National Sports Governance Bill to be tabled in Parliament

New Delhi: Thelong-delayed National Sports Governance Bill will be tabled in the Parliament in this upcoming Monsoon Session, Minister of Youth Affairs and Sports, Dr Mansukh Mandaviya, announced here on Monday.
The bill, which has been in the process since October 2024, aims to ensure transparency, fairness and good governance in the country's sports ecosystem.
'The bill will be tabled in the Parliament during the upcoming session. I will give more details in a couple of days,' Dr Mandaviya told the media at an event launching the Department of Youth Affairs' initiatives against drug addiction. The bill aims to establish a regulatory board, called the Sports Regulatory Board of India, with the authority to grant recognition and allocate funding to National Sports Federations (NSFs) based on their adherence to provisions related to good governance.
It has been debated for a long and kept pending because of opposition by the Indian Olympic Association (IOA), which has termed its provisions as interference by the government in the functioning of the NSFs, which contravenes provisions of the Olympic Charter.
The draft National Sports Governance Bill 2024 proposes the setting up of Ethics Commissions and Dispute Resolution Commissions to ensure transparency in governance.
The Ministry of Youth Affairs and Sports had started the consultation process on the National Sports Governance Bill, 2024 by putting it in the public domain in October 2024, seeking suggestions/comments on its provisions.
The bill also proposes setting up some regulations for the National Olympic Committee, which is the Indian Olympic Association (IOA).
It says that the NOC shall comply with all requirements applicable to it under this Bill and such additional eligibility criteria for recognition as may be prescribed by the Central Government under this Bill shall ensure that its constitution incorporates and complies with all the requirements specified in this Bill as applicable to it and any rules prescribed by the Central Government in relation thereto from time to time.
The IOA has objected to such provisions, claiming that its constitution will only adhere to provisions of the International Olympic Committee (IOC) and the Olympic Charter.
Many NSFs, too, have opposed some provisions of this bill as they go against the regulations of the International Sports Federations (IFs).

Congress leaders Mallikarjun Kharge and Rahul Gandhi on Wednesday wrote to Prime Minister Narendra Modi to press for a legislation in Parliament's upcoming Monsoon session to grant full statehood to Jammu and Kashmir. The leaders of opposition in the two houses of Parliament — Kharge is the LoP in the Rajya Sabha and Gandhi is the LoP in the Lok Sabha — also called on the government to bring a legislation to include the Union Territory of Ladakh under the Sixth Schedule to the Constitution. In their joint letter to Modi, Kharge and Gandhi said that for the past five years, the people of the union territory of Jammu and Kashmir have consistently called for the restoration of full statehood. This demand is both legitimate and firmly grounded in their constitutional and democratic rights, they said. 'It is important to recognise that while there have been instances of Union Territories being granted statehood in the past, the case of Jammu and Kashmir is without precedent in independent India. This is the first time a full-fledged state has been downgraded to a Union Territory following its bifurcation,' the letter said. 'Your goodself has, on multiple occasions, personally reiterated the government's commitment to restoring statehood. In your interview in Bhubaneswar on 19 May 2024, you stated: 'The restoration of statehood is a solemn promise we have made and we stand by it'. Again, while addressing a rally in Srinagar on 19 September 2024, you reaffirmed: 'We have said in Parliament that we will restore the region's statehood',' the two leaders said. The Union government has also made similar assurances before the Supreme Court in the Article 370 matter, submitting that statehood would be restored 'at the earliest and as soon as possible', they pointed out. 'In view of the foregoing and aforementioned, we urge upon the government to bring forward a legislation in the upcoming Monsoon session of Parliament to grant full statehood to the Union Territory of Jammu and Kashmir,' Kharge and Gandhi said. 'Additionally, we request that the government bring forward legislation to include the Union Territory of Ladakh under the Sixth Schedule to the Constitution,' they said. At present, there are five main tax rates, nil, 5%, 12%, 18%, and 28%, along with two special rates of 0.25% and 3% for certain goods like precious all GST goods, about 21% are taxed at 5%, 19% at 12%, and 44% at 18%. Only 3% of items fall under the top 28% are examining the possibility of removing the 12% slab and shifting its items to either 5% or 18%.
