The Lok Sabha was stalled yet again on Monday as the Opposition continued to protest the deletion of 6.5 million voters following the Special Intensive Revision (SIR) of electoral rolls in Bihar.Speaker Om Birla's effort at a meeting to break the deadlock by conveying the government's argument - that there was "no precedent" of the House discussing the constitutional body Election Commission of India's conduct - didn't cut ice as the Opposition maintained that the mass deletion of Bihar voters through SIR "itself is an unprecedented situation" that warranted urgent discussion.When the House convened at 11 am, Opposition members pressed for their notices for immediate discussion on SIR, the deletion of 6.5 million Bihar voters and the plan to extend the SIR to other states.As the Speaker disallowed their demand, the Opposition protest intensified with sloganeering. After the customary appeals for peace, Birla adjourned the House till 2 pm after saying he would meet some floor leaders at his office.It is learnt that at the meeting Birla repeated the argument of there being no precedent of discussing the ECI.Congress chief whip Kodikunnil Suresh is learnt to have responded by arguing that there was no precedent of such mass deletion of voters from the electoral rolls and of possibility of the same happening in other states. Therefore, Suresh maintained, the government had no procedural ground to oppose a House discussion about "an unprecedented development" by citing absence of "precedent", people familiar with the matter said.

NEW DELHI: Rahul Gandhi , the leader of opposition in Lok Sabha, got a rap on his knuckles on Monday from the Supreme Court for his 2022 statement - Chinese are "thrashing our soldiers in Arunachal Pradesh" - while criticising the government for its handling of the Galwan Valley clash at the LAC. "If you were a true Indian, you would not say all this," the apex court told him. A bench of Justices Dipankar Datta and A G Masih lambasted Rahul for making allegations that China captured 2,000 sq km of Indian territory and asked him whether he was present there. It made it clear to him that as leader of opposition he cannot go on saying whatever he wants. Senior advocate Abhishek Singhvi, appearing for Gandhi, defended him saying, "if he cannot say these things which are published in the Press, he cannot be a leader of opposition". However, he agreed that the statement could have been worded better. SC's censure came during the hearing on Rahul's plea for staying a defamation case filed against him over his claim about Indian jawans having been walloped by the Chinese during the Galwan standoff. After the hearing, the court stayed the defamation proceedings against him but not before giving him an earful. "Tell, Dr Singhvi, how do you get to know that 2,000 sq km of Indian territory was occupied by the Chinese? Were you there? Do you have any credible material? Why do you make these statements without you were a true Indian, you would not say all this if there is a conflict at the border," the bench said.

Bill to penalise litterbugs passed
Porvorim: The House passed the crucial Goa Non-Biodegradable Garbage (Control) (Amendment) Bill, which has provision to penalise people caught littering not just public spaces, but private ones too. The bill facilitates a fine of Rs 300 for the first offence, with subsequent offences attracting fines of up to Rs 3 lakh. Opposition leader Yuri Alemao asked why imprisonment as a deterrent was not included in the amendment bill. It was passed after a brief discussion on provisions, and with amendments suggested by Curchorem MLA Nilesh Cabral. The House also passed the Goa Tax on Infrastructure (Amendment) Bill, introduced by TCP minister Vishwajit Rane, which aims to make payment of infrastructure tax by builders and developers easier. Opposition MLAs questioned govt's intent in allowing payments in two installments. To the point raised by Fatorda MLA Vijai Sardesai on whether similar benefits will be extended to Goans for constructing their houses, the CM said such a law is in the pipeline. Passing of the Goa Public Universities Bill, with a provision to facilitate setting up of multi-disciplinary universities was deferred till Friday following Opposition members' demands that the bill be sent to the select committee.

Less than 15% of youth skilled under government scheme placed
. NEW DELHI: As unemployment continues to be a concern, government data shows that over 1.6 crore youth across India have been trained under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) since 2015, though only about 24.3 lakh secured job placements - less than 15% of the total youth trained. In a written reply to the Lok Sabha, skill development minister Jayant Chaudhary said that while placement tracking was done under the first three phases of PMKVY (2015-2022), the current phase (PMKVY 4.0) focuses more on empowering candidates to pursue varied career paths and provides orientation support through platforms like Skill India Digital Hub. The platform connects trained individuals with potential employers and apprenticeship opportunities, with Rozgar Melas and National Apprenticeship Melas providing additional placement support. However, employment outcomes remain modest. Of the 56.89 lakh certified candidates in Short-Term Training (STT) between 2015 and 2022, only 24.3 lakh were reported placed - around 43%. Analysts say the low employment ratio reflects a continued gap between training curricula and industry requirements. The government acknowledged the need to align skilling with local demand and industry trends and has started district-level skill gap studies and state-specific training programmes.
