Lawmakers from the treasury and opposition benches on Thursday welcomed improved economic indicators and emphasized the need for bipartisan efforts to sustain economic progress and promote inclusive growth.
Resuming the budget debate, Raja Qamar-ul-Islam of the Pakistan Muslim League-Nawaz (PML-N) praised the budget as historic and lauded the role of Pakistan's armed forces in sending a firm message to India. He expressed confidence that the budget 2025-26 would pave the way for sustainable economic growth in the country.
Amir Dogar of the Sunni Ittehad Council (SIC) criticized the government for overlooking the agriculture sector and called for raising the minimum wage to Rs 50,000.
Atif Khan of SIC criticized the budget and stressed relief measures for the poor segment of society.
Pakistan Peoples Party Parliamentarians (PPPP) legislator Shagufta Jumani appreciated the government for allocating significant funds to the Benazir Income Support Programme (BISP).
She also urged the government to allocate dedicated funds for polio eradication, emphasizing the importance of sustained public health efforts.
Rana Hayat proposed the creation of a special House committee to focus on the problems faced by farmers, a vital segment of the economy.
MNA Usama Ahmed Mela, emphasizing the critical role of agriculture in national development, called on the government to provide incentives for farmers, including subsidies for fertilizer, pesticide and broader agricultural reforms.
He also suggested a review of the Federal Board of Revenue's (FBR) authority, indicating concerns about its administrative reach.

ISLAMABAD: Chinese Independent Power Producers (IPPs), established under the China-Pakistan Economic Corridor (CPEC) framework, are still grappling with delayed payments, with total outstanding receivables having reached approximately Rs 500 billion ($1.72 billion). Of this amount, Rs 450 billion ($1.5 billion) is owed by the Central Power Purchasing Agency-Guaranteed (CPPA-G), which has been unable to clear the dues due to ongoing financial and foreign exchange constraints. The Chief Executive Officers (CEOs) of various Chinese coal-fired IPPs—including Port Qasim, China Hub, and Sahiwal power plants—as well as wind power projects, have repeatedly written to authorities requesting payment clearance. However, the responses received have reportedly left them dissatisfied. Similarly, the National Grid Company (formerly NTDC) has failed to clear overdue payments owed to the 660 MW Pak Matiari–Lahore Transmission Company (Pvt.) Ltd. (PMLTC). Overdue payment issue: PQEPC threatens to suspend plant operations Recently, PMLTC President and CEO, Xiong Feng, addressed a letter to the Managing Director of the National Grid Company. In the letter, he referred to the legally binding Transmission Services Agreement (TSA) signed on May 14, 2018, specifically highlighting Section 9.5 (Payment), which stipulates that invoices must be paid within 30 days of receipt. 'Despite these explicit terms,' the CEO noted, 'NGC (formerly NTDC) is still in the process of settling the invoice for December 2024, which became overdue on January 31, 2025. In addition, invoices for January, February, March, April, and May 2025 remain outstanding and unpaid. 'As a result, the total amount payable to PMLTC under the TSA has ballooned to Rs 55.071 billion (exclusive of sales tax), with Rs 47.076 billion now long overdue, including interest on delayed payments. 'We have repeatedly emphasized the critical importance of making full and timely payments under the TSA,' Mr. Xiong wrote. 'PMLTC must meet various operational costs necessary for the continuous and stable operation of the HVDC project.' The letter further states that PMLTC has suffered financial losses and other negative consequences due to NGC's continued defaults in meeting its payment obligations. It calls on NGC to take immediate corrective measures, indemnify the company, and prevent further losses. 'In light of the prolonged delays and the extremely low rate of daily payments in recent months, we request NGC/CPPA-G to accelerate payments under the outstanding invoices by increasing the daily payment rate,' the CEO urged. 'Strict adherence to the payment terms of the TSA is crucial to avoid disruptions in the HVDC project's operation.' According to sources, the Government of Pakistan may release some payments to Chinese IPPs ahead of Prime Minister Shehbaz Sharif's expected visit to China in August or September 2025. Currently, Rs 5 billion has been disbursed to Chinese IPPs through an Escrow Account established following extensive negotiations with Chinese stakeholders and the government. ISLAMABAD: The Federal Government has formally approached the National Electric Power Regulatory Authority (Nepra) to implement a uniform electricity tariff across the country, including Karachi, effective from July 1, 2025. This move incorporates subsidies earmarked for the fiscal year 2025-26. The federal government has reduced subsidy for power sector by 13 per cent to Rs 1.036 trillion for FY 2025-26 from Rs 1.190 trillion for FY 2024-25. In its motion, the Power Division referred to NEPRA's determination of tariffs for distribution companies (Discos), announced on June 23, 2025. Under this determination, the national average tariff has been reduced to Rs 34 per kWh for FY 2025-26, down from Rs 35.50 per kWh in FY 2024-25. Nepra's decisions on KE tariffs: Power Div. flags potential consumers harm, urges revision The Federal Government's motion references the National Electricity Policy 2021, approved by the Council of Common Interests (CCI). Clause 5.6.1 of the policy emphasizes that the financial sustainability of the power sector depends on recovering the full cost of service—where feasible—through an efficient tariff structure that ensures liquidity. Clause 5.6.4 adds that financial self-sustainability should ultimately eliminate the need for government subsidies, except for targeted support to lifeline, industrial, or agricultural consumers. The Power Division further stated that, based on socio-economic objectives, budgetary targets, and NEPRA's consumer-end tariff recommendations for state-owned Discos, the government intends to continue pursuing a uniform tariff structure across all consumers and regions. Accordingly, NEPRA is requested to determine a uniform tariff—including quarterly adjustments—for all state-owned Discos in the interest of consumers. Section 31(4) of the NEPRA Act empowers the Authority to determine a uniform tariff for public sector licensees based on their consolidated accounts, ensuring consumer interest. As per this provision, NEPRA has historically included the impact of targeted subsidies and cross-subsidies in uniform tariffs. The most recent such tariff for Discos was determined on July 13, 2024, and notified on July 14, 2024. After reviewing the tariff schedules recommended by NEPRA on June 23, 2025, for all consumer categories, the Federal Government has decided that a uniform tariff should be applied per Section 31(4) of the NEPRA Act. The proposed uniform tariff reflects the government's economic and social policy, and is based on the consolidated revenue requirements approved for Discos owned and controlled by the Federal Government. This proposal was submitted for Cabinet approval on June 28, 2025, and is being forwarded to NEPRA in anticipation of that approval. The Power Division emphasized that tariff rationalization among Discos is not intended to generate additional federal revenue, but to align with constitutional and policy requirements within the revenue requirements determined for Discos. Once approved, the revised structure will enable NEPRA to determine the final uniform tariff under Section 31(7) of the Act, replacing the existing rates notified on July 14, 2024. The government also aims to maintain a uniform end-user tariff for K-Electric alongside state-owned Discos, even after any future privatization. This will be achieved through direct and indirect subsidies. Consequently, the variable charge applicable to KE will be modified to align with KE's revenue requirements as determined by NEPRA, factoring in proposed targeted and cross-subsidies. This proposal, too, has been submitted for Cabinet approval and is being forwarded to NEPRA in anticipation. In conclusion, the Power Division clarified that this motion has been filed under Sections 7 and 31 of the NEPRA Act, along with Rule 17 of the NEPRA Rules, to seek reconsideration and issuance of a uniform Schedule of Tariffs for Discos, incorporating subsidies and tariff rationalization. A separate motion has also been filed for KE under Sections 7, 31(4), and 31(7), to issue a modified variable charge and maintain national uniformity in consumer-end tariffs. NEPRA is scheduled to hold a public hearing on July 1, 2025 to put a stamp of approval on the Federal Government's motion for uniform tariffs across all regions, including K-Electric's service territory. PSX surges to a historic high

KARACHI: The Pakistan Stock Exchange (PSX) witnessed a stellar performance during the outgoing week, as the benchmark KSE-100 Index jumped by 4,355 points, or 3.6 percent, on a week-on-week (WoW) basis to close at an all-time high of 124,379 points on Friday. The sharp rally was largely driven by easing geopolitical tensions in the Middle East and the smooth passage of the federal budget in the National Assembly. The rally gained momentum following the ceasefire between Iran and Israel, announced earlier in the week by the US President. After days of escalating tensions and military posturing, both agreed to halt hostilities at least for now, following diplomatic interventions led by the European mediators and US President. The development was widely seen as a positive breakthrough in stabilizing the broader region and alleviating investor concerns regarding energy markets and regional trade flows. The move also contributed to a cooling off in global oil prices, which had previously spiked on the back of supply disruption fears. The easing of external threats allowed local investors to refocus their attention on domestic economic developments and corporate earnings prospects. As diplomatic efforts gained traction and a ceasefire appeared imminent, investor confidence returned swiftly, triggering a broad-based rally from the second trading session onward. By Friday's close, the KSE-100 index had added a net 4,355 points over the week, one of its strongest weekly gains in recent quarters. However, the BRIndex100 closed the week in negative territory as investor caution persisted. The index shed 258.87 points to settle at 12,674.19 points by the end of the week. Market participation also weakened, with the average daily trading volume falling to 549.52 million shares compared to 597.31 million shares in the previous week. In contrast, the BRIndex30 recorded a notable gain of 1,179.77 points on a week-on-week basis, finishing at 38,263.73 points. The average daily traded volume on the BRIndex30 stood at 325.96 million shares. Adding to market enthusiasm was the passage of the much-awaited Federal Budget for FY26 by the National Assembly of Pakistan. With a total outlay of Rs 17.6 trillion, the budget introduced minor adjustments to tax slabs and levies while projecting a moderate headline inflation rate of 4.49 percent for the upcoming fiscal year. Despite the bullish momentum, market activity saw a slight dip in terms of traded volumes. The average daily traded volume on the ready board slipped to 736 million shares, marking a 10 percent WoW decline from the previous week's 822 million shares. However, the total traded value surged by a substantial 41 percent to Rs 31.33 billion from Rs 22.22 billion, reflecting heightened investor interest in select high-value and fundamentally strong stocks. The overall market capitalization of the PSX increased by Rs 526 billion or around 3.6 percent, reaching at Rs 15.062 trillion which was 14.536 trillion on the week ended on 20th June. Sector performance remained broadly positive, with key contributors including fertilizer, banking, e&ps, and textile composite sectors. JS Global noted that textile, chemical, fertilizer, and Cement stocks were amongst the leading sectors, gaining between 4.9 percent and 6.1 percent over the week. The technology and communication sector also remained active, contributing 14 percent to the overall traded volumes, followed by banking stocks at 11 percent, investment banks at 10 percent, and food producers at 8 percent. Among individual stocks, BNWM (Bannu Woollen Mills) emerged as the star performer, soaring by an eye-catching 40.9 percent on WoW basis, followed by BIPL (Bank Islami Pakistan) and GHGL (Ghani Glass), which gained 20.3 percent and 20.2 percent respectively. Conversely, PSEL (Pak Services) was the worst performer of the week, tumbling by 17.3 percent, followed by PKGP (Pakgen Power) which shed 11.1 percent, and PGLC (Pakistan General Lighting) fell 2.5 percent. On the macroeconomic front, developments remained a mixed bag. The State Bank of Pakistan's foreign exchange reserves fell sharply by US $2.7 billion WoW to US $9.1 billion, marking their lowest level since July 2024. This decline was largely attributed to external debt repayments, although SBP officials expressed optimism about forthcoming inflows totalling over US$3 billion from multilateral and bilateral partners in the coming weeks. The government's external financing program also made headlines, with fresh loans and rollover commitments totalling nearly US $20 billion secured during the first 11 months of FY25. This included US $6.9 billion in new loans and additional rollovers from key allies including China, Saudi Arabia, and the UAE. Additionally, the government successfully inked a US $350 million financing agreement with the Asian Development Bank (ADB) to support ongoing infrastructure and energy projects. In the domestic economy, May 2025's power generation data revealed a modest 1 percent YoY increase, while inflationary pressures showed signs of easing amid stable commodity prices and controlled monetary aggregates. The government continued to actively manage fiscal accounts, raising Rs 345 billion in the latest T-Bill auction against a target of Rs 650 billion, with marginally lower yields across all tenors reflecting easing inflation expectations. Experts noted that while external account pressures remain a concern due to scheduled debt repayments, the gradual improvement in fiscal discipline, availability of external financing, and prospects of monetary easing create a constructive environment for the equity market in the coming weeks.
