Sabah firms didn't bid for Mutiara Cluster O&G project due to lack of expertise, capital, says Masidi
KOTA KINABALU: Sabah state-owned firms did not bid for the Mutiara Cluster oil and gas project off the state's East coast because they lacked the necessary technical expertise and financial capacity to compete in an international bidding process, says Finance Minister Datuk Seri Masidi Manjun.
The 14-year production-sharing contract (PSC), part of the Malaysia Bid Round 2025, was awarded by PETRONAS to Dialog Group Bhd — a Peninsular Malaysia-based listed company — for the exploration of the Mutiara Cluster located in the Sandakan Basin.
'Exploration requires billions in capital. At this point, SIP (Sabah International Petroleum) and SMJ Energy are not yet qualified to take on such bidding because we lack the technical expertise,' he said.
He was responding to a supplementary question from Warisan president Datuk Seri Mohd Shafie Apdal (Senallang) during the state assembly's question-and-answer session on Tuesday (July 8).
Masidi stressed that Sabah's non-involvement in this round of bidding does not mean the state is being excluded from the sector.
'But trust me — SMJ has its own involvement, which we will announce later,' he added.
He explained that Sabah's participation in the oil and gas industry is guided by the Commercial Collaboration Agreement (CCA) with PETRONAS, which includes a joint committee to determine the extent of state involvement.
'So far, there is nothing that PETRONAS has given to Sarawak that it will not also give to Sabah,' he said.
Masidi also urged for a more realistic view of Sabah's development, pointing out that Sarawak had a century-long head start.
'We are often compared with Sarawak, but their oil industry began over a hundred years ago. We are just starting out — we are crawling while they are already running,' he said.
Earlier, Shafie had raised concern over Sabah's position in managing its own oil and gas resources, questioning why a lucrative offshore project near Sandakan was awarded to an outside firm.
'This is not about politics. This is about Sabah's wealth,' said Shafie.
'We've fought for years to increase Sabah's share from PETRONAS — and now, when an oil block right in our own waters is up for grabs, why aren't our companies even at the table? SMJ and SIP should have been involved from the start.'
He said Sabah must adopt a firmer, clearer policy on resource ownership, similar to Sarawak.
'PETRONAS cannot just go around awarding our resources without engaging us directly. The state government must protect what belongs to Sabah,' he said.

Earlier in the day the EU delegation had met in Tripoli with the U.N.-recognised government of Abdulhamid Dbiebah to discuss the migration crisis before flying to Benghazi. Libya has become a transit route for migrants fleeing conflict and poverty to Europe across the Mediterranean since the fall in 2011 of dictator Muammar Gaddafi to a NATO-backed uprising. Petronas ships its first cargo from LNG Canada facility
KUALA LUMPUR: Petroliam Nasional Bhd (Petronas) has shipped the first liquefied natural gas (LNG) cargo from its newly operational LNG Canada facility in Kitimat, British Columbia, Canada. The company said the shipment departed for Japan on Monday aboard the 174,000-cubic-metre Puteri Sejinjang LNG vessel, marking a significant milestone for Petronas' investment in Canada. 'This milestone reinforces Petronas' position as a reliable LNG supplier, with LNG Canada serving as a strategic addition to its growing global network of supply nodes. 'The innovations enable the facility to operate with a greenhouse gas (GHG) intensity that is approximately 35% lower than the existing best-performing LNG plants around the world, and 60% below the global average, underscoring its steadfast pledge to supplying lower carbon, responsibly sourced LNG,' it said in a statement. Petronas executive vice president and CEO of gas and maritime business, Datuk Adif Zulkifli, said the first cargo 'sail away' is the culmination of years of perseverance to realise our vision for Canadian LNG exports to the Asia Pacific region. 'We are privileged to commemorate this moment with LNG Canada, our other joint venture partners, the Haisla Nation, Kitimat community, and Canadians at large. Petronas is honoured to be a part of this first-of-its-kind project in Canada,' he added. LNG Canada features energy-efficient gas turbines, advanced methane-leak detection and mitigation systems, and power sourced from the BC Hydro grid, predominantly powered by hydroelectric and renewable energy. Sabah state assembly's done for the current term, says Hajiji as polls loom
KOTA KINABALU: The Sabah state assembly has concluded its business for the current term, says Datuk Seri Hajiji Noor, paving the way for the next state election. The Chief Minister on Tuesday (July 8), when asked if the sitting that just ended was the last, replied with a grin, "More or less, yes." He said it would be up to the people to give the Gabungan Rakyat Sabah (GRS) another chance to govern as they had implemented initiatives and programmes to help the people and the state. 'We have done our best to bring development, address infrastructure woes, provide welfare aid to the poor, students and needy people. 'It is now up to the people to choose whether they want to give another chance to GRS,' Hajiji added. When pressed on when he would be dissolving the state assembly, Hajiji urged for patience. 'If we have set a time, we will call to announce it. Be patient, not much longer,' he said. When queried whether there would be an automatic dissolution (after the five-year term ends on Nov 11), Hajiji again repeated not to ask whether it would be automatic or not. 'Let me dream first, on when the best time would be,' he said, keeping to his often-repeated answer of 'tunggu saya mimpi dulu (wait for me to dream first)'. Earlier, the Sulaman assemblyman said seat allocations and negotiations were still being fine-tuned, with meetings held with 'friends', referring to Pakatan Harapan allies at the moment. 'Others, we will see about it later on,' said Hajiji, adding that the final seat arrangements should be decided before the assembly is dissolved. During the state assembly, a massive RM1.186bil supplementary Bill was passed for immediate infrastructure needs of the state, including the pressing water problem. The state also passed a comprehensive State Sales Tax Amendment, Climate and Carbon governance enactment, while another amendment - Forest Enactment - allowed for the creation of 40 villages with a combined population of over 12,000 by degazetting forest reserves in seven districts. Earlier on Tuesday, the assembly was told that the Sabah Maju Jaya (SMJ) 1.0 plan has delivered significant results, with 94% of its initiatives - from housing and healthcare to job creation and student aid- now implemented. Assistant Minister to the Chief Minister Datuk Nizam Abu Bakar Titingan reported that 366 out of 467 initiatives under the Sabah Maju Jaya development plan—launched in 2021—had been fully completed as of May this year.
