A global hub built on safety and security
Home to over 200 nationalities, the country is known not just for its skyline but for its focus on creating a safe environment for residents and visitors alike. In March 2025, the UAE was second on the list, with Andorra holding the top spot, but the mid-year update put the UAE firmly back on top. Andorra, a small country in Europe known for its ski resorts, sits in second place with 84.8 points, followed closely by Qatar (84.6 points), Taiwan, and Macao. How the region and world compare
Other Middle Eastern countries show solid performances, with Saudi Arabia ranking 14th and Bahrain 15th on the safety index. Kuwait came in at 38, Jordan 54, while Pakistan ranked 62. The Philippines and India placed 66th and 67th respectively. Looking further afield, the UK scored 51.6 points, placing it 86th, while the US ranked 91st with 50.8 points. Cities leading the safety game
The UAE's cities also make waves globally. Abu Dhabi topped the Safety Index among cities with an impressive 88.2 points and recorded one of the lowest Crime Index scores at 11.8 points. Dubai follows close behind, ranking fifth among the world's safest cities. This comes on the back of Abu Dhabi and Dubai's recent rankings as the top liveable cities in the Middle East and Africa, with improvements in healthcare and education noted in the Economist Intelligence Unit's Global Liveability Index 2024.

Abu Dhabi named the safest city in the world again
It's official: Abu Dhabi has once again claimed the crown as the safest city in the world. In a world where safety is everything, the UAE's capital is setting the gold standard, leaving other global cities in the dust (sorry, not sorry). According to the latest Numbeo's safety index, the city has scored the highest worldwide, closely followed by Ajman (also in the UAE), Doha in Qatar and Dubai. Rank City Safety Index 1 Abu Dhabi, United Arab Emirates 88.8 2 Ajman, United Arab Emirates 85.5 3 Doha, Qatar 84.3 4 Dubai, United Arab Emirates 83.9 5 Ras al-Khaimah, United Arab Emirates 83.8 6 Sharjah, United Arab Emirates 83.7 7 Taipei, Taiwan 83.4 8 Muscat, Oman 81.2 9 The Hague (Den Haag), Netherlands 80.0 10 Tampere, Finland 79.5 But that's not all. The UAE has also been named the world's safest country, with a score of 85.2 in the mid-year global safety index. The country took the top position from Andorra, which ranked with an index score of 84.8. Numbeo's safety index considers five different factors when coming up with its final score. The score is determined by survey responses from the last 36 months by visitors to the living database's website. The total index score is determined by general perception of crime levels, perceived safety while walking at night as well as concerns about violent crime, burglary and discrimination. A higher score means that the country is considered very safe. Scores are continuously updated on the platform. Fellow GCC countries Qatar and Oman also ranked highly, with Qatar placing in third with a score of 84.6 while Oman is in sixth with a score of 81.4. Taiwan and Macao round off the top five with total scores of 83.0 and 81.8 respectively. Elsewhere in the top 10, you'll find Isle of Man, Hong Kong, Armenia and Singapore. Join our FREE WhatsApp channel to dive into a world of real-time engagement! Scoring an impressive 85.2 points, the UAE leads the global ranking ahead of Andorra, Qatar, Taiwan, and Macao, who complete the top five. This achievement reflects the UAE's ongoing commitment to providing a secure and high-quality living environment for its more than 200 nationalities. Earlier this year, in March 2025, the UAE had ranked second on the same index, with Andorra taking the lead at the time, but the mid-year review saw the UAE reclaim the top position. How Other Countries Fared In the mid-year list, Andorra, the scenic European microstate known for its ski resorts, came in second with 84.8 points, while Qatar followed in third place with 84.6 points. Taiwan and Macao (China) secured the fourth and fifth spots. Other notable rankings from the region include: Saudi Arabia at 14th place Bahrain at 15th Kuwait at 38th Jordan at 54th Pakistan at 62nd Philippines and India close behind at 66th and 67th respectively. Western nations ranked much lower on the list, with the UK landing at 86th (51.6 points) and the US at 91st (50.8 points). Abu Dhabi and Dubai Among the World's Safest Cities The UAE's success on a national level mirrors its achievements on the city level. According to Numbeo's Crime and Safety Indexes, Abu Dhabi is considered the safest city in the world, scoring 88.2 points on the Safety Index and recording the lowest Crime Index at just 11.8 points. Meanwhile, Dubai also performed strongly, ranking fifth among the safest cities globally. In addition, last year's Global Liveability Index 2024 by the Economist Intelligence Unit (EIU) highlighted Abu Dhabi and Dubai as the most liveable cities in the Middle East and Africa, with improvements in healthcare and education further enhancing their appeal.
