Chief Executive Officer of the Kalaburagi Zilla Panchayat Bhanwar Singh Meena has suspended two Rural Development and Panchayat Raj (RDPR) officers on the charge of corruption and dereliction of duty.
The suspension orders were issued on Wednesday under the Karnataka Civil Services (Classification, Control and Appeal) Rules 1957.
Junior Engineer in the Panchayat Raj Engineering Sub-Division, Chittapur, Sripadrao Bapurao Kulkarni was suspended after a video surfaced showing him demanding a bribe for processing bills.
His suspension followed a recommendation by the Executive Officer, Taluk Panchayat, Chittapur, and it was enforced shortly after the video clip went viral.
In another order, In-charge Panchayat Development Officer (PDO) at Gundgurthi in Chittapur taluk Manjushree Jahagirdar was suspended for irregularities and failure to discharge duties.
The action was taken following a written complaint from Gundgurthi Gram Panchayat president Suvarna Sannaki who accused the PDO of corruption and administrative lapses. The order noted that Ms. Jahagirdar failed to respond to a show-cause notice issued by the Executive Officer of Chittapur Taluk Panchayat.
Both officers will remain under suspension pending further inquiry.

Agartala, Jul 25 (PTI) An assistant professor of a government-run degree college here was suspended for his alleged involvement in unauthorised admission of students, an official said on Friday. The action has been initiated against Abhijit Nath, assistant professor of Ramthakur College, following media reports about malpractice in the admission process for the 2025-26 academic year. 'Preliminary findings from the principal indicate that some students, whose names were not on the official admission list, were found with fee cards with forged signatures of college authorities", said special secretary of the Education department, Raval Hamendra Kumar, in an order issued on Wednesday. It said the college principal's submission revealed that Nath had taken 50 fee cards from the college office without authorisation and kept them at his residence. 'He later returned only 28 cards without providing an explanation for the remaining ones. It was later confirmed that a total of 120 fee cards had been taken by Nath, and 69 cases of unauthorised admissions were found", it said. 'The government has termed the case as a serious malpractice, forgery, and gross violation of admission norms. As per Rule 10 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965, Nath has been placed under suspension with immediate effect," said the order issued by Kumar. During the suspension period, Nath's headquarters will remain at Agartala, and he has been instructed not to leave the station without prior permission, said another official. Following a complaint of sexual and mental harassment by a research student, Head of the Department of History at the Postgraduate Centre of Rani Channamma University (RCU) in Vijayapura K.L.N. Murthy has been suspended. In his order issued on Monday, RCU Registrar Santosh Kamagouda has said that as the charge against Prof. Murthy appears to be true prima facie, as per the report of the Internal Grievances Redressal Committee, he has been suspended under the provisions of Section 10 (1)(D) of Karnataka Civil Service (Classification, Control and Appeals) Rules 1957. The research student had, on November 4, 2024, orally made the complaint of sexual and mental harassment by her research guide (Prof. Murthy) before the vice-chancellor and registrar of the university and in the presence of Prof. Murthy. The complainant was asked by the authorities to submit a written complaint and evidence and also the progress of her research work to the university within seven days thereof. Accordingly, the aggrieved research student submitted a handwritten complaint along with evidence to prove her charge. Subsequently, the university asked the Internal Grievances Redressal Committee to inquire into the complaint of the research student and submit a report. The committee which submitted its report on July 14 this year said that Prof. Murthy misused his position and his acts amounted to sexual harassment as per the provisions of relevant Act. And, the committee recommended disciplinary action against him, saying it was justified to prevent the recurrence of such acts. The committee in its report said that the teacher accused of sexual and mental harassment prima facie violated Rule 3(1)(i), 3(iii), 30(1) and Rule 33(a), (b), (c), (d) and (e) (prohibition of sexual harassment) of the Karnataka State Civil Services (Conduct) Rules 2021. Based on the committee report, Prof. Kamagouda passed the suspension order and Prof. Murthy has been directed not to leave the headquarters without the permission of the competent authority.

Imphal: The Manipur government has not reinstated two zonal education officers (ZEOs) despite an order by the Manipur High Court to do so, which could amount to contempt of court, an organisation representing the Thadou tribe said in a letter to Governor AK Bhalla. The matter is linked to the suspension of the ZEOs for giving no-objection certificates (NOCs) - without following due process - for schools in two districts to apply for CBSE affiliation in 2023 amid the disruption caused by the ethnic violence. The education officers had already apologised to the state government in writing, and had also pointed out that they were "compelled" to sign the NOCs under "duress" and "pressure" from "elected representatives, CSOs (civil society organisations), and student bodies to issue the NOCs". The Thadou Students' Association (TSA) said two months have passed since the high court quashed the suspensions of Churachandpur ZEO Jangkhohao Haokip and Kangpokpi ZEO Lhingtinneng Singsit. "... Yet the state government has failed to reinstate the two Thadou officers, thereby constituting not only an administrative failure but also a contempt of court. TSA strongly urges the government to immediately reinstate both officers to their respective posts, in full compliance with the high court's orders, along with the release of all consequential benefits due to them," the TSA said. The TSA said the two ZEOs are widely recognised for their honesty, neutrality and dedication to educational service. "Their suspension, evidently influenced by political interference, has now been rightly invalidated by the Hon'ble Court. Justice delayed is justice denied, and further inaction will only intensify public dissatisfaction, particularly among the students and youth of the Thadou community," the TSA said. Court documents and the order copy, accessed by NDTV, showed that the two education officers were suspended on January 12, 2024 by the secretariat education (school) under Rule 10(1)(a) of the Central Civil Services (Classification, Control and Appeal) Rules, 1965. Under this rule, the suspension is only for 90 days, unless it is extended on the recommendation of a review committee, and it lapses automatically after 90 days if there is no recommendation to extend it. "It has been submitted on behalf of the petitioner that in the present case, as the authorities have not extended the period of suspension by issuing necessary order, the impugned suspension order dated 12.01.2024 has become invalid by operation of law..." the lawyer appearing for the zonal education officer, Jangkhohao Haokip, told the high court. Accepting the submission, the court set aside the suspension and directed the state government "to reinstate the petitioner back in service forthwith with all the consequential benefits". A TSA source said they have filed a Right to Information (RTI) query to the education secretary (school) and the state public information officer seeking reasons for the delay in reinstating the zonal education officers, and who is responsible for the delay. Naorem Praveen Singh is the secretary of education (school). 'Education Officers Made Scapegoat' In the letter to the Governor, the TSA also demanded stringent action against 25 private schools in Kangpokpi and Churachandpur that "exploited political influence to secure CBSE recognition by coercing or manipulating the issue of no-objection certificates from the ZEO offices". The TSA said institutions found to have engaged in such unethical conduct must be investigated thoroughly and, if proven guilty, blacklisted from the Board of Secondary Education, Manipur and held accountable. Principals of the affected schools in Kangpokpi and Churachandpur had in December 2023 criticised what they called the authorities' "obtuse focus" on procedures when all that the students needed amid the ethnic clashes and other cataclysmic disruptions was academic continuity, whether CBSE or state board. "The situation in Manipur after May 3 was such that functioning under the state board was becoming impossible. We have to go to Imphal for exam coordination and other state board work. How would that be possible?" the principal of a Kangpokpi school had told NDTV on December 20, requesting anonymity. Other school principals in the hill district cited difficulty in coordinating with the education department at a time when battle lines have been clearly drawn on the basis of ethnicity and deep mistrust.
