Rochester man accused of raping 15-year-old, facilitating others to assault her

Apr. 25—ROCHESTER — A Rochester man is accused of sexually assaulting a 15-year-old girl multiple times and enabling other men to also assault her.
Matthew Albert Theye, 40, was charged on Thursday, April 24, in Olmsted County District Court. Theye is facing three counts of criminal sexual conduct, one count of soliciting a child through electronic communication to engage in sexual conduct and one count of engaging in electronic communication describing sexual conduct with a child.
Bail was set at $100,000 for no conditions and $10,000 with conditions. Theye's next appearance is scheduled for May 7.
According to the criminal complaint, a girl reported on March 16 that she was assaulted by two men multiple times from June 1, 2024, through Dec. 31, 2024.
A witness told police she saw the girl's Snapchat messages exchanged with Theye, which included nude photos of the girl and other messages.
The girl spoke with police on March 26 and said she met Theye on an adult dating website and they began communicating over Snapchat, the complaint said. Though the girl initially said she was 18, she told him her real age was 15 when they met. Theye told her he didn't care.
In late June or early July, Theye picked the girl up from her northwest Rochester home and brought her to his residence. After they engaged in sexual conduct, Theye told her three of his friends were coming to his home, according to the complaint. The three men arrived and all engaged in sexual acts with the 15-year-old while Theye watched. The complaint said the men made the girl use marijuana and cocaine with them.
"She felt like she had to go along with what Theye said," according to the complaint.
The girl described nine other incidents where Theye snuck into her bedroom through a window to sexually assault her. There was one occasion where she woke up to Theye assaulting her. According to the complaint, Theye told her not to tell anyone.
A search warrant was sent to Snapchat, and law enforcement noted Theye asked the girl for nude photos and talked about having intercourse. Police found that his Snapchat photos matched the photo on his driver's license.
Police executed a search warrant on Tuesday, April 22, for Theye's residence located on County Road 19 Southeast in Olmsted County. Officers found 9.35 pounds of marijuana located in "multiple baggies and buckets" throughout the house.

Cops also unearthed thousands of messages she'd sent between Oct. 29 and Nov. 1. In 81 messages, she offered to sell nude photos of herself 'so I can get baby diapers.' Stapp was nabbed July 8 and is being charged with attempt to commit child sex trafficking. She is being held on $100,000 bond. Stapp returns to court Sept. 15 for the next hearing in her case.

A Key West bartender is behind bars on charges involving child exploitation and animal abuse, according to the Florida Department of Law Enforcement. Jorge Tyler Perez, 28, is charged with one count of possession of child sexual abuse material and 14 counts of engaging in sexual activities involving animals — all third-degree felonies. The arrest follows a statewide FDLE initiative targeting individuals who exploit children and share abusive content online. The investigation began in November 2024 after the National Center for Missing and Endangered Children issued a cybertip indicating a Snapchat user had uploaded child sexual abuse material. Agents later identified the user as Perez and discovered he 'also uploaded videos of bestiality.' On Friday, FDLE agents executed a search warrant and seized an electronic device for analysis. Perez was arrested and booked into the Monroe County Jail. The Key West Police Department and Homeland Security Investigations assisted with the case, which is being prosecuted by the Office of the State Attorney for Florida's 16th Judicial Circuit. Authorities say the investigation remains active and ongoing. Perez is set to be arraigned on Aug. 1.

A woman in Florida was swindled into handing over thousands of dollars in retirement savings by a phone scammer who used artificial intelligence to clone her daughter's voice and pretend she was in trouble. Sharon Brightwell said she got a call last Wednesday that sounded exactly like her adult daughter, April Monroe, sobbing and panicking on the other end of the line and telling her that she had hit a heavily pregnant woman while texting and driving. The phone number didn't match Monroe's, and the voice claimed that the police had taken her personal cellphone after the accident. But the AI-generated sound was so similar to her daughter's voice — even her sobs — that Brightwell was completely convinced the call was real. Even though she's an adult, I know her cry,' Brightwell, of Hillsborough County, told WFLA. Then, a man abruptly took over the call, claiming to be an attorney for her daughter. The man said he needed $15,000 so that they could post bond for Monroe. Advertisement But, like a true scammer, the faux attorney gave Brightwell a shady set of instructions, including not telling the bank what the money would be for because it could negatively impact Monroe's credit score. Brightwell withdrew the required funds and placed it in a box at the direction of the so-called attorney. A driver showed up at her house, grabbed the package and drove away. 3 The clone of April Monroe, which was entirely generated by artificial intelligence, likely used videos available online to make a near-perfect replica of her voice. Advertisement Brightwell only realized she had been scammed when she got a call from her grandson revealing to her that his mom was not in any trouble — he even put Monroe on the phone. 'I screamed. When I heard her voice, I broke down. She was fine,' Brightwell said. 3 Brightwell forked over $15,000 to the scammer. WFLA 'After you hear your child in distress, all logic is out the window,' Monroe added in a GoFundMe to help her parents recoup the money lost to the scam. Advertisement 'To tell you the trauma that my mom and son went through that day makes me nauseous and has made me lose more faith in humanity. Evil is too nice a word for the kind of people that can do this. My mother was sobbing on the phone with them, thinking I had been not only in a horrific wreck, but that a baby's life had been taken. The scammers continued without hesitation or remorse.' The family, stunned by how quickly matters had unraveled, believe that the scammer used videos of Brightwell's daughter on Facebook and Snapchat to generate a near-perfect replica of her voice. Going forward, they will be using code words to verify each other's identities over the phone. 'I pray this doesn't happen to anyone else. My husband and I are recently retired. That money was our savings,' Brightwell lamented. The family filed a report with the Hillsborough County Sheriff's Office.
