
Capital shifts to digital payments, cashless system
Under the new initiative, citizens will no longer be required to visit CDA offices in person to pay for services such as property tax, water bills, land transfer fees, and parking charges. Instead, all payments will be processed online through a cashless digital platform.
To facilitate this transformation, the Authority will develop an integrated online portal and mobile applications in partnership with various banks.
The decision was finalised during a meeting held on Thursday, chaired by CDA Chairman Muhammad Ali Randhawa and attended by board members and senior officials. The session focused on ensuring the comprehensive implementation of a cashless system across all CDA functions.
Participants discussed strategies to promote digital transactions, with particular emphasis on QR code-based payment systems, enabling residents to conveniently pay their dues from home.
Randhawa noted that the adoption of a cashless framework will enhance transparency, accelerate public service delivery, and contribute to the broader vision of establishing Islamabad as a leading digital capital.
The meeting also approved the rollout of QR code payment systems at CDA offices and service centres. Plans were announced to initiate staff training programmes and public awareness campaigns to support the transition. Additionally, a pilot project will be launched in select parking areas, beginning with departments that experience higher volumes of public interaction.

Rupee rallies for 10th straight session
Listen to article The Pakistani rupee extended its gains against the US dollar on Tuesday, appreciating by 0.03% in the inter-bank market. The currency closed at 282.57, up by nine paisa from Monday's close at 282.66. The rupee has strengthened by Rs2.40 against the US dollar over the past 10 trading sessions, according to a report of AKD Research. However, on a calendar year-to-date basis, the rupee has depreciated by 1.42%, while it has gained 0.42% in the fiscal year to date, according to data from Insight Securities. Moreover, the State Bank of Pakistan (SBP) has announced its auction calendar for the August-October 2025 period, setting a target to raise Rs6.175 trillion through domestic debt instruments. The plan includes borrowing of Rs3.675 trillion through Market Treasury Bills (MTBs) and Rs2.5 trillion via Pakistan Investment Bonds (PIBs), as part of the government's broader strategy to meet its fiscal needs and manage market liquidity. According to the SBP, seven MTB auctions are scheduled for the three-month period, with targets ranging from Rs225 billion to Rs700 billion per auction. These auctions are set for August 6, August 20, September 3, September 17, October 1, October 15 and October 29. The MTBs will be issued in tenors of one, three, six and 12 months, with allocations of Rs575 billion, Rs925 billion, Rs925 billion and Rs1.25 trillion, respectively. On a long-term basis, the SBP plans to raise Rs2.5 trillion through PIBs. This includes Rs1.1 trillion via fixed-rate bonds and Rs1.4 trillion through floating-rate bonds. The fixed-rate PIB auctions are scheduled for August 1, September 4 and October 14, with targets of Rs300 billion, Rs400 billion and Rs400 billion, respectively. These bonds will be issued for two, three, five, 10 and 15-year tenors. Floating-rate PIBs, all having 10-year maturity, will be auctioned semi-monthly from August 6 to October 29. Each auction aims to raise between Rs150 billion and Rs250 billion. The SBP's aggressive borrowing plan reflects the government's continued reliance on domestic sources to fund its budget deficit, especially in light of the restriction put in place by the International Monetary Fund (IMF) that the government would not directly borrow from the SBP by printing new money, which adds to the already high inflation, even though this indirect borrowing also fuels inflation, but keeps things transparent. Meanwhile, gold prices in Pakistan fell on Tuesday, bucking the trend in international markets, where the precious metal held steady amid a stronger US dollar and expectations of Federal Reserve rate cuts. According to the All Pakistan Sarafa Gems and Jewellers Association, the price of gold per tola dropped by Rs1,500 to settle at Rs358,000. Similarly, the price of 10-gram gold declined by Rs1,286, closing at Rs306,927. The decline comes a day after domestic gold prices had risen, with the per-tola rate climbing by Rs500 on Monday to reach Rs359,500. Internationally, spot gold was up 0.1% at $3,376.80 per ounce by 0947 am ET (1347 GMT) after rising to its highest level since July 24 on Monday. US gold futures also rose 0.1% at $3,430.

PM orders PRAL closure in 6 months
Listen to article Prime Minister Shehbaz Sharif has ordered the abolition of Pakistan Revenue Automation Limited (PRAL) within six months, the nation's tax data storeroom, in a challenging move that may create more problems than providing any urgent solution due to its backbone status in the tax system. Government officials told The Express Tribune that the premier issued instructions last month that PRAL should be scrapped and replaced with a new and modern organisation. PRAL had been established over three decades ago as a private limited company, fully owned by the Federal Board of Revenue (FBR). Taxpayers file their returns and pay their taxes through the PRAL system, which also serves as the depository of all tax transactions. However, the existing hardware and software have become outdated, raising concerns about the sustainability of services. The government had also taken a foreign loan in 2019 to upgrade technology systems, but all deadlines have since lapsed. The government has been attempting to modernise the FBR's information technology infrastructure, set up new data centres, and implement an automated income tax refund system with the help of a $400 million World Bank loan. Out of the $400 million, $80 million was earmarked for technology upgradation. However, the systems could not be upgraded due to divided responsibilities and authority, according to sources. Two FBR wings, Reforms and Information Technology, were looking after affairs, diluting both authority and responsibility. Sources said the PM further instructed that a new organisation should be composed of top-notch professionals and should have full functional and financial autonomy. He ordered that the new body must serve as the pivot for FBR's digital transformation and provide world-class, end-to-end user experience for both the FBR and taxpayers. However, it will be challenging for the government to establish a whole new organisation by December this year to seamlessly take over PRAL's responsibilities without disrupting tax-related functions. This is especially difficult given that authorities failed to hire a chief information security officer for PRAL despite multiple attempts. PM Shehbaz Sharif had earlier appointed a "top-notch board of PRAL" to reform the entity. But the decision to abolish PRAL shows even the board could not make a difference. Sources said the decision was taken in a meeting where PRAL board members were present. The Express Tribune had asked the FBR spokesperson on July 23 whether the PRAL board recommended abolishing or restructuring the organisation. No response had been received after two weeks. The PRAL management has long warned that delays in upgrading the FBR's IT infrastructure under the World Bank loan could severely compromise the reliability of its data centres. Sources said PM Sharif had instructed that PRAL's new data centres be inaugurated soon. The FBR had targeted August 14 for the launch, but the servers are not yet ready, and there is a possibility the prime minister may not be able to inaugurate fully equipped centres on Independence Day. The FBR operates three key data centres located in FBR House and the Software Technology Park in Islamabad, and Customs House in Karachi. The last significant investment in data centre infrastructure was made in 2010. Since then, the infrastructure has become outdated. The new data centres are designed to enhance application performance without impacting response times, said sources. These facilities are the backbone of the FBR's technology infrastructure and are crucial for managing and processing large volumes of data. They support essential functions such as tax collection, data analysis, and reporting. On Tuesday, the prime minister held a routine meeting on FBR affairs, where officials told him that compromises with the business community had set back tax enforcement, according to sources. After vowing to go after wealthy under-taxed individuals by banning their major purchases and disallowing treatment of cash deposits as banking transactions, the government has now backed off. The FBR has since modified its position on cash expenses, stating that "when a person, whether a national tax number holder or otherwise, deposits the cash against invoices in the bank account of the seller, the payment shall be treated as having taken place through banking channel and no disallowance of the expenditure will be made in this regard under this clause." This explanation through subordinates suggests a significant change in the FBR's earlier stance. It has also decided not to immediately ban purchases of cars, homes, plots, and investment in stocks by ineligible persons. Authorities said this was a major setback and takes the FBR and government back to square one in their dealings with traders. Sources added that this can undermine revenue collection through enforcement measures, as had been promised to the International Monetary Fund.

PHMA urges PM to reverse SRO 1359

According to a statement released on Tuesday, PHMA North Zone Chairman Abdul Hameed wrote a letter addressed to Prime Minister Shehbaz Sharif, demanding an immediate withdrawal of the notification. Issued on July 29, the SRO imposes restrictions on importing cotton and blended yarns, especially in counts between 10 and 40, and reduces the material utilisation period under the Export Facilitation Scheme (EFS) from 24 to 9 months. Exporters say the changes will block billions in sales tax refunds.
