Problem-plagued NYC animal shelters suspend intake of dogs and cats due to overcrowding — GOP's Sliwa calls to end $1.4B ‘mismanaged' contract

The city's animal shelter operator halted its intake of Gotham's unwanted pets last week – for the first time in its nearly 30-year history – due to 'critical' overcrowding, prompting calls from Curtis Sliwa to cut its billion-dollar contract.

'This is not a decision we take lightly, but we cannot take any more owner surrenders,' the Animal Care Centers of New York wrote on social media Friday, adding it is at a 'breaking point' with over 1,000 animals in its care across three sites.
Despite a city mandate requiring a shelter in each of the five boroughs, the Brooklyn ACC location is closed for renovations until 2026 and the Bronx Resource Center has been 'temporarily' closed since May.

Another Bronx site is currently under construction, although the $92 million facility was supposed to open in the spring.
The ACC speculated that a cost-of-living crisis is prompting pet owners in the city to dump their four-legged family members in droves, a rep told The Post.
'We hear it every day: 'I just don't have time anymore … but your pet doesn't need all your time, just a little effort, a little care, and the chance to stay in the home they love,' the ACC added.
The shelter system now harbors 1,056 animals, according to Department of Health figures.
Sliwa, the GOP mayoral candidate, blasted the Manhattan adoption site in East Harlem at a press conference Monday, telling reporters he would immediately nix the 'mismanaged' contract if elected.
The ACC has a 34 year, $1.4 billion contract with the city.
'Animal welfare issues is a priority, and Animal Care and Control once again proves it's a compete catastrophe,' said Sliwa, who houses six senior cats he rescued. 'When I become mayor … this relationship ends.'

This latest news comes after a Post investigation revealed the city's brand new Queens shelter is already operating at double capacity, and riddled with issues like understaffing and kennels filled with piles of excrement.
'There's more room for cars parking and for people,' Sliwa said of the Ridgewood site, which opened last year. 'All of this square footage and so few of these animals taken care of – and the smell and the barking?
'Most animals … get sick while inside because the ventilation is horrible.'

A staffer named Nikolaz at the Queens facility previously told The Post some dogs 'deteriorate' in the kennels, while many develop kennel cough.
A City Hall spokesperson defended the relationship with ACC and stressed that Mayor Eric Adams is 'dedicated to protecting pets in the city.'
'Which is why our administration is working with Animal Care Centers of New York to ensure they have the resources needed to support the animals in their care,' the spokesperson told The Post.
'We are also addressing the broader issues that contribute to shelter overpopulation and encourage all New Yorkers to help if they can, by adopting, fostering, or spreading the word about these wonderful animals looking for a home.'

The shelter system currently euthanizes roughly 100 animals per month – often due to medical or behavioral issues, ACC rep Katy Hansen said.
'Healthy' dogs allegedly remain untouched — one canine has been under the city's care for over 400 days — but activists believe some are euthanized too quickly, like an elderly dog killed mere hours after wandering off from its devastated family.
Sliwa slammed the organization's 'death row' list, which publicizes pets at risk of being put down.

'How could you have a 'death row' list, with a $57 million dollar budget and lots of retail space?' Sliwa said, moments before suggesting abandoned Rite Aid sites be converted into adoption centers.
But Hansen questioned how many staffers would be able to man such sites.
The GOP headliner also floated plans for a city-run shelter overhaul that would include a 'quasi-private public partnership' to shift the cost of the system from taxpayers to animal-loving philanthropists, and the creation of an animal welfare agency in the 'basement' of City Hall.
All shelters, under a Sliwa administration, would be no-kill, and offer free spay and neuter programs, he said.

Members were also sent early for a month-long break from Washington after the legislative agenda was upended by those clamoring for a vote. Republican support has recently rolled in for a new legislative push in the House to direct the Justice Department to release more files on Epstein. Massie, who has been leading the push with Khanna, announced on social media last week that Republican Reps. Lauren Boebert (Colo.), Jeff Van Drew (N.J.), Marjorie Taylor Greene (Ga.), Eric Burlison (Mo.) and Tim Burchett (Tenn.) had signed on to co-sponsor the measure. 'We all deserve to know what's in the Epstein files, who's implicated, and how deep this corruption goes. Americans were promised justice and transparency,' Massie said last week in a post on the social platform X. Another GOP member of Congress has had what appears to be a health scare, with septuagenarian Senator John Kennedy freezing during a Fox Business interview on Tuesday. During an interview with host Larry Kudlow, 77, about the Trump administration's crackdown on sanctuary cities, Kennedy started to make a point about how Jesus loves immigrants before trailing off into a seven-second silence. 'Jesus loves them, but everybody else thinks,' Kennedy said before murmuring a couple more words and then freezing on camera. Kennedy appeared to be unable to form words, and he remained on screen for five more seconds in silence before Kudlow cut in and chalked up the awkward gap to a technical issue. 'I guess we had some more technical problems. That was the same mic we lost with Senator Rand Paul,' Kudlow said. Kennedy had not spoken any words after freezing up. A spokesperson for Kennedy did not respond to an immediate request for comment. Kennedy's official account on X posted twice after the interview aired, once to criticize Palestinian activist Mahmoud Khalil and once to congratulate a New Orleans Saints football player on his retirement. The sight of a gray-haired senator freezing during an interview is a familiar one for the GOP caucus. In 2023, then-Senate Majority Leader Mitch McConnell suffered two similar 'freezing episodes' just weeks apart from each other. While observing neurologists initially suspected that McConnell may have suffered a transient ischemic attack — a type of stroke — the Capitol physician wrote in a statement that the Kentuckian's episodes showed 'no evidence' of a stroke or seizure disorder. Ironically, Kennedy was one of the Senate Republicans who immediately dismissed suggestions that McConnell step down as majority leader, saying that would take place only 'when donkeys fly.' Minnesota Rep. Ilhan Omar (D) on Tuesday slammed the GOP for dodging a vote that would call for the release of files related to deceased financier and convicted sex offender Jeffrey Epstein. Republican leaders this week scrapped their legislative plans and headed early into a long summer recess — all to avoid votes on the Epstein saga. However, House Speaker Mike Johnson (R-La.) has insisted the move was not intended to shield Republicans from tough Epstein votes — or protect Trump from potentially embarrassing disclosures — but to end the Democrats' 'political games.' 'The pedophile protection party is shutting down Congress just to avoid voting on the release of the Epstein files,' Omar wrote in a post on X in response to the move. Last week, GOP lawmakers killed a vote backed by Democrats attempting to force the release of Epstein's files. It failed 211-210 along party lines. 'The American people are best served by putting an end to Democrats' side shows. That's what we're doing by not allowing the Rules Committee to continue with that nonsense this week,' Johnson said during a Tuesday press conference. However, some Republicans have refused to completely abandon the public's desire for more information related to Epstein's international illegal dealings. The House Oversight and Government Reform subcommittee voted Tuesday to subpoena Ghislaine Maxwell, longtime associate to convicted sex offender Jeffrey Epstein, to appear for a deposition. Some are hoping the measure will unveil new details about the list of people involved with the human trafficking ring. 'This is progress. We will not stop fighting until the Epstein Files are released. Trump and Bondi must stop blocking the American people from the truth,' House Oversight Democrats wrote on the social platform X after the vote. On Tuesday, Deputy Attorney General Todd Blanche also said in a statement that he has communicated with Maxwell's counsel 'to determine whether she would be willing to speak with prosecutors from the Department.' 'I anticipate meeting with Ms. Maxwell in the coming days,' Blanche said. 'Until now, no administration on behalf of the Department had inquired about her willingness to meet with the government. That changes now.'
