Rwanda cabinet retains most of its existing members post reshuffling by President Paul Kagame

Kigali, July 25 (UNI) Rwandan President Paul Kagame following his reshuffling of the cabinet yesterday night, retained most members of the existing cabinet.
Bernadette Arakwiye was appointed the new Minister of Environment, succeeding Valentine Uwamariya, while Dominique Habimana replaced Patrice Mugenzi as the new Minister of Local Government, according to a statement from the presidential office.
Telesphore Ndabamenye, former director-general of the Rwanda Agriculture and Animal Resources Development Board, was named Minister of State for Agriculture and Animal Resources.
Jean de Dieu Uwihanganye, former High Commissioner of Rwanda to Singapore, Australia, and New Zealand, took office as Minister of State for Infrastructure.
The reshuffle came just one day after Kagame appointed a new Prime Minister on July 23. According to Rwanda's Constitution, a new cabinet will be formed within 15 days following the appointment of a new prime minister.

Aama means mother in Nepali language This decision was announced through a notification issued by the Home Department of the Government of Sikkim on July 30. The announcement recognizes the important and irreplaceable role mothers play in shaping the lives of children and by extension, the entire society. According to the official notification, mothers are not just caregivers but also educators, guides, and mentors to the younger generation. They help instill compassion, empathy, values, and discipline in children from an early age. The government acknowledged that this emotional, moral and cultural foundation laid by mothers goes a long way in creating responsible and caring citizens. The notification said, 'Mothers play a pivotal role in nurturing life as caregivers, educators, and mentors of the new generation.' It further stated that the profound influence of a mother, especially through her values and empathy, leaves a lifelong impression on her children. Jerusalem, July 30 (UNI) A prominent Palestinian activist, Odeh Hathalin, who contributed as a consultant to the Oscar-winning documentary "No Other Land", was fatally shot on Monday during an assault allegedly carried out by an Israeli settler in the occupied West Bank, according to reports from local officials and journalists. The shooting occurred in the village of Umm al-Khair, part of the Masafer Yatta community, an area long subjected to tensions between Palestinian residents, Israeli settlers and security forces. The village lies within a cluster of remote hamlets frequently targeted by settler expansion and military enforcement. Eyewitness footage, geolocated and verified by CNN, captured Yinon Levi, a notorious settler figure wielding a handgun while confronting local villagers. A video shared by Abraham on X showed Levi firing a gun multiple times as he confronted Palestinian villagers. CNN geolocated the video to the site of the incident. In the video, Levi – carrying a handgun, standing in front of a bulldozer – is seen grappling with a villager and pushing away the man filming him. He then begins to fire to his side and in the air, then moves towards the handful of Palestinians. The villagers soon begin to run away. It was unclear from the footage what Levi was shooting at. Another video obtained by CNN showed a man who appeared to be Hathalin bleeding on the ground. The Palestinian health ministry said later he had succumbed to his injuries. Hathalin had long been an emblematic figure in the non-violent resistance movement in southern Hebron, documenting settler violence and state-backed displacement in the South Hebron Hills, particularly in the Masafer Yatta region region, an area long targeted by Israeli authorities for demolition under the pretext of military training zones. Levi was sanctioned by the Biden administration and the European Union last year but was removed from the US sanctions list shortly after President Donald Trump took office this year. In its initial sanctions announcement in April 2024, the US Department of Treasury State Department said that Levi 'regularly led groups of violent extremists who engaged in actions creating an atmosphere of fear in the West Bank.' It added that groups led by Levi assaulted Palestinian civilians, 'threatened them with additional violence if they did not leave their homes, burned their fields, and destroyed their property.' Many settlers are armed, and violence in the West Bank has surged since the Hamas attacks of October 7, 2023. At least 964 Palestinians have been killed since then by Israeli forces and settlers in the West Bank, including East Jerusalem, according to the United Nations, as of July 15. Settlers have a strong influence on Israeli politics, and in the rare cases where they are arrested for violent attacks against Palestinians, they are often released without charge. Jewish settlements in the Israeli-occupied West Bank are illegal under international law. Alaa al-Hathalin, Hathalin's cousin, told CNN that Levi was known to the community because 'he always attacks us.' Levi's lawyer Avichai Hajbi criticised the police for arresting his client and claimed 'the investigating unit itself admitted that the shooting was carried out due to a life-threatening situation faced by Yinon Levi and another individual.' His client was 'attacked by a mob throwing stones, endangering his life and that of others,' Hajbi said in a statement. Ofer Cassif, a left-wing member of Israel's parliament, has demanded that authorities launch an investigation into Hathalin's death. CNN reported in March that settlers had also targeted Hamdan Ballal, another co-director of 'No Other Land,' outside his home in the village of Susya, also in Masser Yatta. Ballal, who had recently returned from Los Angeles to accept an Oscar for the film, told CNN he thought the group of settlers would kill him. He said he was detained by Israeli soldiers, handcuffed, blindfolded and beaten. The film 'No Other Land,' which tracked the destruction of the Masser Yatta community between 2019 and 2023, won Best Documentary Feature Film at the 2024 Oscars. Opposition blames Centre for Manipur crisis

New Delhi, July 30 (UNI) The Opposition in the Lok Sabha today blamed the BJP and the central government for the deteriorating situation in Manipur, calling the ongoing crisis a "man-made disaster." Minister of State for Home Affairs, Nityanand Rai, moved a statutory resolution to extend President's Rule in Manipur for another six months. Initiating the discussion on the resolution, Congress leader Anto Antony said that the events that occurred in Manipur have severely worsened the situation there, and the Prime Minister has remained silent. He termed it a "man-made disaster caused by the failure of the government", accusing the government of encouraging the violence instead of stopping it. He added that the state government has done nothing to curb the violence and that the government has deliberately remained silent. He said that the army personnel in Manipur are helpless and even women are not safe. He called this a complete failure of the government and a lack of leadership. Instead of controlling the situation in Manipur, it has been worsened. He further stated that the people have been cut off from the mainstream and there has been no internet. The Congress leader mentioned that even the United Nations had issued a warning in September, stating that human rights violations had taken place, including sexual exploitation and oppression. Despite this, the government has taken no steps toward restoring peace. He emphasised that the people of Manipur are greatly suffering and their pain must be addressed. Supporting the Congress stance, Samajwadi Party leader Lalji Verma said the BJP was directly responsible for the situation in Manipur, accusing it of deliberately fostering unrest for political gains. 'Even after six months of President's Rule, peace has not returned. This is a clear sign of government failure,' Verma said. He also criticized the Prime Minister for not visiting the violence-hit region and demanded immediate steps to restore normalcy and hold elections. Trinamool Congress MP Kakoli Ghosh Dastidar also opposed the extension of President's Rule, arguing that it was not a long-term solution. 'President's Rule has a psychological impact on citizens. Law and order have collapsed, and arms smuggling from Myanmar is going on unchecked,' she said, adding that over 200 people have died in the violence. The debate took a heated turn when members of the Trinamool Congress and the BJP engaged in a verbal altercation, prompting the Speaker to adjourn the House proceedings until 5:30 PM. UNI RBE RN
