
Patients miss Whangārei Hospital appointments over parking woes, staff struggle
Karen said some patients are being pointed to the staff carparks so they can make their appointments, but this has led to afternoon shift workers finding their dedicated parks have been taken.
'The afternoon shift workers are having to come to work nearly an hour beforehand to find a park,' she said.
'It would be great to see more parking within the hospital grounds and it would be nice if it had been planned for prior to starting the renovations.'
Karen said alternatives such as taking the bus are not possible for the shift workers and security is a concern for those working late at night, especially if they have far to go to get to their car.
PSA union organiser Mark Furey, who represents about 800 workers at the hospital, said he has driven around three to four times to find a park and could see other visitors getting equally frustrated.
Administration workers told him cancellations are 'through the roof' because of people being caught out by the lack of parks.
Much of the available car parking is not suitable for those who are sick or less mobile, with the walk from Tohora House, between Hospital Rd and West End Ave, known as 'cardiac hill', he said.
The situation has come from the hospital expanding, despite being built on a hill and unstable land, Furey said.
A plan to build a multi-storey carpark at the front of the hospital, on Maunu Rd, had to be scrapped because of unstable land, he said.
'It has to be taken seriously and to take it seriously there's a substantial cost involved.'
Alex Pimm, Health NZ group director of operations Northern, acknowledged there are car parking constraints at Whangārei Hospital.
'We ... thank people for their patience when trying to park as we know how frustrating it can be.'
Pimm said building additional car parking is a long-term commitment as part of the Pihi Kaha hospital redevelopment.
The project is being actively progressed, with decisions expected later this year, he said. It is not due to be finished until 2031.
Pimm said the organisation is working to move more outpatient appointments to other locations and is asking services to consider appointment timing to avoid congestion.
People are also encouraged to:
Ask friends or whānau to drop them off and pick them up after their appointment.
Make use of transport options like buses, taxis, ride-share services such as Driving Miss Daisy and Freedom Companion Drive, or public shuttles like those provided by Hato Hone St John and Linking Hands.
Engage in active transport such as walking, cycling or e-scooter.
Check eligibility for the Total Mobility scheme, which is facilitated by Northland Regional Council and will contribute towards approved taxi and ride-share costs.
Pimm recognised car parking challenges for staff too and said Health NZ is actively considering solutions for staff parking.
The options include staff carpooling, off-site staff parking, working with council to consider aligning the bus timetable with staff shifts and releasing underutilised staff car parks during the day.

Here in New Zealand, the recommendation is to cap alcohol at 10 drinks weekly for women, and 15 for men, with two alcohol-free days per week. Despite these guidelines being nearly 15 years old, and documents from Health NZ showing that they consider a review of the guidelines to be 'necessary', for now, the guidelines are staying as they are. "The complication is that the Ministry of Health has come in over the top of [Health NZ] and has said 'actually these are our guidelines ... we want to control this and we're putting a pause on that work'," says RNZ's Guyon Espiner. "It certainly does show that they're listening to the alcohol industry, who are pretty exercised about this - because as you can imagine, this could have a significant effect on sales if people did take this advice and did drink significantly less." In a series of articles over the past few months, Espiner has reported on issues of alcohol harm and how the alcohol lobby has impacted policy in New Zealand. Through documents he received through the Official Information Act (OIA), he found that Health NZ commissioned a review of the low-risk guidelines. But in October 2024, a lobbyist emailed Ross Bell, who is a manager in the Ministry of Health's Public Health Agency, asking why Health NZ's website said the guidelines were under review. In December, following a second email which again asked about the review and also complained about mention of the Canadian guidelines on Health NZ-run website ' Bell emailed Health NZ saying "All work on this project will now pause. You will update relevant Health NZ websites to remove references to the review and also to other jurisdictions' guidelines (including the Canadian one)." But in a statement to The Detail, the Ministry of Health says it "understands Health New Zealand has continued some work related to the review. The Ministry is working with Health New Zealand on potential next steps, including how Health New Zealand's progress on the review to date can be used to inform any future work in this area" and that "the Ministry is currently considering where the next phase (Phase 2) will fit as it prioritises its work programme for 2025/26." The Ministry's statement, which is attributed to Dr Andrew Old, Deputy Director-General, Public Health Agency, goes on to say that "as part of good policy process, the Ministry engages with a broad range of interested parties-including community organisations, public health experts, and the industry-to ensure any regulatory approaches are well-informed and transparent. Reference to the drinking guidelines review was removed from the website to avoid confusion about roles and responsibilities as the guidelines are now led by the Ministry of Health - rather than Health New Zealand which has responsibility for the site. This was an internal Ministry decision." In today's episode of The Detail, Espiner details other examples of contact between the alcohol lobby and health policy makers. "The material I've got shows that yes they've had a lot of meetings, a lot of email contact, in fact one looked like a regular meeting between alcohol lobbyists and Ministry of Health staff. They've also shared with the alcohol industry their plans on how they will combat Fetal Alcohol Spectrum Disorder ... they shared that entire draft document with them and also shared with them plans about how they might spend the alcohol levy." Espiner says that while this contact is going on, tobacco lobbyists are completely 'locked out of the policy process". "We're signatory to the Framework Convention on Tobacco Control, [which is] a World Health initiative, and there's a clause in there that New Zealand is signed up to that says you won't allow the vested interests of the tobacco industry to shape policy. "What's interesting is that the alcohol industry has escaped most of that scrutiny." For Massey University associate professor Andy Towers, who has worked on the Health NZ review, it is a clear mistake for New Zealand to allow lobbyists a role. "It's very, very clear that you don't invite the wolf into the henhouse," he says. "Unfortunately the alcohol industry makes money based on alcohol use and resulting alcohol harms and in a space where we are trying to reduce the harmful use of alcohol and reduce those harms for society and for communities, there is not space for the alcohol industry there. They do not get to sit at the table, just as you wouldn't invite an arms manufacturer to the table to talk about cessation of violence." Man sent home without doctors checking for potentially fatal condition
The junior surgical registrar who assessed the man who came to hospital with signs of internal bleeding was not aware they needed to investigate the possibility of an aorto-enteric fistula, the commissioner said. Photo: 123RF A man was sent home from hospital without doctors checking for a potentially fatal condition due to a communication breakdown, the Health and Disability Commissioner has found. The man died the following day of unrelated causes. The man, aged in his 60s, had undergone major surgery on his abdominal aorta - the main artery from the heart - two years before going to hospital in Health NZ's Southern region in 2019 with signs of internal bleeding. In findings released on Monday, the commissioner said the junior surgical registrar who assessed him was not aware they needed to investigate the possibility of an aorto-enteric fistula (AEF) - a serious and sometimes fatal complication after that type of surgery. Commissioner Morag McDowell said the doctor did not consult a senior vascular surgeon for advice. Later, the doctor told other medics there was "no evidence of aortic pathology", which a gastroenterologist mistakenly took to mean the condition had been ruled out. The gastroenterologist did not verify that against the man's medical records before discharging him, the commissioner said. The man died at home the following day. His son complained his father was discharged when still unwell with unidentified internal bleeding. While the cause of death was unrelated to an AEF, the commissioner said Health NZ Southern had failed to provide services with reasonable care and skill. "Given that an AEF is a life-threatening diagnosis that needs to be investigated urgently, there was a concerning lack of responsibility taken by anyone to ensure that this had been done," she said. "Staff failed to communicate effectively, deferred to others, and passed on the responsibility without using critical thinking or making individual assessments." McDowell said she accepted the junior surgical registrar would not have known about the possibility of an AEF. But it was concerning he documented "no evidence of aortic pathology" - mistakenly leading others to false conclusions - without seeking advice from a vascular surgeon, she said. Overall, McDowell found the doctor was not in breach of the Code of Health and Disability Services Consumers' Rights, but had reflected on these events and made changes to the way he documented in clinical notes. Hearing about the case had affected the junior surgical registrar deeply, McDowell said. "He has spent considerable time reflecting on the events. He believes that he practises very differently now," she said. The gastroenterologist "should have confirmed, by review of the clinical record, that the appropriate investigations had been completed", McDowell said. "I am critical of his lack of critical thinking and diligence." He had also "reflected on how he accepts information from other providers", she said. "I consider this to be appropriate and to serve to minimise the risk of such an event happening in the future." Health NZ Southern had updated its registrar orientation programme following the man's death to ensure on-call surgical registrars discussed any subspecialty questions with an appropriate specialist, McDowell said. In her recommendations, she advised sharing the findings with staff as a "learning resource to highlight the importance of critical thinking at each stage of care". She also recommended providing ongoing refresher training on AEF and outlining the expected process for identifying and ruling it out.
