US Firm Wins $118m Iraq Defense Contract

Colorado-based Vectrus Systems LLC [V2X] has been awarded a $118,020,690 cost-plus-fixed-fee undefinitized contract action, for base support services in support of the Iraq F-16 program.
This contract provides for base operating support, base life support, and security services. Work will be performed at Martyr BG Ali Flaih Air Base (formerly Balad Air Base), Iraq, and is expected to be completed by 30th November, 2026.
According to a statement from the US Department of Defense:
"This contract was a sole source acquisition as requested in a Letter of Request and agreed to in a Letter of Offer and Acceptance. FMS funds in the amount of $57,830,138 are being obligated at the time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8630-25-C-B017)."

A technical delegation was en route to Erbil at the time of writing while a high-profile and decision-making delegation is set to arrive in the Kurdish capital on Monday, the source said on the condition of anonymity. Iraqi Finance Minister Taif Sami informed the KRG late May that it could no longer pay the regional government's share from the federal budget, claiming that the funds allocated to the KRG had been exhausted. Erbil has denied the claim, accusing Baghdad of failing to adhere to a February ruling by the federal supreme court which stipulates that the KRG's share should not be impacted by political disputes. The technical delegation will discuss the method of calculating the federal government's share of non-oil revenues that the Kurdistan Region delivers monthly to Baghdad. Federal oil ministry representatives will also discuss with the Kurdish oil officials the obstacles to Kurdistan Region oil exports and company conditions for those exports. Exports through the Iraq-Turkey pipeline have been suspended since March 2023, following a ruling by a Paris-based arbitration court that found Turkey had violated a 1973 pipeline agreement by allowing independent exports from Erbil. The other delegation is scheduled to visit the Kurdistan Region on Monday. This is a high-level delegation including representatives from the Iraqi oil and finance ministries and other senior officials to discuss the issues and how to resolve them based on the technical committee's report. Kurdistan Region Prime Minister Masrour Barzani hoped on Wednesday that the high-level delegation's visit would resolve the disputes. In February, the Iraqi parliament approved amendments to the federal budget law, including a $16-per-barrel fee for production and transport costs for international oil companies (IOCs) operating in the Kurdistan Region. The amendments also require both sides to establish an international technical consultancy within 60 days to assess oil production and transportation costs. If no agreement is reached, the federal council of ministers should appoint the consultancy. Hastyar Qadir contributed to this article.

A technical delegation from the Iraqi government arrived in Erbil last week to pave the way for a visit by a high-profile delegation from Baghdad to the Kurdish capital. The technical team has held continuous meetings with senior officials of the Kurdistan Region. The meetings have been positive and good,' Sherwan Dubardani, a Kurdish member at the Iraqi parliament, told Rudaw on Saturday. A Kurdish delegation headed by Kamal Mohammed, the Kurdistan Regional Government's (KRG) acting natural resources minister, are set to meet with the federal oil minister and Iraq's State Oil Marketing Organization (SOMO) to discuss the continuation of the Region's oil exports. 'With great probability, this week the issue of oil exports and employees' salaries will be resolved,' Dubardani said. The Iraqi government has paid the KRG's share from the federal budget for only the first four months of this year. This has crippled the Kurdish region's economy as it has more than a million civil servants. Oil exports through the Iraq-Turkey pipeline have been halted since March 2023, following a ruling by a Paris-based arbitration court that found Ankara had violated a 1973 pipeline agreement by allowing Erbil to export oil independently. Officials in both Erbil and Baghdad say the halt has cost more than $24 billion in lost revenues. On May 26, a technical team from the Iraqi finance ministry, oil ministry, and the Federal Financial Supervision Bureau (FFSB) arrived in Erbil. According to Dubardani, Saturday's meeting in Baghdad marked a continuation of those discussions. Tensions between Erbil and Baghdad escalated in late May when the federal finance ministry suspended all budget transfers to the KRG, citing that the Region had exceeded its 12.67 percent share of the 2025 federal budget. Kurdish parties denounced the decision as politically motivated and unconstitutional. At a press conference attended by Rudaw, KRG Prime Minister Masrour Barzani said salaries of Kurdistan Region employees should not be tied to political disputes with Baghdad. He called the budget freeze 'unconstitutional' and said salaries 'were cut illegally.' He also said that a top Iraqi delegation will arrive in Erbil to resolve the disputes. Rudaw has learned that the delegation will visit Erbil on Monday. The timing of the federal government's decision coincided with the KRG's signing of two major energy deals with US companies, worth a combined $110 billion over their lifespans. Baghdad rejected the deals as illegal, arguing that all energy contracts must go through federal authorities.
