US announces $1.4tn UAE tech investment framework

The White House announced that the UAE has committed to a $1.4 trillion investment framework in the US related to artificial intelligence infrastructure, semiconductors, energy and manufacturing. The announcement of the framework – which will be over a period of 10 years – follows a series of meetings between US and UAE officials, led by Sheikh Tahnoon bin Zayed, Deputy Ruler of Abu Dhabi and National Security Adviser, that began on Monday. According to a news release from US President Donald Trump's administration on Friday, in addition to the investment framework, Emirates Global Aluminum 'plans to invest in the first new aluminium smelter in the United States in 35 years, which would nearly double US domestic aluminium production'. The White House also said that Abu Dhabi's sovereign wealth fund ADQ and Orion Resource Partners have agreed to a $1.2 billion mining partnership to secure supplies of critical minerals as part of the investment. XRG, an international lower-carbon energy and chemicals investment company launched by Adnoc, would be solidifying its commitment to US natural gas production and exports, according to the White House. 'First and importantly, today's announcement builds on the $1 trillion already under active investment by the UAE in the US,' Danny Sebright, president of the US-UAE Business Council, told The National. 'Today's new commitments in the fields of energy, AI and infrastructure showcase the UAE's view that investments in the US not only provide a stable, reliable and safe return on investment, but that the UAE also believes that new investments in these sectors hold the keys to further advancement of some of the most future facing technologies in the world.' The investment framework announcement comes at the tail end of Sheikh Tahnoon's week-long visit to Washington, where he met Mr Trump, CIA director John Ratcliffe, Commerce Secretary Howard Lutnick and National Security Adviser Mike Waltz. He also met Big Tech executives including Microsoft chief Satya Nadella and Nvidia founder Jensen Huang, as well as BlackRock chief Larry Fink. The latter meeting on Wednesday followed a development concerning the AI Infrastructure Partnership (AIP), an artificial intelligence consortium backed by Abu Dhabi-based technology company MGX. The AIP endeavour seeks to raise up to $100 billion to enhance the future of AI to develop new data centres and increase the capabilities of existing centres in the US and partner countries. Nvidia and xAI also announced this week they would be joining the endeavour. Sheikh Tahnoon's visit came a week after Dr Sultan Al Jaber, Minister of Industry and Advanced Technology and Adnoc chief executive, spoke on the need to invest in the US because of its energy and infrastructure access. 'This is where we see huge opportunities for the UAE to further invest and deepen partnerships with the US across multiple sectors, including the energy-AI nexus,' he said during the CERAWeek by S&P Global energy conference in Houston, Texas. The UAE was expected during this week's meetings to make a push for the US to change its recently implemented AI Diffusion Rule, which made it more difficult for countries like the Emirates, Saudi Arabia, India and others to obtain powerful CPUs and GPUs needed for AI development. That rule, implemented in the final days of former president Joe Biden's administration, sought to protect US technology from being used for AI development in China, but Microsoft and Nvidia have criticised the export rules as counterintuitive and harmful to US companies. A source at Nvidia told The National that the rules will make it harder for various countries, many of them US allies such as the UAE, to build capacity for 'non-frontier AI use cases'. Frontier AI is a term used to describe highly capable AI models and technology that could pose severe risks to public safety. 'This would capture a lot of GPUs that are included in gaming and other applications like health care and scientific research that don't have anything to do with frontier AI,' the source said. It is not yet clear if the Trump administration will loosen or completely eliminate the chip export rules, but the UAE's visit definitely drove home the message about the country's AI ambitions. 'One of the things they [UAE] consistently hammer upon … is that if you want to lead in artificial intelligence, you have got to be leading in energy production,' US Vice President JD Vance said at American Dynamism Summit on Tuesday. The UAE, the Arab world's second-largest economy, has made significant investments in recent years in artificial intelligence. In 2019, the country was among the first in the world to open a university dedicated to AI: the Mohamed bin Zayed University of Artificial Intelligence. And last year, Microsoft announced a $1.5 billion investment in UAE AI and cloud company G42. Microsoft also opened its first Middle East AI for Good Lab in the UAE in Abu Dhabi that same year. The UAE has also created several large language models, including Jais. Jais Chat, a mobile app iteration of Jais, also made a major impact in the country, as it uses both Arabic and English. As the country continues to focus on diversifying its economy away from oil, it is expected to continue to double down on AI investment and research.

American comedian Bill Burr, 57, returned to Abu Dhabi on Saturday night, focusing his ire on his country's ongoing anti-immigration rhetoric. Performing at Etihad Arena for the second time – following his 2023 set at the same venue – the comedian took aim at what he called the 'racism' and 'hypocrisy' embedded in American discourse. 'Every four years, the billionaires in my country figure out how to blame immigrants,' Burr said. 'You lose your job, your farm, or you can't buy a house and they tell you it's because some guy floated in on a mattress from Cuba. 'We always believe it because it's a white guy telling it to us. And we think, 'Oh, white guy – I'm a white guy – same skin, same team'. But it's not the same team. Not the same team at all.' Burr then turned to America's colonialist legacy, to loud cheers from audience during the ongoing Abu Dhabi Comedy Season. 'Racist white people love to say, 'I don't have a problem with immigrants – as long as they come here the right way'. Oh yeah? Did we? Those immigrants should leave and come back in wooden ships – and bring some Covid-laced blankets.' Referencing the administration of Donald Trump, Burr admitted he didn't fully understand 'what's going on with the leadership of my country right now', before pivoting to former member of the administration: Elon Musk. Burr, calling Musk 'an immigrant', questioned why the billionaire's controversial gesture during this year's inauguration – which some interpreted as a ' Roman salute ' – drew so little backlash. 'There was a moment in America where if you did a Caitlyn Jenner joke, you were taking your career into your hands,' Burr said. 'Then five years later, this guy – this nerd – salutes not once, but twice. Once to the front, once to the back. People tried to play it off like it was something else and he didn't get in trouble. What is happening?' From there, Burr widened his focus to systemic racism and historical erasure, pointing to how the achievements of ancient Egypt are still questioned in Western discourse. 'White people can't accept that someone could do something they couldn't,' he said. 'If the pyramids had happened in Italy, they wouldn't be confused. They wouldn't say, 'Today we're going to try to figure out who built the Roman Colosseum. Was it... mermaids?'' Burr's focus has grown increasingly global in recent years. While he didn't touch on the subject during his set, Burr has been vocal about the Israel-Gaza war in recent months, telling Variety: "We need to come up with a way to solve our differences without dropping bombs on children. I don't think anybody would have a problem with that. The great thing about travel, if you travel with your ears open, is you see way more similarities than differences." Earlier in the night, Burr tore into reports of Jeff Bezos's $38 million wedding to Lauren Sanchez – a recurring topic throughout the set. 'That guy is in so over his head,' Burr said. 'He spent $38 million to get married. Dude, you could have gone to Vegas and got that for 69 bucks. You're giving a starter relationship $38 million? That's because he's a nerd. Never had a girlfriend. He didn't play sports. He was in his apartment playing on computers. He's not an idiot – he's just inexperienced.' Burr returned to the subject repeatedly. 'What's he going to get her for her birthday?' he asked. 'He rented a whole city. All of Venice! How did she even ask for that? 'He probably wanted a Harry Potter-themed laser tag thing,' Burr added. 'And she's sitting there with her emotions, looking out the window, saying, 'I was thinking maybe we could have a destination wedding.' And he's like, 'What do you mean? Like Florida?'' Burr said even one of the world's richest men will struggle to meet the expectations such a wedding creates. 'He's going to be hanging out with the truck drivers he doesn't pay enough, on the Amazon loading docks, saying: 'I can't make this woman happy.'' As the set wrapped, Burr hinted at plans to return again – ideally during cooler weather. 'I'll come back in the winter. That's when my wife will come. She'll support me on the road – just not in July."

13 July 2025 13:17 ABU DHABI (ALETIHAD)His Highness Sheikh Hamdan bin Zayed Al Nahyan, Ruler's Representative in Al Dhafra Region and Chairman of the Board of Directors of the Environment Agency – Abu Dhabi (EAD), commended the unwavering support and guidance of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the Highness affirmed that this steadfast backing has enabled the agency to achieve remarkable progress through a diverse portfolio of strategic projects and initiatives, all aligned with its vision to conserve fish stocks and ensure their sustainability for future came during His Highness's visit to the headquarters of EAD, in the presence of Sheikh Hazza bin Hamdan bin Zayed Al Nahyan, Her Excellency Razan Khalifa Al Mubarak, Managing Director of EAD, His Excellency Nasser Mohammed Al Mansouri, Undersecretary of the Ruler's Representative Court in Al Dhafra Region and Her Excellency Dr Shaikha Salem Al Dhaheri, Secretary-General of the Highness Sheikh Hamdan bin Zayed Al Nahyan commended the pioneering achievement of EAD in raising the sustainable fishing index from 8.9 percent in 2018 to 97.4 percent by the end of 2024. This places Abu Dhabi first globally in this index, as EAD has implemented comprehensive, globally informed measures and procedures for sustainable recovery of fish stocks. Key actions include regulating fishing activities through the adoption of sustainable gear, managing recreational fishing, and establishing six marine reserves within the Sheikh Zayed Protected Areas Network to oversee and control fishing has also advanced the sustainable aquaculture sector in Abu Dhabi. To further enhance fish stocks, the agency has undertaken coral reef restoration and installed artificial structures as part of the Abu Dhabi Coral Gardens EAD team also presented the Dalma Fish Project to His Highness, an initiative that cultivates local fish in marine cages and stands as the first in the Middle East to integrate artificial intelligence into aquaculture practices. During the presentation, the team highlighted several of the agency's most innovative initiatives, including the use of AI in fisheries management, which is the first-of- its-kind globally. This technology enables the identification of fish species and the estimation of their size and weight, contributing to more effective data collection and the sustainable development of the fisheries Highness concluded the visit by praising EAD's ambitious developmental vision and its unwavering commitment to advancing environmental sustainability across the emirate. His Highness highlighted the agency's impactful policies, continuous pursuit of innovation, and strong engagement with partners, fishermen, and community members as key drivers in achieving the emirate's objectives, particularly the long-term sustainability of fish stocks.
