Marlborough Environment Plan Reaches Milestone
The proposed plan consolidates three management plans for the region into one comprehensive document, outlining what people can do on their land and how it may be developed. It also guides how individuals, businesses and the community can utilise public resources like freshwater and coastal areas.
At today's meeting, committee members adopted the regional coastal plan provisions that weren't subject to appeal and referred the provisions to the Minister of Conservation for approval. The committee also approved the remaining PMEP provisions that were not under appeal.
Marlborough Mayor Nadine Taylor said the plan will provide certainty and simplify the framework by replacing existing plans, including the Regional Policy Statement, the Wairau/Awatere Resource Management Plan, and the Marlborough Sounds Resource Management Plan.
'I'm pleased to announce we now have a single integrated plan for Marlborough. One that dramatically simplifies Marlborough's resource management framework. It's a culmination of a lot of hard work by Council and the community over an extended period. The numerous submissions and appeals have played a vital role in reaching this point, allowing us to move forward with implementing a plan which balances the sustainable utilisation of resources with the necessary environmental protections.'
The PMEP has undergone an extensive public process since it was publicly notified in June 2016. This included consideration of 1300 submissions and 17,500 submission points in support of or opposition to the plan's provisions. The submissions were heard over a period of two years (2017-2019). Council publicly notified the decision on the PMEP on 22 February 2020. Some parts of the decision were then subject to appeal through the Environment Court, and Court mediation processes have been used to resolve most appeals over the last four years.
The minutes of the Committee meeting will be considered at the full Council meeting on 26 June and the PMEP provisions not subject to the Minister of Conservation's approval will become operative on 9 July.

Tourism levy set to aid region
The South has won some money via the international visitor levy. Minister of Conservation Tama Potaka made some announcements yesterday about using levy funding to support conservation and tourism across the country. The levy was increased from $35 to $100 in October last year and Mr Potaka made announcements yesterday across various tourism sectors. Some of the money would come south to get on top of pest plants in Stewart Island/Rakiura, to expand Tohu Whenua experiences in Southland and improve facilities and the visitor experience at Milford Sound. The funding covers work over the next three years. Southland and Manawatū-Whanganui were the two areas targeted with a $4.5million investment to develop Tohu Whenua experience at places with unique cultural heritage will help create jobs and boost incomes in rural economies. Mr Potaka said sites which received Tohu Whenua status previously had had increases of up to 150% in visitation in their first year in the programme. Tohu Whenua is a partnership between Heritage New Zealand Pouhere Taonga and the Department of Conservation (Doc), with support from Te Puni Kōkiri, Manatū Taonga — Ministry for Culture & Heritage and MBIE. Tohu Whenua includes 39 sites. Many of these are in public conservation areas. Launched in 2016, the programme is successfully operating in four regions. Mr Potaka said $10m over the next three years would ensure popular mountains, parks and islands would remain beautiful for years to come. "Locations include Abel Tasman, Mt Cook, Tongariro, Stewart Island, Mackenzie Basin, Molesworth and Te Paki and North Cape near Cape Reinga. An extra $3m would go to the national wilding conifer control programme, led by Biosecurity New Zealand, for important control work in the Molesworth and Mackenzie Basin areas. A further $7.45m will go towards managing other significant weeds. "When it comes to tackling invasive weeds, taking early action is essential. IVL funding will also go towards the development and rollout of an innovative, smart software tool to detect weeds when they first invade." There will be $13.6m over three years to improve visitor planning and management at the Aoraki/Mount Cook National Park, Milford Sound and Somes Island on Wellington's doorstep. "This investment ensures the conservation areas and facilities that attract tourists to our regions continues to deliver on its promise of stunning nature." There would also be $3.9m over two years to improve service and management of some of New Zealand's popular Great Walks and Doc campsites.

Fiji: Consumer Alert Issued On Rogue Traders With Repeat Complaints
Once again, the alarm is being sounded on unethical trading practices in the marketplace, this time spotlighting a company that has become notorious for misleading, ignoring, and frustrating Fijian consumers. Raj Roofing has, over a five-year period, become a symbol of what is wrong with repeat offending traders. Since 2020, the Council has received numerous complaints against Raj Roofing, and the complaints continue to persist to this day. What is particularly alarming is not just the volume of complaints, but the repeated nature of the issues raised, coupled with the trader's consistent refusal to take responsibility. Equally concerning is that Raj Roofing operates under numerous different aliases across social media platforms, which creates confusion for consumers trying to identify or contact the business. In addition to using various business names, they also maintain multiple social media accounts under slightly altered profiles. This deliberate tactic makes it difficult for customers to trace the business, verify its legitimacy, or hold it accountable when issues arise raising serious concerns about transparency and consumer protection. In a recent case received by the Council, a consumer reported paying Raj Roofing in full for the purchase of a water tank and a 200-litre drum. However, after receiving the payment, the company failed to deliver the items as promised. Attempts by the consumer to follow-up were met with silence and eventually, the trader blocked the complainant's number entirely, effectively cutting off all communication. Council CEO Seema Shandil says it is time to speak out against businesses that persistently exploit consumers. 'These businesses are not simply making errors, they are intentionally attempting to take money and disappear, disregarding legitimate consumer concerns and operating in ways that undermine trust. This is why we are issuing this advisory: - to protect consumers from further harm. Consumers are urged to be alert to red flags such as traders avoiding documentation, refusing receipts, or operating only through social media without a clear point of contact. Anyone who believes they've been misled or mistreated by these or other traders is encouraged to contact the Council by calling the toll-free National Consumer Helpline on 155 or emailing complaints@
