wansacz said. 'Without that grant, we would have had to shut that (ride service) down.'
• American Legion Connolly Post 568, 2929 Birney Ave., $20,000 for upgrades to the community hall to improve energy efficiency and provide ADA-compliant seating. Post Commander Sean O'Shea said the post's membership is older and raising money for building maintenance and modernization is difficult. 'We're very grateful for this' grant.
• Bread Basket of NEPA, 550 Madison Ave., $5,000 for its Veteran Food Security Support Initiative which helps Lackawanna County veterans struggling with food insecurity.
• Fight4Vets, 711 Davis St., $10,000 for a rent assistance program that combats veteran homelessness by providing emergency rent support and additional prevention services.
• Scranton Veterans Memorial Park, located at Scranton High School, 63 Munchak Way, Scranton, $5,000 to purchase flags for each Armed Forces branch and continued maintenance of the site.
• UKAVETS, 237 Railroad Ave., $10,000 for the replacement of outdated facilities.
• Valhalla Veterans Services, 2754 Jackson St., $20,000 to support Valhalla's Hope, which removes financial barriers to mental health counseling and suicide intervention services for local veterans.
• Warrior Strong, 311 Adams Ave., $25,000 to support the Resilient Warriors program, its unique comprehensive health and wellness program.
Warrior Strong President Tom Tice said support from the city allowed his organization to double its offerings and open its studio much more often to veterans and their families.
'We can really tell the community — the veteran community — is using our programs every single day,' Tice said.

Donald Trump's next target could be deal that shields most Canadian imports from tariffs, experts warn
Canada's biggest shield against U.S. tariffs is still intact after Donald Trump's latest trade deadline, but that could change by next year, experts warn, as Prime Minister Mark Carney prepares for a new round of talks with the mercurial American president. While Trump raised the tariff on Canadian goods to 35 per cent in an executive order Thursday night, an exemption for goods which comply with the Canada-U.S.-Mexico Agreement (CUSMA) was maintained. The order was signed after Ottawa and Washington failed to reach an economic and security deal. That means, most economists agree, that roughly 90 per cent of Canadian exports will still enter the U.S. tariff-free. But, warned BMO chief economist Douglas Porter, that agreement is up for renegotiation in 2026. 'Even though we're in a relatively good spot right now, I don't think that should give us much confidence in the longer term,' Porter said Friday. With CUSMA-compliant goods facing no tariffs, and sector-specific tariffs of 50 per cent on steel and aluminum, Canadian goods currently face an average tariff in the low single digits. But that could easily change when the agreement is renegotiated, Porter added. The fact that Canadian negotiators weren't able to get any agreement lowering the 35 per cent tariff — or cutting sector-specific tariffs — ahead of Trump's Aug. 1 deadline isn't exactly reassuring either, Porter said. 'It really does raise some questions over how smoothly the renegotiation of (CUSMA) is going to go,' said Porter. 'We're going to come into it with the U.S. holding this 35 per cent over our head.' Shortly after midnight on Thursday, just after the hike came into effect, Carney said he was 'disappointed' by Trump's decision, after Canadian officials spent several days this week hunkered down in Washington meeting with U.S. Commerce Secretary Howard Lutnick and representatives of Senate Republicans. 'We remain committed to CUSMA, which is the world's second-largest free trade agreement by trading volume,' Carney's statement read. 'Other sectors of our economy — including lumber, steel, aluminum, and automobiles — are, however, heavily impacted by U.S. duties and tariffs. For such sectors, the Canadian government will act to protect Canadian jobs, invest in our industrial competitiveness, buy Canadian and diversify our export markets.' Dominic LeBlanc, Carney's point-person on Canada-U.S. trade, told Radio-Canada's 'Midi info' that Canadian officials have always maintained that they 'wouldn't accept just any agreement.' 'We'd accept an agreement that was in the interests of workers, of the Canadian economy, and at the end of the day yesterday that agreement wasn't in sight,' LeBlanc said Friday, as he was set to leave Washington after meeting with Lutnick on Thursday. The head of the association representing small businesses said Canada avoided the worst-case scenario this week by keeping CUSMA-compliant goods tariff-free, but said the country is not out of the woods yet. In next year's renegotiation, the U.S. could give preferential status to goods which comply with CUSMA — but that doesn't mean they'd still be duty free, warned Dan Kelly, CEO of the Canadian Federation of Independent Business. 'That's absolutely one of the prospects I fear,' said Kelly of the idea that U.S. negotiators would try to put tariffs on CUSMA-compliant goods. 'There's also nothing stopping him from pulling out of CUSMA altogether. That would be the nuclear scenario.' A senior official with the Canadian Chamber of Commerce also said Canadian businesses need to be wary of the CUSMA revamp, and any lingering uncertainty until it's completed. 'The review could start Monday,' said Matthew Holmes, the chamber's head of public policy. 'But we're going to be talking about CUSMA until 2026, and that's the third act of this play.' At the moment, Holmes estimated, Canadian exports to the U.S. face an average tariff of anywhere from 2.9 to five per cent, which still gives this country the best treatment of any American trading partner. Still, Holmes isn't under any illusion that that low rate will continue — even if Canada's access remains better than most. 'I think it's reasonable to expect they come to the table with a baseline tariff,' Holmes said of U.S. negotiators. 'If they establish a floor of 15 per cent on the world and we come in at 10, we're in relatively good shape, but it's still not great for our businesses.' For sectors like steel and aluminum which still face targeted tariffs, the continuation of the CUSMA exemption didn't provide much comfort at all, said Catherine Cobden, CEO of the Canadian Steel Producers Association. 'What we see is some of our largest trading allies, both with us and the United States, accepting and normalizing 50 per cent tariffs,' said Cobden. 'That cannot happen in the case of Canada.' 'We don't have months to wait for a USMCA process. We are in the thick of it now,' she said. Dan Ujczo, an Ohio-based international trade lawyer, said in spite of sectoral pressures, Canada needs to get a clearer sense of the deals the White House has struck with the European Union, Japan and South Korea. 'Canada and Mexico started these negotiations with the best access to the United States in the world. They don't want to put themselves in a position now to accept a deal where that's going to get them less access to the United States than any other trading partner, so I think we still need to see what those other parties have agreed to,' said Ujczo, who has also worked for both Canadian and U.S. governments. Ujczo also said it's time for Carney and other Canadian political leaders to dial down the partisan rhetoric. On Friday, the Conservatives and the NDP accused Carney of failing to improve circumstances for Canadian workers. 'This is a negotiation,' Ujzco said. 'The political campaigns are over now.'

Kane County building kayak launches in five locations on the Fox River
New launches for kayaks and other non-motorized watercraft will be opening in Carpentersville, East Dundee, South Elgin, Batavia and Montgomery this fall as Kane County adds more amenities to the Fabulous Fox! National Water Trail. 'We're excited to be bringing this to Kane County,' said Karen Miller, executive planner for the Kane County Development Department. Work has already started on digging out the areas where the ramps will be built at Seba Park in South Elgin, near William C. Bartels Park in East Dundee and at Montgomery Park in Montgomery. Work also is set to begin on a launch at the new riverside park being built in Carpentersville and in a couple weeks on the launch that will go in near Clark Island in Batavia, Miller said. County spokeswoman Julie Mann said the $1.2 million, five-launch project is being funded with money from the federal American Rescue Plan Act. The Kane County Board in November approved a contract with Earthwerks Land Improvement and Development Corp. to do the work. The county also has notified public land owners as to where the launches will be placed, Miller said. East Dundee was chosen as a site because of the work it's doing to close off part of Water Street for the expansion of Bartels Park and the parking spaces it plans to build near to the launch location, she said. The park is about a block from the village's downtown district. The launch in Carpentersville also will be part of a new park, a site that officials think will make it easy for kayakers to stop and visit the area, Miller said. 'Everything is on track for most of the park construction to be bid and completed this fall,' Carpentersville Village Manager Brad Stewart said. 'The first bid package goes out later this week, with the hope it will be awarded by Aug. 19 and construction started and completed on the parking lot and the non-vertical improvements later this year.' The new launches will join a number that already exist on the Fox River in the Dundee and Carpentersville areas. Those include locations at Timothy R. McNamee Park in Carpentersville, near the footbridge across the Fox River in East Dundee and in the South End Park in West Dundee, which is part of the Dundee Township Park District. The county's forest preserve district also has a launch in the Fox River Shores Forest Preserve off Williams Road in Carpentersville. And while a launch was removed when the Carpentersville dam was taken out last fall, it's still relatively easy to put a craft in the water along forest preserve land off of Lincoln Avenue in that area. What sets the new structures apart from the others already there is their universal design, which Miller said is a step above those built to ADA specifications. The design will allow for easier use for people with disabilities, anyone who uses a wheelchair, adults with arthritis and other health issues, young children and novices boaters, she said. As such, the launches are being custom built for each location by Pennsylvania-based BoardSafe, said Miller, who noted that 10-year-old SEBA Park in South Elgin also has a playground designed for children of all abilities. The new launches also tie into Kane County's connection to the Fabulous Fox! National Water Trail, for which Miller is the co-chair. In June 2023, the U.S. Department of the Interior designated the trail as part of the National Water Trails System. According to the its website, the trail encompasses the Fox River as it flows through Wisconsin and Illinois 'to enhance recreational opportunities for residents and visitors, while encouraging protection and sustainable stewardship of the Fox River system.' Miller said Kane County will use about $200,000 of the COVID relief money to pay Gilmore Marketing Concepts Inc. in Elgin to promote the launches and trail.
