Springfield Works launches pilot program to help those who exceed public assistance benefits

SPRINGFIELD, Mass. (WWLP) – Springfield WORKS is launching the Bridge to Prosperity Cliff Effect Pilot Program to help individuals who rely on public assistance but receive a slight increase in their salary that disqualifies them from those benefits.
The pilot will take place in the Boston, Worcester and Springfield areas to provide direct payments to 'bridge' the gap and make up for the value of lost benefits. With 18 individuals in the initial group and plans to serve up to 100 participants by fall 2025.

'This program will not only benefit hardworking families, but also the Commonwealth in the long term, with increased tax revenue generated from the families involved and decreased expenditure on public benefits. It's a win-win,' said Kristen Joyce, Bridge to Prosperity Program Director. 'It's also a model for other states – Massachusetts is leading the way in finding a solution to the benefits cliff.'
Participants receive personalized coaching on finances, employment, and career growth and connections to additional support in the community as needed. Based on their estimated cliff effect impacts, they will be issued a monthly bridge payment of $300, $500, or $700. After completing the pilot program, they will be eligible for a $10,000 asset-building bonus.
'Springfield WORKS is proud to lead this innovative effort on behalf of working families statewide,' said Anne Kandilis, Director of Springfield WORKS. 'By investing in people and dismantling barriers to opportunity, we are strengthening not just individual futures but the future prosperity of Massachusetts itself.'
Three coaching partners include United Way Pioneer Valley in Springfield, Worcester Community Action Council, and Women's Money Matters in Boston. For career advancement, the Economic Justice Hub at Boston Medical Center and Baystate Health in Springfield are working to support participants.

Virginia Gov. Glenn Youngkin is embarking on a landmark project to use "agentic" artificial intelligence to hasten his 2022 pledge to cut one-quarter of Virginia's red-tape regulatory structure during his tenure. The term-limited Republican signed an executive order that introduced a pilot program using AI to scan the entirety of Richmond's regulations and official guidance. "We ask each agency to calculate the savings to them associated with any action that is taken. For more information about our methodology, I would point you to the Regulatory Economic Analysis Manual, which can be found online," Youngkin spokesperson Peter Finocchio told Fox News Digital. "AI is utilized in two key ways in this process: comparing existing regulations with what is actually required by statute, to identify any redundancies, and comparing Virginia's regulations to those in other states, to see if other states are accomplishing similar goals more efficiently and with less red tape." "AI is utilized in this way to make recommendations, but there is always a human in the loop making the final decisions, which is required by Executive Order 30," Finocchio added. Agentic AI refers to artificial intelligence that differs from typical reactive bots like ChatGPT or Grok that provide information based on prompts, and instead can be programmed to pursue a goal, make autonomous decisions and take actions. Driverless cars like Waymo taxis are another real-world example of such technology. AI will "supercharge" the Youngkin administration's efforts, his office said in a statement, and help ensure that government is streamlined and modernized to better serve the people of the Old Dominion. "We have made tremendous strides towards streamlining regulations and the regulatory process in the Commonwealth. Using emergent artificial intelligence tools, we will push this effort further in order to continue our mission of unleashing Virginia's economy in a way that benefits all of its citizens," said Youngkin, who was a successful executive in the private sector before entering government. The AI tool will alert the state to any areas in which regulations are redundant, contradictory or overbroad. State agencies will then be able to use the AI platform in the future as well to continue breaking down the barriers to effective governance. "The 'Virginia model' for regulatory modernization has become the gold standard across the U.S., with other states and federal agencies looking to replicate our reforms," Virginia Regulatory Management Director Reeve Bull said. "With this newest initiative, Virginia will continue to lead the nation, becoming the first state to launch an agentic AI tool to power the regulatory reduction process," Bull added. Thus far, state government guidance documentation has been culled by nearly half, as roughly 48% of the total word counts have been deleted. That figure adds to the 26% of regulatory requirements statewide that have been either streamlined or eliminated, resulting in an estimated $1.2 billion annual taxpayer savings. The state indicated that there are still some agencies in Richmond that have not met Youngkin's 25% goal laid out in his original order.

The King has met Indian Prime Minister Narendra Modi following the signing of a trade deal between the UK and India. Charles and the Indian leader sat down for talks at the King's private Sandringham estate in Norfolk after Sir Keir Starmer met his Indian counterpart at Chequers. Business Secretary Jonathan Reynolds and his Indian counterpart Piyush Goyal formally signed the trade agreement in the great hall of Chequers, Sir Keir's official country residence. It is thought the King last met India's leader in December 2023 on the sidelines of the Cop28 UN climate change summit, hosted that year in Dubai. There has been speculation for some time the King and Queen could make a state visit to India, one of the major countries of the Commonwealth which does not have Charles as its head. During their time together, the King was given a tree to be planted this autumn, inspired by the environmental initiative Ek Ped Maa Ke Naam launched by Mr Modi, which encourages people to plant a tree in tribute to their mothers.

Andy Beshear. In 2024, the Kentucky General Assembly established KHRG as an independent, de jure municipal corporation and political subdivision of the Commonwealth of Kentucky. KHRG, accountable to the Governor, the General Assembly, and Kentuckians, is to be managed in a manner that enables the people of the Commonwealth to benefit from its actions and to enjoy the best possible racing and gaming logo, designed by BCH Agency in Louisville with the assistance of KHRG staff leadership, Board Chair Jon Rabinowitz, and Board Member Michael Berry, honors the past and looks toward the future of KHRG. 'In designing the new Kentucky Horse Racing & Gaming logo, we wanted to capture the organization's boldness, pride and excitement for the gaming industry,' said Brian Garr, partner and creative director at BCH Agency. 'Integrating the horse within the initials pays tribute to their roots in, and continued commitment to, Kentucky horse racing – while its sleek, modern style demonstrates confidently stepping into the future of gaming opportunities. In calendar year 2024, KHRG oversaw more than $13.2 billion in pari-mutuel and sports wagers. Taxes on pari-mutuel wagering and sports wagering support the Commonwealth and its horse industry with money going to breed development funds, equine drug research, higher education and training, aftercare, problem gambling assistance, the Kentucky permanent pension fund, and Kentucky's General Fund. The Office of Charitable Gaming, which joined KHRG on July 1, 2025, reported more than $1.3 billion in gross receipts for Kentucky's licensed charitable gaming organizations in calendar year 2024. This resulted in more than $93 million to their charitable purposes.'This is an exciting day as it signifies a new era for horse racing and gaming in the Commonwealth,' Berry said.
