Tribal Ministry urged to delete 'Any Kuki Tribes' category from Manipur's ST list
Two Manipur-based organisations have urged the Ministry of Tribal Affairs to delete the 'Any Kuki Tribes' category from the Scheduled Tribes (ST) list in the State as it allegedly allows "foreigners to claim rights" of the indigenous people and "poses a threat to their land and resources".

In a memorandum to the Ministry, the two organisations - Thadou Inpi manipur and Meitei Alliance - stated that "the appeal aligns with the official position of the Government of Manipur, which, following cabinet decisions on October 19, 2018 and January 2, 2023, formally recommended the deletion of 'Any Kuki Tribes' category.
"The vague nature of 'Any Kuki tribes' (AKT) allows foreigners to claim tribal rights in Manipur. This poses a serious threat to land, resources, and constitutional privileges of pre-existing scheduled tribes," the two organisations claimed in the memorandum.
They also alleged, "AKT has no unique language, separate cultural heritage, and geographical isolation, all of which are the basic criteria for Scheduled Tribe recognition under Article 342 of the Constitution of India. It fails every benchmark and only serves to sow ethnic discord and legal confusion." The two organisations also claimed that the category 'Any Kuki tribes' was inserted into the Scheduled Tribes list of Manipur in 2003 through "politically motivated and non-transparent means".
"Unlike any of the Scheduled Tribes of Manipur that are linguistically and culturally distinct, AKT is an ambiguous and arbitrary insertion without a legitimate basis. AKT is not accepted or recognised by any of the Scheduled Tribes of Manipur...instead, its existence has only exacerbated ethnic tension and undermined social harmony," the memorandum said.

Tamil Nadu government urges Centre to release Keeladi report

The images were generated last year after the Madurai Kamaraj University (MKU) sent them digital files related to skull samples from Kondagai, the burial site of Keeladi which is believed to have existed in 600BC. On the findings, finance minister Thangam Thenarasu, who holds the archaeology portfolio, said that the UK-based university has reconstructed facial features of ancient people who lived around 2,500 years ago highlighting the antiquity of Tamil culture and civilization to the world. 'Though the Union BJP government has deceitfully tried to suppress the history and heritage of Tamils, constructive scientific findings and historical evidence emerging from the Keezhadi excavations continue to defeat the Union government's unjust denials,' he posted on X. 'The way of life detailed in Sangam literature now stands scientifically validated through the findings at Keeladi,' chief minister MK Stalin said on X. Professor G Kumaresan, head of Ancient DNA Lab of MKU, said: 'We received the data and images last year. Across the world, such facial recognition is done and we also did it to help us have a visual connection.' The facial reconstruction images using DNA analysis showed proximity of the humans in the region to South Asian origin. The lab at MKU which primarily focuses on DNA analysis is working in four directions. 'We are looking at genomic reconstruction by extracting DNA from bones and sequencing them to compare it with that of modern people,' Kumaresan told HT. 'The challenge we face is that we get less DNA markers. We are getting only 4,000 markers per sample whereas you require 100,000 markers.' For the research, MKU has collaborated with David Reich Lab in Harvard University. The MKU lab is also studying animal bones extracted from Keeladi to identify their species, how they came to be domesticated and how these connect to present day animals such as a bull, Kumaresan said. They are also studying agricultural practices from rice and millet extracted from the sites and organic molecules extracted from offering pots in burial sites to understand the ancient civilization's food practices. Minister Thenarasu's statement came after the Archaeological Survey of India (ASI) in May asked its officer K Amarnath Ramakrishna to rework his voluminous report of the first two excavations at Keeladi challenging the dating and classification of key discoveries. Ramakrishna refused to and stood by his report, stating that by relying on AMS dating of 23 artefacts, a chronological sequence of Keeladi to be between the 8th century BCE to 3rd century CE has been established. ASI transferred him on June 17 days after MK Stalin on June 13 said that the truth from the findings in Keeladi does not serve the script of the BJP and RSS and so they are dismissing the rigorously proven antiquity of Tamil culture. The chief minister has framed these archaeological pursuits as part of a broader ideological battle. On June 11, Union minister of culture and tourism Gajendra Singh Shekhawat had alleged that the DMK government was refusing to cooperate with the central government on Keeladi research and politicising the findings. After the first two excavations, Tamil Nadu state department of Archaeology took over from ASI at Keeladi in 2017 and digging entered its 11th phase this year. In response to DMK's comments, the BJP said that the DMK should not politicise archaeology. 'ASI is one of the oldest institutions in the world. They have not rejected the Keeladi report but only asked for clarifications to prove to the world that we have an ancient civilisation,' BJP state leader Narayanan Thirupathy told HT. 'It is the duty of anyone to provide such clarifications by following standard practices. The DMK is unnecessarily mixing regional and linguistic politics with Keeladi,' he added.

Railway Ministry enhances passengers waiting list cap from 25 to 60% for AC classes
The Railway Ministry has enhanced the limit on passengers' waiting list from 25% to 60% for all AC classes and 30% for non-AC classes by a fresh order issued on Saturday (June 28, 2025). The order to cap the waiting list of passengers of all classes at 25% was originally issued on April 17 to all zones as well as the Centre for Railway Information System (CRIS). The CRIS amended the reservation system and implemented it from June 16. "Just 12 days after implementing the order to cap all waiting list at 25% of the total seats/berths of travelling classes, the Ministry realised its mistake and almost reversed its decision," said a senior Ministry official requesting anonymity. "The matter has been reviewed and in super cession of the earlier instruction dated 17.04.2025 it has been decided that the maximum current waiting list limits will be revised to 60% and 30% of the redefined capacity of each class available at originating as well as roadside stations for air-conditioned and non air-conditioned classes respectively," said the circular issued by the Railway Ministry on Saturday. "This logic will also be applicable for issuing of waitlisted tickets from remote locations as well as tickets booked under Tatkal scheme," it added. The new circular stated that this waiting list limit shall, however, not be applicable to the tickets issued on concessional fares, warrants etc. "To enable issuing of waiting list tickets from the remote locations having zero defined berths, some waiting list limit shall be pre-defined based on demand pattern," it said. PTI had earlier reported that the Ministry's decision to limit the passenger waiting list to 25% of the capacity of each class was flagged by the reservation supervisors, ticket booking clerks and some senior commercial officers as uneconomical for the railways and inconvenient for passengers. The withdrawal order, released on Saturday evening, asked all principal chief commercial managers to take note of the change and CRIS to make necessary changes in the reservation system. According to the previous circular of 2013, the waiting list cap on berths/ seats of first AC/EC and 2 AC classes was 30 and 100 respectively. Similarly, the first class, 3AC/Chair Car and sleeper class had 30, 300 and 400 waiting limits, respectively. "It is good that the ministry has reviewed the April 17 circular as it was a wrong move and was hurting the interest of Railways as well as passengers. There is a need to enhance the cap on non-AC class as well," a senior railway official said.
