‘Crucial step for holistic data on pollution': Delhi set to add 6 new air quality monitoring stations

Delhi is set to expand its air quality monitoring infrastructure with the installation of six new Continuous Ambient Air Quality Monitoring Stations (CAAQMS), targeting areas not typically associated with high pollution.
The expansion, led by the Delhi Pollution Control Committee (DPCC), is part of the ongoing efforts to develop a more granular understanding of pollution patterns across different urban environments, Environment Minister Manjinder Singh Sirsa told The Indian Express. He added that the government is aiming to have these stations operational by August, before winter sets in, when the city is hit by severe air pollution.
'It is a crucial step for holistic data on pollution in all areas,' he said. He emphasised the need to shift focus from only known pollution corridors to areas that are often assumed to be clean. 'It is a myth that so-called green areas are not polluted. Vehicular pollution is a cause of concern throughout the city. So, it is necessary that we get pollution data for such areas too, not just the usual hotspots,' he said.
The new stations will be installed at the campuses of Jawaharlal Nehru University (JNU) and Indira Gandhi National Open University (IGNOU) in South Delhi, the ISRO Earth Station near Malcha Mahal in Delhi's Ridge and Delhi Cantonment in New Delhi, the Commonwealth Sports Complex in Central Delhi, and the West Campus of Netaji Subhash University of Technology in Southwest Delhi.
At present, Delhi has 40 CAAQMS and 7 manual stations. Of these, 26 have been set up by the DPCC, while others by the India Meteorological Department (IMD), the Indian Institute of Tropical Meteorology (IITM), and the Central Pollution Control Board (CPCB).
The new stations would improve geographic coverage and bring under observation several areas that are not traditionally seen as pollution hotspots, said Sirsa.
The decision to move forward with these installations was taken in continuation of work initiated by the previous state government. Sirsa said the locations had already been identified earlier, and the current government is facilitating implementation by issuing formal work orders and commissioning the project.
The choice of sites follows national-level guidelines issued by the CPCB, which recommend how air monitoring stations should be located, as per officials.
According to these standards, the monitoring equipment should be placed in open areas with free airflow and away from trees, buildings, and direct pollution sources like chimneys or heavy traffic corridors. The sampler should typically be placed at 3 metres above ground level, and at least 25 metres away from direct sources like chimneys or roads.
Equipment must also be positioned away by at least 20 metres away from tree cover or obstructive structures, to avoid skewing data.
The Indian Express had reported last October regarding the Ministry of Environment, Forest and Climate Change (MoEFCC) plans to increase the number of air quality stations in Delhi-NCR, based on CPCB's population-based design criteria.
Under the framework, cities with 1–5 lakh of population require 4 stations, up to 10 lakh, 6 stations; up to 50 lakh, 8 stations, and beyond 50 lakh, at least 16 stations.
According to official documents, each station will be equipped with advanced instruments capable of monitoring key air pollutants such as particulate matter (PM10 and PM2.5), sulphur dioxide, nitrogen oxides, carbon monoxide, ozone, ammonia, and volatile organic compounds like benzene and toluene.
In addition, sensors will record weather data such as wind speed, temperature, and humidity. The data will be transmitted in real time to the central servers of Delhi's pollution control authority and the Central Pollution Control Board. A digital display board at each site will show the current air quality index and pollutant levels to the public.
The stations are designed to operate round-the-clock, with requirements in place to ensure that they are functional for at least 90% of the year. The third-party agency responsible for installation will also maintain the stations for the next ten years, ensuring regular calibration, data quality checks, and public accessibility. Monitoring staff and security personnel will be stationed at each location to oversee day-to-day operations and ensure uninterrupted data flow.

NEW DELHI: Delhi govt is likely to conduct a cloud seeding pilot project between July 4 and 11, when weather is expected to be feasible for causing artificial rain, city environment minister Manjinder Singh Sirsa said. He added that govt had received a report from IMD, which has been shared with DGCA along with a flight map for getting permission for the project. The govt has chalked out a tentative flight plan for the experiment, which includes Bawana, Rohini, Alipur, Kundli and Burari. The minister said IMD's reports and the flight map were approved in coordination with IIT Kanpur. The Delhi cabinet had on May 7 okayed a proposal to conduct five cloud-seeding trials, with a project outlay of Rs 3.21 crore. The trials were to be carried out in May-end and early June in collaboration with IIT Kanpur. "The met department told us that till July 3 conditions are not feasible for cloud seeding; however, the July 4-11 window is favourable. DGCA has sought a backup time window in case cloud-seeding turns unfeasible during July 4-11 due to weather changes," Sirsa said. "We believe that by Monday we'll see progress in getting approvals from DGCA," the minister said. IIT-Kanpur to conduct trials for artificial rain Cloud seeding is a weather-modification technique that introduces chemicals into the air to aggregate and condense moisture particles into rain. In this technique, compounds such as silver iodide (AgI) are released into the atmosphere to aid the formation of ice crystals that lead to rain. Soon after the formation of the BJP-led govt in Delhi, Sirsa announced that they would seek no-objection certificates from agencies concerned for conducting artificial rain in the winter season, when the capital records high pollution levels. Later, on June 18, the minister said govt had received all clearances barring that from the DGCA. For cloud seeding, clearances are needed from the Special Protection Group (SPG), Central Pollution Control Board (CPCB), Union ministries of environment, defence and home, UP govt, IMD as well as DGCA, Airport Authority of India and the Bureau of Civil Aviation Security. Trials for artificial rain will be executed by IIT Kanpur, which had earlier conducted the experiment using its own modified aircraft equipped with a mist sprinkler aiming to cover a minimum of 100sq km per sortie. The minister had earlier said IIT Kanpur's aircraft has the necessary permit from DGCA and can remain in the air for around five hours. Scientists from IIT Kanpur expect the sortie to take at least one hour and 30 minutes. The minister had also stated that after the trial, water samples will be collected to conduct a study to ensure see if there are harmful chemicals in it. He added that as per global studies and an earlier trial run by IIT Kanpur, the success rate is around 60-70%. As per IIT Kanpur, nimbostratus clouds are the most suitable type for seeding experiments. These are usually at heights of 500-6,000 meters above ground level. The previous AAP govt had repeatedly proposed conducting artificial rain during winters but shelved it citing unfavourable meteorological conditions. During the winter of 2024, the AAP govt had floated the plan again but later alleged that it was not getting enough support or backing from the Centre.

The national capital is all set for its first date with artificial rain as a trial of the cloud seeding process has been scheduled between July 4 and 11, Delhi Environment Minister Manjinder Singh Sirsa announced on Saturday. 'The initiative marks a historic step in controlling urban air pollution. Our aim is to provide Delhiites with clean air. That's why we're taking this bold step of inducing artificial rain. We are hopeful that it will bring about a meaningful change,' Mr. Sirsa told mediapersons. He added that the Indian Institute of Technology, Kanpur, had submitted the plan for a cloud seeding trial to the India Meteorological Department for technical coordination. The premier engineering institute has been tasked with implementing the project by overseeing aircraft deployment, chemical dispersal, scientific modelling, planning, and operational logistics. The Minister said that weather conditions for the project were found to be unsuitable until July 3, but a window has been identified between July 4 and 11. The government has sent a proposal to the Directorate General of Civil Aviation (DGCA), requesting an alternative window in case the weather remains unfavourable during the scheduled period so that the trial could be conducted at a later date. Last year, then Delhi Environment Minister Gopal Rai (Aam Aadmi Party) wrote multiple letters to Union Environment Minister Bhupender Yadav, urging him to fast-track clearances for cloud seeding as an emergency measure to control air pollution. He had claimed that Mr. Yadav did not respond to the letters. War of words AAP's Delhi unit chief Saurabh Bharadwaj questioned the idea behind conducting cloud seeding trials during the monsoon. 'The weather department had been saying that it might rain anytime. Suddenly, the Delhi government under [Chief Minister] Rekha Gupta makes the announcement about artificial rain. What exactly are you trying to prove by conducting artificial rain during the rainy season?' he said. The former Health Minister said the trials should have been scheduled for October-November, during which air pollution usually spikes in the city. Mr. Bharadwaj added, 'Is the announcement about helping people, is it about helping someone financially, or has it been done for cheap publicity?' In response, Mr. Sirsa said, 'We were the ones who signed the MoU first, made the payments to IIT, Kanpur, and applied for the necessary approvals because we want to bring about actual change.' 'AAP didn't do anything except talk about inducing artificial rain. Our government, on the other hand, has worked sincerely. That's why, within just four months of forming the government, we are at the stage of finalising the date for Delhi's first artificial rain,' said the Minister. How it works Under the project titled 'Technology Demonstration and Evaluation of Cloud Seeding as an Alternative for Delhi NCR Pollution Mitigation', through which the Delhi government is looking to combat air pollution and address water scarcity, five aircraft sorties will be made over north-west and outer Delhi. A total of ₹3.21 crore has been earmarked for these trials. Each sortie, lasting approximately 90 minutes, will cover around 100 square kilometres, dispersing a seeding mixture using flare-based systems on modified Cessna aircraft. The mixture, developed by the IIT, includes silver iodide nanoparticles, iodised salt, and rock salt, designed to catalyse artificial rain by accelerating droplet formation in moisture-rich clouds. Much like seeds sprayed on fertile soil, the salts are expected to interact with water droplets in the clouds, make them bigger and heavier so that they will eventually condense as rain.

New Delhi: Environment minister Manjinder Singh Sirsa on Wednesday said the artificial rain pilot is ready for execution, with all scientific systems and clearances in place. He mentioned that the cloud seeding flights will commence when suitable weather conditions—especially cloud moisture and depth—are observed over targeted zones. "All preparations are complete except for a few minor operational clearances. Now, we're just waiting for the right clouds to appear. The moment the weather cooperates, Delhi will witness its first artificial rain. This is a national-first experiment rooted in science, executed with military-grade precision, and evaluated in real time," Sirsa said. India Meteorological Department has confirmed cloud feasibility and will provide real-time data on cloud type, altitude, wind conditions, and dew point to aid planning. As the pilot project will be executed in collaboration with IIT-Kanpur, the institute will deploy specially equipped Cessna aircraft with flare-based seeding systems using a proprietary formulation made of Silver Iodide nanoparticles, iodised salt, and rock salt. A maximum of five sorties are planned, with each flight covering 100 sq km and lasting at least 1 hour and 30 minutes over non-sensitive zones of northwest and outer Delhi. "Flights will avoid restricted airspace such as VIP-89 (Rashtrapati Bhawan, Parliament, PM residence), as per standard aviation protocol. However, real-time impact on air quality (PM2.5 and PM10) will be measured using Continuous Ambient Air Quality Monitoring Stations (CAAQMS) placed in and around the seeding zones," Sirsa added. TNN
