
13MP will provide rural students with greater access to TVET training, says VC
PETALING JAYA : Students in rural areas will have access to more affordable technical and vocational education and training (TVET) programmes under the numerous 13th Malaysia Plan initiatives, an academic said.
Universiti Teknikal Malaysia Melaka vice-chancellor Massila Kamalrudin said the full scholarships offered would not only cover training fees, but also the cost of living, which would allow the B40 and M40 to further their studies without placing too much financial burden on these groups.
'A mobile TVET programme and a satellite training centre will allow for TVET to be introduced to more rural areas and the Orang Asli community, who did not have proper access to TVET institutions in the past.
'Such an approach means that no one is left behind in the country's development,' she said in a statement.
Tabling the 13MP yesterday, Prime Minister Anwar Ibrahim announced that the government will introduce a Madani TVET financing scheme and a TVET training fund.
Massila said the training fund would help equip students with the skills to match the demands of the market in sectors such as renewable energy, semiconductors, and artificial intelligence.
She said youths are gravitating more towards TVET as it provided a clearer career path.
'TVET graduates don't just obtain certificates, but are guaranteed jobs due to tie-ups with the industry,' she said.
Separately, the University of Cyberjaya described the 13MP as a 'roadmap for reshaping the human capital landscape of Malaysia'.
Its vice-chancellor, David Whitford, hailed the five-year plan's emphasis on AI literacy, digital skills, and entrepreneurship.
'We also support the MP13's proposed pilot autonomy for universities, recognising this as a critical step toward greater innovation, agility, and accountability in higher education,' he said.

Proposed EPF monthly pension payout won't affect existing members, says Hui Ying
EPF said it is studying a proposed government plan to introduce a monthly pension payout. PETALING JAYA : The proposed monthly pension payout plan under EPF will only apply to new members once implemented, says deputy finance minister Lim Hui Ying. Lim said the withdrawal rights of existing members remain unchanged, and any move to the new structure would be voluntary. She also said that under the proposal, EPF savings would be split into two sections: flexible savings, which can be withdrawn anytime, and income savings, which would be paid out periodically until fully utilised. 'This is only an initial proposal, and the Madani government is committed to gathering public feedback and conducting comprehensive engagement before any implementation. 'The goal is clear … to ensure Malaysians can manage their retirement savings in a more structured, fair and sustainable way,' she said in a Facebook post. Currently, EPF members can withdraw their full balance at age 55, but the government is studying a monthly payout option to provide a more stable post-retirement income alongside the lump-sum withdrawal, according to the 13th Malaysia Plan tabled on Thursday. However, EPF has said it is reviewing the plan and any decision would follow consultations with stakeholders to ensure the long-term interests of members are protected. At present, EPF savings are split into three accounts: Account 1 for retirement, Account 2 for selected pre-retirement needs, and Account 3 for flexible, short-term use. The retirement fund has delivered among the highest dividend returns for government-linked investment institutions, paying 6.3% for both conventional and shariah savings in 2024.

Felda free to steer FGV post-delisting: PM Anwar
KUALA LUMPUR: The Federal Land Development Authority (Felda) can begin to independently determine FGV Holdings Bhd's direction once the company completes its delisting process from Bursa Malaysia, which will commence on Aug 28, said Prime Minister Datuk Seri Anwar Ibrahim. The Prime Minister said that this move will enable Felda, together with its cooperative and settlers, to fully focus on the agency's original mission of safeguarding the rights, returns, and interests of the settlers. 'We can proceed with the delisting starting Aug 28. This means Felda is no longer bound. Felda is a strength and can decide its own direction and provide assurances to the Federal Land Development Authority Malaysia Cooperative (KPF) so that the benefits and interests of the settlers remain the top priority. 'As soon as this matter is settled, I, together with Felda chairman Datuk Seri Ahmad Shabery Cheek and colleagues, will ensure clear guidance from the government -- namely, to make sure FGV returns to Felda's original mission,' he said during the launch of the Mega 3D Carnival (MK3D) 2025 here today. Anwar added that the delisting of FGV is a result of Felda's efficient management, and the focus now must be on ensuring that Felda's projects are implemented smoothly in line with the settlers' needs. Earlier, the media reported that Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi announced that Felda now holds 92 per cent of the shares in FGV, paving the way for full ownership and restructuring of the company. In a filing with Bursa Malaysia on Tuesday, FGV announced that Felda has acquired 91.73 per cent of FGV's total issued shares. FGV's shares are expected to be suspended from trading five market days after the offer for all remaining shares closes on Aug 15. - Bernama
