Qatar, Brazil ink pact to boost cooperation in radio spectrum management

The State of Qatar, represented by the Communications Regulatory Authority (CRA), and the Federative Republic of Brazil, represented by the National Telecommunications Agency (ANATEL), have signed a Memorandum of Understanding (MoU) to enhance cooperation in the field of radio spectrum management.
The MoU was signed on the opening day of the ITU Council 2025 meetings in Geneva by Engineer Ahmad Abdulla AlMuslemani, president of CRA, and Carlos Manuel Baigorri, president of ANATEL.
The agreement reflects both parties' commitment to fostering collaboration for the efficient use of radio spectrum and the advancement of radio-communication services. It also underscores their shared ambition to strengthen bilateral cooperation in the field of Information and Communications Technology (ICT).
Under the MoU, Qatar and Brazil will collaborate to manage the radio spectrum environment, jointly address radio spectrum monitoring—including satellite-based monitoring—and share expertise in education and training to support human resource development in radio spectrum management.
The MoU also includes cooperation in international conferences related to spectrum management hosted by the International Telecommunication Union (ITU) and other relevant organisations. It facilitates the exchange of knowledge and best practices to improve programme management of special events.
This strategic partnership aligns with the shared goals of both countries to foster innovation, respond to evolving technological landscapes, and build international cooperation in the telecommunications sector.

The event comes as part of the Authority's ongoing efforts to develop an integrated and attractive investment environment. The forum showcased the real estate investor's journey, which aims to digitize the entire property purchasing process in Qatar through a unified platform. The initiative is designed to create a conducive environment for attracting foreign direct investment, as well as to enhance transparency and facilitate access to information about the real estate sector. The journey was developed in collaboration with the Civil Service Bureau, the Ministries of Interior and Justice, and other government agencies and partners to ensure coordination and integration of efforts. The forum also highlighted joint efforts between the Authority and its strategic partners to develop a unified digital portal. This platform is intended to enable investors to complete all procedures smoothly and efficiently—from the moment they decide to invest in property until the completion of all related transactions. In his opening remarks, Eng. He demonstrated how redesigning this journey has made it more seamless and effective, aligning with investor expectations and digital advancements in the real estate sector. Hussein Kamal presented the mechanisms of using the Authority's digital real estate platform, explaining how investors can benefit from smart search tools that provide accurate data on locations, prices, and surrounding services—thus enabling informed investment decisions in a transparent digital environment. In the innovation and digital transformation segment, Eng. Tarek Meziane gave a presentation on the use of artificial intelligence tools and interactive maps. He showed how these technologies enhance user experience and provide a comprehensive visual overview of market activity, allowing investors to analyze data and make decisions based on accurate and updated indicators. The forum served as a platform for dialogue and knowledge exchange among various stakeholders in the real estate ecosystem. Discussions covered recent legislative and financial developments, and explored future growth opportunities in Qatar's real estate market in alignment with Qatar National Vision 2030.
