Lucknow: Cracking down on habitual traffic violators and unpaid fines worth over Rs 5,000 crore, the Uttar Pradesh traffic directorate has initiated a major drive to blacklist vehicles and suspend driving licences (DLs) of offenders.
Vehicles with five or more pending challans and unpaid fines are being identified for strict action, including cancellation of registration certificates (RCs) to prevent them from plying on roads.
According to officials, the traffic directorate forwarded a list of 3 lakh vehicles and 58,893 driving licence holders to the transport department for cancellation and suspension proceedings. The process has already begun, with 1,006 driving licences and 3,964 vehicle registrations suspended or cancelled so far.
Bareilly zone tops the list with over 21,000 violators identified, including 5,833 DLs already recommended for cancellation and 130 RCs flagged. Meerut zone reported 1,323 violators, with 260 DLs already suspended. In Agra zone, 1,585 DLs were recommended for suspension and over 30,000 vehicles flagged for RC cancellation. Lucknow zone reported 4,351 vehicles and 1,820 DLs recommended for action.
Additional director general (traffic) K Satyanarayan said the pending challan amount across the state runs into thousands of crores, primarily due to repeated violations by vehicle owners and drivers who avoided payment.

"Those with five or more unpaid challans will have their RCs blacklisted, making their vehicles illegal to operate. Licences of such drivers are also being cancelled to curb reckless driving," he said.
A detailed list was shared with the transport department this month, comprising 3,01,410 vehicles and 58,893 licence holders. Officials noted that many violators deliberately avoid paying challans as they expect courts to reduce the penalty amounts.
In 2021, a total of 67 lakh vehicles were challaned, amounting to Rs 867 crore in fines. By 2024, the number of challans jumped to 1.36 crore vehicles, but the recovery stood at just Rs 105 crore, reflecting the scale of unpaid penalties.
The traffic directorate also identified 20 districts with the highest number of traffic rule violations and road accidents. Lucknow tops the list, reporting 1,630 road accidents in 2024, resulting in 576 deaths and 1,165 injuries.
Other districts with high accident rates include Kanpur, Gorakhpur, Prayagraj, Agra, Bareilly, Noida, Hardoi, Bulandshahr, Mathura, Ghaziabad, Aligarh, Barabanki, Sitapur, Unnao, Meerut, Shahjahanpur, Azamgarh, Lakhimpur Kheri, and Kushinagar.
Special enforcement drives are underway in these regions to improve compliance and reduce fatalities.
Officials confirmed that a statewide crackdown is in progress, targeting not only habitual violators but also addressing road safety issues. The initiative, part of Uttar Pradesh's larger road safety strategy, aims to reduce rash driving, enforce traffic discipline, and ensure timely fine recovery.

An appellate tribunal has said there was a 'prima facie' case of money laundering against former ICICI Bank CEO and MD Chanda Kochhar and her husband in a corruption case involving the Videocon Group, as it upheld a 2020 ED order attaching a Mumbai flat of the couple worth crores of rupees. The tribunal, in an order issued on July 3, said it finds 'substance' in the 'quid pro quo' allegation made by the Enforcement Directorate against Chanda Kochhar for sanction of a loan of Rs 300 crore to Videocon International Electronics Ltd (VIEL), as post this disbursal, a sum of Rs 64 crore was transferred by the Videocon Group to NRPL, a company of her husband Deepak Kochhar. The said loan was approved by a sanctioning committee of the ICICI Bank between June 2009 and October 2011, and Chanda Kochhar was a member of this panel, apart from being the MD and CEO of the private lending company. The ED case, based on a CBI FIR, claimed that Chanda Kochhar hatched a 'criminal conspiracy' to cheat ICICI Bank by 'abusing' her official position while sanctioning this amount. Chanda Kochhar, as per the probe agencies, got illegal gratification/undue benefit through her husband from VIL or Videocon Group promoter V N Dhoot. The ED had in January 2020 provisionally attached Kochhar's flat no 45, located in CCI Chambers at Churchgate in Mumbai, a property of NRPL, apart from Rs 10.5 lakh in cash, seized by the agency during searches on another company of Deepak Kochhar. The Adjudicating Authority of the Prevention of Money Laundering Act (PMLA) had in November 2020 refused to confirm the ED attachment, and consequently, the federal probe agency appealed before the appellate tribunal. 'It may be true that the issue will be determined by the Trial Court but we find a prima facie case against the respondents for commission of the offence of money laundering and, therefore, the Provisional Attachment Order (of the ED) is justified,' the Tribunal said. It said there was 'total inter-fixing of the work of the industries floated by Deepak Kochhar and even by the Videocon Group of Industries.' The tribunal rejected Chanda Kchhar's argument that she was 'not knowing the business affairs of her husband' and had pleaded ignorance in her submission. The respondent (Chanda Kochhar) was expected to conduct herself as per the rules and policy of the bank and could not have pleaded ignorance about the association and affairs of the husband, it said in an 82-page order. '…the sanction of a loan of Rs 300 crore by ICICI Bank to the Videocon Group of Industries, where Chanda Kochhar remained part of the committee, was against the rules and policy of the bank,' it said. The tribunal said the flat was purchased from the above-mentioned Rs 64 crore 'diverted' funds and hence was attached by the ED, calling it proceeds of crime. 'We do not find any illegality in that (ED) order, rather find perverse finding in the hands of the Adjudicating Authority on all the issues relevant to the case,' it said. The tribunal rejected Chanda Kochhar's argument that the decision to sanction the loan to Videocon Group of Industries was not by her but by a committee and, therefore, there was 'no link' between the sanction of the loan and the transfer of Rs 64 crore by the Videocon Group of Industries. 'The argument aforesaid was contested and we find that appellants (ED) have given complete chain of events to show how a case of money laundering is made out and before that a predicate offence (the CBI case),' it said. 'The provisional attachment order dated 10.01.2020 for the properties other than for Rs 10.5 lakh is confirmed,' it said while upholding the ED action.

Maruti Suzuki launches 4th Japan-India institute for manufacturing in Sonipat

Maruti Suzuki India Limited has announced the commencement of admissions for the first batch at its newly launched Japan-India Institute for Manufacturing (JIM) in Sonipat, which marks the automobile major's fourth JIM in India and its second in Haryana. The institute, located at the Master Atul Government ITI in Sonipat, is set to admit over 100 students annually across four key trades: Mechanic Motor Vehicle (MMV), Machinist, Welder, and Fitter. Classes for the inaugural batch are scheduled to begin in September 2025. Maruti Suzuki has invested over Rs 10 crore in establishing the facility. Affiliated with the National Council for Vocational Training (NCVT) and accredited by Japan's Ministry of Economy, Trade and Industry (METI), the JIM will implement a dual training system. This approach blends theoretical classroom instruction with hands-on industrial training, and includes modules on safety, quality, discipline, kaizen, and other essential Japanese manufacturing practices . Gaurav Gautam, Haryana's Minister of State for Youth Empowerment & Entrepreneurship, praised Maruti Suzuki for contributing to the state's economic development. He said, "Maruti Suzuki's commitment to skill development in Haryana through its state-of-the-art JIMs at Uncha Majra and now at Sonipat is truly commendable." Rahul Bharti, Senior Executive Officer, Corporate Affairs at Maruti Suzuki, emphasized the company's commitment to skill development. "We are confident JIM Sonipat will enhance employability and instill a disciplined work ethic rooted in world-class manufacturing standards," he said. The project is a result of a public-private partnership under which the Haryana government has provided land and infrastructure, while Maruti Suzuki has upgraded the facilities, introduced real-life simulation assembly lines, and will oversee the institute's operations. The JIMs are part of a broader Indo-Japanese collaboration aimed at training 30,000 Indian youth over 10 years. Since inception, over 2,100 students have graduated from Maruti Suzuki's existing JIMs. Through its broader skill development initiatives, Maruti Suzuki has supported 23 ITIs, established 31 Automobile Skill Enhancement Centres, and spent over Rs 450 crore in Corporate Social Responsibility (CSR) contributions up to Financial Year 2024-25.
