Trump touts ruling on National Guard in LA

The Hill20-06-2025

President Trump touted a 'big win' Friday morning in his fight with California Gov. Gavin Newsom (D) over control of the state's National Guard, which Trump federalized earlier this month in response to protests against his immigration raids.
A federal appeals court ruled late Thursday the president could retain control of the state's National Guard for the time being.
'BIG WIN in the Ninth Circuit Court of Appeals on the President's core power to call in the National Guard,' Trump wrote in a Truth Social post.
'The Judges obviously realized that Gavin Newscum is incompetent and ill prepared, but this is much bigger than Gavin, because all over the United States, if our Cities, and our people, need protection, we are the ones to give it to them should State and Local Police be unable, for whatever reason, to get the job done,' he added.
Newsom argued Trump's decision to federalize soldiers without consulting him was illegal and asked the courts for an emergency order to block the move. U.S. District Judge Charles Breyer, a Clinton appointee, initially ruled in California's favor, but the emergency injunction was overturned by the Ninth Circuit on June 13.
The three-judge panel unanimously extended its pause in an unsigned, 38-page decision released Thursday night.
'We emphasize, however, that our decision addresses only the facts before us. And although we hold that the President likely has authority to federalize the National Guard, nothing in our decision addresses the nature of the activities in which the federalized National Guard may engage,' the appeals panel wrote.
The panel said it disagreed with the administration that Trump's decision isn't reviewable by the courts, but the judges acknowledged they must be 'highly deferential.'
'Affording the President that deference, we conclude that it is likely that the President lawfully exercised his statutory authority,' the opinion reads.
Responding to the Thursday night ruling, Newsom said 'This fight doesn't end here' in a post on X.
'The court rightly rejected Trump's claim that he can do whatever he wants with the National Guard and not have to explain himself to a court. The President is not a king and is not above the law,' he wrote.
'We will press forward with our challenge to President Trump's authoritarian use of U.S. military soldiers against citizens,' he added.
Though the 9th Circuit's decision marks a victory for Trump in the legal battle, it may be short-lived. Breyer is set to hold a hearing Friday on whether to issue an indefinite injunction.
Breyer, in his initial ruling, ruled the Guard deployment was illegal and both violated the Tenth Amendment, which defines power between federal and state governments, and exceeded Trump's statutory authority.
'The protests in Los Angeles fall far short of 'rebellion,'' he wrote. 'Individuals' right to protest the government is one of the fundamental rights protected by the First Amendment, and just because some stray bad actors go too far does not wipe out that right for everyone.'
Los Angeles Mayor Karen Bass (D) said the president was using soldiers as 'props' in a city where they are not needed.
'We need to remember who makes up the National Guard and the Marines — young men and women, pulled from their homes, families, and education, to do NOTHING,' she wrote in a Friday post on X.

Marshall says he believes Trump megabill ‘will help shrink the debt'

Sen. Roger Marshall (R-Kan.) said Sunday that he believes President Trump's 'big, beautiful bill' is going to 'help shrink the debt.' 'I actually think this bill will help shrink the debt. I think it's going to grow the economy so much, just like it did under President Kennedy, President Reagan, President Clinton and then again, under President Trump, 45. I think it will grow the economy, shrink the debt,' Marshall told NewsNation's Chris Stirewalt on 'The Hill Sunday.' 'This is phase one. It's not the end-all. We have a lot of work to do,' he added. Senate Republicans narrowly voted Saturday to advance a massive bill to put in place Trump's agenda in spite of opposition from two of their members. Sens. Rand Paul (R-Ky.) and Thom Tillis (R-N.C.) voted against advancing the package. Paul has opposed a provision to increase the debt limit by $5 trillion, while Tillis has said the bill would cost North Carolina $38.9 billion in federal Medicaid funding. 'I cannot support this bill in its current form. It would result in tens of billions of dollars in lost funding for North Carolina, including our hospitals and rural communities,' Tillis said in a previous statement. Trump slammed Tillis on Saturday night, threatening to support a primary challenger against the North Carolina senator after he came out against Trump's megabill 'Numerous people have come forward wanting to run in the Primary against 'Senator Thom' Tillis,' Trump said on his Truth Social platform. 'I will be meeting with them over the coming weeks, looking for someone who will properly represent the Great People of North Carolina and, so importantly, the United States of America.' On Sunday, Tillis announced he will not run for reelection to the Senate next year.

Virginia Democrat: Trump bill will be ‘political albatross' for Republicans

Sen. Mark Warner (D-Va.) said Sunday that President Trump's megabill will be a 'political albatross' for Republicans back at home. In an interview on CBS News's 'Face the Nation,' moderator Margaret Brennan noted that the GOP tax and spending bill, which just cleared a key hurdle in the Senate Saturday night, includes some policies that Democrats have championed. 'You can put as much lipstick on this pig as you want. This will be a political albatross for the Republicans,' Warner said, suggesting the individual policy add-ons don't justify supporting the bill overall. 'It takes 16 million Americans off of health care coverage, with cuts to Medicaid and cuts to the Obamacare marketplace. That will move us, as a nation, back to the same percentage of uninsured we had before Obamacare,' Warner said when asked to expand on his thinking. Warner also said the Medicaid cuts will affect everyone — not just those on Medicaid. 'And, it's not like these people are not going to get sick. They're going to show up at the emergency room' without coverage, he said, adding, 'The only way those costs get passed on is higher health insurance to all of us who have traditional coverage.' He also criticized the bill for cutting funds to food assistance and adding trillions to the debt. 'Are we really in such a place that we're cutting, in my state, a couple hundred thousand people off of school lunches, school breakfasts? They even cut food banks. It's cruel,' he said, adding, 'This was to make sure that the highest, most wealthy Americans can get an extra tax-break.' Warner said he thinks his Republican colleagues 'know they're walking the plank on this, and we'll see if those who've expressed quiet consternation will actually have the courage of their convictions.' He also noted that the bill has not made it through to the president's desk, adding, 'It's not over until it's over.' 'I will grant that President Trump has been able to hold his party in line in an unprecedented manner. At the other end, this bill will come back and bite them. This is going to do so much damage in terms of, not only health care, food assistance, you know, the whole notion that we are moving towards cleaner energy jobs, all on the chopping block, adding $4 trillion to the debt,' Warner said. 'Tell me, at the end of the day, how that is good for America? I don't think you can make the case,' he added.
