Slowing pace of capital project delivery has knock-on effects for Irish society

Purgatorial delays and escalating costs in delivering capital projects in Ireland is not a new phenomenon.
A trawl back to the turn of the century will uncover many examples. They include the
National Children's Hospital
, the
Luas tram system
, the Galway Ring Road, the Metro project, offshore wind, and the proposal to extract water from the
River Shannon
for use in
Dublin
(first tabled by Dublin City Council in 2011).
More than a decade ago prominent management consultant Eddie Molloy created a phrase to describe it: implementation deficit disorder.
The latest in a long line of
Government
reports to grapple with the issue was launched on Tuesday by Minister for Public Expenditure
Jack Chambers
. This one is short (less than 50 pages) and is essentially a scoping exercise with a brief to pinpoint the reasons for such long delays in completing infrastructure. Thinking up solutions will come later, with a report and action plan due in the autumn.

The report has identified 12 distinct barriers to timely completion and has not pulled its punches in presenting its findings.
In short, the time it takes for big projects to be completed has 'lengthened considerably'. This has meant knock-on effects for society.
For example, a wastewater system that is delayed in an area means housing estates cannot be built. The delays of often five years or more can result in the final costs ballooning to a multiple of the initial estimate (look no further than the National Children's Hospital).
The 12 barriers are all related. Many of them link in one way or another to the most highlighted impediment of all: judicial review challenges.
One key finding is the public is not sufficiently aware of the consequences of poor infrastructure for communities. That lack of knowledge of the real benefits of a project tends to 'magnify opposition'.

That opposition often becomes a High Court challenge.
The report cites the Greater Dublin Drainage Project, which has been held back since 2020 by a successful challenge on a single ground.
The project will not now be completed until 2032. In the meantime, costs have doubled and could have an impact on further development of housing in north Dublin.
The key evidential finding is that the number of judicial review cases is increasing. In 2014, there were 42 cases. In 2024, that figure was 147. Already in the first six months of 2025, there have been 88 such court applications, a 20 per cent increase on last year.
A judicial review case can result in a project taking between three and five years longer to complete.
Red tape is another significant factor. Chambers cited an Irish Water project that has required 30,000 pages of information.
When transposing EU directives, Ireland has often followed the highest possible standard. Elsewhere in Europe, an environmental impact assessment is required for a wastewater treatment plan if it serves a population of 150,000 or more. In Ireland, the threshold is much lower: only 10,000 people. Consequently, it takes more than six years to complete consent for each project in Ireland, many years more than in other EU States.
The report has also identified a culture of risk aversion in the public service, partly caused by the increase in High Court cases. It has found that regulatory bodies and Government departments have spent more time scrutinising applications.
'The number of decisions that face judicial review and the associated reputational risk inevitably drives a more conservative approach to decision-making than might otherwise be the case,' it says.
What is the impact? It takes a decade to complete a small water treatment plant. It takes seven years to develop a modest electricity substation. Major road projects can take 15 years. Capital projects have seen a doubling of timelines compared to 20 years ago.

In both 2024 and 2025, the carbon tax increased by €7.50/t, as per the Finance Act 2020. According to Minister Chambers, these increases are phased, with auto fuel changes being introduced annually in October, and changes for all other fuels the following May, to allow for a lower rate on home heating fuels during the winter heating season. The minister outlined that the programme for government commits to maintaining this schedule of annual increases to 2030, and using the resulting revenues raised to support climate action measures. This revenue will aso be used to ensure "the most vulnerable" are protected from unintended impacts of the tax increase, Minister Chambers explained. He said that this includes funding for retrofitting and agri-environmental schemes, alongside targeted social welfare and other initiatives to prevent fuel poverty and ensure a just transition. The minister highlighted that in 2024, €788 million was allocated from carbon tax revenues in total, and that in 2025, this allocation grew to €951 million. This represented an annual increase of €163 million on the amounts funded from the carbon tax increase in 2023 and 2024. Minister Chambers said: "In line with the government's commitment to allocate funding over this decade to encourage and incentivise farmers to farm in a greener and more sustainable way, at Budget 2024, the Department of Agriculture, Food and the Marine (DAFM) was allocated €113 million funded from increases in the carbon tax, 14% of the total annual allocation. "At Budget 2025, this amount was increased to €143 million, 15% of the total annual allocation." "The amounts part-fund the Agri-Climate Rural Environment Scheme (ACRES) and to continue prior commitments on green agriculture pilot projects. "These allocations support farmers as they undertake a range of actions which will result in improved outcomes on biodiversity, climate, air, and water quality," Minister Chambers added. According to the minister, between 2020 and July 16, 2025, DAFM has been allocated a total of €366 million in carbon tax funding for these measures, including as part of Budget 2025. Minister Chambers said that his department issues an annual publication on budget day titled The Use of Carbon Tax Funds, which contains further detail on these allocations.

A GOVERNMENT report warning of a shortage of manpower to deliver on Ireland's ambitious infrastructure goals has sparked a dispute with the Construction Industry Federation (CIF). The report, issued by Minister for Public Expenditure Jack Chambers, raises concerns that Ireland's construction sector may not have the manpower or productivity needed to meet targets outlined in the recently updated National Development Plan (NDP). The NDP commits hundreds of billions to infrastructure projects through 2035, with €100 billion earmarked for delivery by 2030. According to the report, construction employment currently stands at 178,000, which is well below the 236,800 workers employed at the height of the Celtic Tiger in 2007. It is estimated that around 2,400 to 4,900 construction workers leave Ireland each year. Meanwhile, of the 39,390 work permits granted to migrants last year, only about 2,000 went to the construction sector. The report also highlights low productivity as a barrier, stating that Irish construction output is around 30% lower than in other European countries and 20% below its pre-2008 levels. It warns that if these issues are not addressed, critical infrastructure projects could be delayed or remain incomplete. However, the CIF has strongly rejected the report's findings. Paul Sheridan, the federation's director for main contracting and civil engineering, insists that the sector can deliver the projects outlined in the NDP. He argued that productivity is not the real issue and that systemic challenges—such as delays in planning approvals, unclear funding commitments, and inconsistent project pipelines—are the true barriers. 'There are no capacity constraints on the industry side to deliver,' Sheridan stated. 'The main challenges are planning consents, prioritisation of work, and funding certainty—not a lack of skilled workers or productivity.' Sheridan also noted that many Irish construction firms are increasingly taking on projects abroad, particularly in Britain and Europe, due to more reliable pipelines and profit margins. A CIF policy paper published in May echoed these points, emphasising the need for government reform around project approval and investment clarity. The report identifies 12 obstacles to infrastructure delivery, including the threat of judicial reviews and uncertainty in long-term project planning—factors the CIF argues are more damaging than labour shortages. Sheridan criticised the government's reliance on certain economic analyses that, in his view, fail to account for the flexible and transitory nature of the construction industry. He also questioned the accuracy of productivity comparisons, arguing that European benchmarks reflect countries with far larger infrastructure projects than Ireland has undertaken in recent years. Uisce Éireann lodged planning permission to Cork County Council for the WWTP in Castlemagner. Minister for Special Education and Inclusion and Fianna Fáil TD for Cork North-West, Michael Moynihan, has welcomed the planning by saying: 'I have been a keen advocate for the Wastewater Treatment Plant in Castlemagner for several years so it's very welcome to see the planning application now submitted to Cork County Council. 'Having engaged with the relevant ministers and Irish Water (Uisce Éireann), we had already secured Castlemagner's inclusion in Irish Water's Small Towns and Villages Growth Programme, a critical step that prioritised the development of this much-needed infrastructure,' Mr Moynihan explained. The construction of the facility is seen as a significant step for the village's future development and will play a huge role in increasing the number of houses in the area. "The submission of this planning application is a testament to the hard work and collaboration that has gone into pushing this vital project forward for Castlemagner. 'It's well recognised that water infrastructure is one of the key enablers for housing and this new wastewater treatment plant is absolutely essential for the sustainable growth of the community, enabling much needed housing development and improving local infrastructure. 'With a decision due from the [Cork] County Council mid-August, I am committed to ensuring the project advances as swiftly as possible, and will continue to engage with all stakeholders to expedite the delivery of this critical infrastructure for the people of Castlemagner,' Mr Moynihan concluded.
