Bengaluru: The suspension of IPS officer Vikash Kumar Vikash following the June 4 stampede outside Chinnaswamy Stadium came under fresh scrutiny Friday, with his counsel arguingthe state govt's position in court contradicts its own actions.
Senior advocate Dhyan Chinnappa, appearing for Vikash, told a division bench that while the govt has maintained it implemented all necessary security measures, the suspension of police officers appears to be a "knee-jerk reaction." He questioned the govt's claim that police officials acted as subordinates of franchisees. "It is difficult to accept such a statement from the state govt," Chinnappa submitted.
The counsel also cited the govt's reference to an intelligence report received by the chief minister, but pointed out that the officer who prepared the report was transferred, diminishing the document's relevance in subsequent records.
Chinnappa added the chief minister approved the suspension file without mentioning the intelligence input.

"Accountability cannot be arbitrarily assigned. Govt regulations require that suspension decisions must be backed by evidence and satisfy criteria of necessity or desirability. In this case, the order only refers to a magisterial inquiry, not an officer-specific investigation or departmental proceedings," he argued.

He also noted that RCB's COO had contacted the police commissioner before the event. Though there was no written response, discussions between DCPs took place regarding security arrangements from airport to the stadium.
Chinnappa submitted that a status report indicated complete implementation of security measures, and pointed out that the police had been managing crowd celebrations since the previous night.
On the dereliction of duty allegations, Chinnappa said the action against Vikash seemed reactive rather than evidence-based. He argued that the case reflected a distinction between an officer's absence and incidents happening despite their presence. Meanwhile, a division bench led by Justice SG Pandit adjourned the proceedings to Monday. The matter relates to the July 1 order of the Central Administrative Tribunal (CAT), which nullified Vikash Kumar Vikash's suspension and suggested similar relief for four other suspended police officers.
The CAT had also observed that social media posts by Royal Challengers Bangalore (RCB) potentially contributed to the crowd surge outside Chinnaswamy Stadium, where a stampede left 11 people dead. The state govt and RCB are contesting the tribunal's order.

An official statement said that various pending applications on the iORA portal were reviewed for timely resolution, along with discussions on resolved farmer verification cases, cases converted from new to old tenure, and other pending revenue-related cases. The statement said that during the conference, departmental operations, pending vigilance references, MLA/MP references, and other matters were also reviewed. Thiruvananthapuram: CPM state secretary M V Govindan said it was shameful for vice-chancellors to attend an RSS-organised Gyan Sabha attended by its chief Mohan Bhagawat. Speaking at a news conference on Friday, Govindan said the party would strongly oppose VCs attending the event aimed at continuing the state's saffronisation or communalisation. Inviting VCs was part of continuing saffronisation of universities, he added. "When EMS Namboodiripad was the chief minister, Kerala University vice-chancellor sought an appointment. But EMS said CM should ideally visit the VC. This is the tradition from which we come. But now, VCs are taking part in RSS meetings with enthusiasm. We strongly condemn this," he said. "Governor's saffronisation move has reached Sanskrit University. RSS members are notified as members of the syndicate. In Calicut and Veterinary University, the governor wants to induct Sangh Parivar members," Govindan said. 1 2 3 4 5 6 Vijayawada: In a special drive against two-wheeler thefts, Guntur police recovered 34 stolen motorcycles worth Rs 25 lakh and arrested nine accused, including two minors. The thefts occurred across various police station limits in the district. According to SP Sateesh Kumar, the drive was launched following a spate of complaints filed by vehicle owners across different police station jurisdictions, particularly in areas such as Patabhipuram, Old Guntur, Nagarampalem, and Tadikonda. These areas reported a surge in two-wheeler thefts over the past few months. Based on complaints and available CCTV footage, as well as technical inputs and information on habitual offenders, the police detained several suspects and carried out intensive interrogations. This led to the identification of the accused and the recovery of the stolen vehicles. The recovered vehicles were traced and seized by police teams from East, West, Nallapadu, Tadikonda subdivisions, and the Crime Division. SP said the accused developed habits of substance abuse and targeted vehicles parked outside homes, marketplaces, hospitals, and religious places. Once stolen, these vehicles were used to roam freely and were occasionally employed to commit other petty crimes. SP emphasised that negligence by vehicle owners—especially parking in open areas without security measures—made the thefts easier for the offenders. In light of this, SP urged citizens to take precautions, including installing CCTV cameras, avoiding open-area parking, and using additional security features such as handle locks, wheel locks, and GPS tracking systems for their vehicles.
