Storm Wipha hits northern Vietnam with strong winds, heavy rain
Hanoi, Jul 22 (AP) Tropical Storm Wipha made landfall in northern Vietnam on Tuesday, bringing strong winds and heavy rain to parts of the country's north and central regions.
The storm came ashore at 10 am with sustained winds of 64-102 kilometers per hour (40-63 mph), and gusts up to 138 kph (86 mph), according to local weather officials. After landfall, it began moving southwest.
Wipha was classified as a typhoon on Monday while over open water, but weakened overnight and was downgraded to a tropical storm before reaching land.
The storm knocked out power in parts of Hung Yen Province, east of Hanoi. Residents rushed to gas stations to buy fuel for generators, state media reported.
The streets of capital city, Hanoi, were nearly empty as the storm moved inland. Most businesses were closed and the city government has advised residents to stay home and evacuate buildings that are unstable or in flood-prone areas.
'If the storm is serious, people shouldn't go out anyway because it would be dangerous on the road and there is also a chance of flooding," said Minh Doan, a taxi driver in Hanoi.
Flights were canceled across northern Vietnam, and airports in the port city of Hai Phong and Quang Ninh province were closed.
Nearly 150,000 hectares (370,000 acres) of aquaculture farms and more than 20,000 floating fish cages are at risk from flooding and strong winds, according to state media.
Vietnam has warned of flooding as heavy rain from Storm Wipha moves inland.
In the Philippines, more than 80,000 people remain in emergency shelters after floods, landslides and tidal surges over the weekend.
Most government offices and schools in the capital and 10 provinces were shut Tuesday due to widespread flooding from heavy monsoon rains, and droops evacuated residents from villages swamped by knee- to waist-deep water while the coast guard deployed buses and boats to assist stranded commuters. At least three people have died.
Global warming is making storms like Wipha stronger and wetter, said Benjamin P Horton, dean of the School of Energy and Environment at City University of Hong Kong. Warmer oceans give tropical storms more fuel, leading to more intense winds, heavier rain and shifting rainfall patterns across East Asia. Videos showed towering flames consuming trees near residential areas in Bursa, with thick plumes of smoke blanketing the skies. Authorities evacuated around 1,765 people from Kestel district as more than 2,000 firefighters, aided by six planes and four helicopters, worked to contain the spread. In the northern province of Karabuk, where a large wildfire has been burning for five days, 1,839 people in 19 villages were evacuated, Yumakli said. Three planes and 16 helicopters are tackling the blazes in the area amid difficult conditions, he added. 'We are going through risky times. This does not seem likely to end in two or three days,' Yumakli said, referring to the heat-wave. Temperatures in several regions in Turkey were forecast to reach over 40 degrees Celsius on Sunday, 6 to 12 degrees above seasonal norms, Turkey's meteorological service said, as thermometers hit 50 degrees Celsius in the country's southeast on Saturday for the first time in recorded history.

HP suffers losses of Rs 1500 crore during ongoing monsoon season
Shimla, Jul 27 (PTI) Since the onset of monsoon in the state on June 20 till date, Himachal Pradesh has suffered losses of over Rs 1,500 crores, officials said on Sunday. So far, 88 people have died and 35 have gone missing in rain-related incidents, and 1,316 houses have been fully or partially damaged in the state. The state has experienced 42 flash floods, 25 cloudbursts and 32 landslides during this monsoon, according to the State Emergency Operation Centre (SEOC). The local Met office on Sunday issued an orange alert for heavy to very heavy rains accompanied with thunderstorms and lightning in isolated areas in four districts — Kangra, Kullu Mandi and Shimla — for Tuesday. Light to moderate rains lashed some parts of the state in the past 24 hours since Saturday evening. Dharamshala received 35 mm of rainfall, followed by Malraon 26.4 mm, Kangra 26 mm, Dhaulakuan 17.5 mm, Kahu 14.5 mm, Manali 11 mm, Jot 10.8 mm, Jubberhatti 10.4 mm, Bajaura 10 mm, Joggindernagar 6 mm and Narkanda 5.5 mm. Thunderstorms lashed Sundernagar, Shimla, Murari Devi and Jubbarhatti. Nearly 200 roads, including two national highways, were closed for vehicular traffic on Sunday evening owing to the rains and 75 power distribution transformers and 97 water supply schemes have also been affected across the state. Around 131 roads, including the Manali-Kotali road (NH-70), were closed in Mandi district alone, where multiple cloudbursts wreaked havoc on June 30 night. National Highway (305) Sainj to Aut road is blocked at Kekhsu and Jhed due to landslides in Kullu district. There was no significant change in the minimum and maximum temperatures, and Kukumseri was coldest at night, recording a low of 12.8 degrees Celsius, while Una was hottest in the day with a high of 35.6 degrees. Wildfires threaten Turkey's fourth-largest city as locals evacuate (AP) ISTANBUL: Wildfires that have engulfed Turkey for weeks threatened the country's fourth-largest city early Sunday, causing more than 1,500 people to flee their homes and leaving a firefighter dead. Overnight fires in the forested mountains surrounding Bursa in northwest Turkey spread rapidly, tinting the night sky over the city's eastern suburbs with a red glow. Dozens of severe wildfires have hit the country daily since late June, with the government declaring two western provinces, Izmir and Bilecik, disaster areas on Friday. Bursa governor's office said in a statement Sunday that 1,765 people had been safely evacuated from villages to the northeast as more than 1,100 firefighters battled the flames. The highway linking Bursa to the capital, Ankara, was closed as surrounding forests burned. A firefighter died from a heart attack while on the job, the city's mayor, Mustafa Bozbey, said in a statement, adding that the flames had scorched 3,000 hectares (7,413 acres) around the city. Orhan Saribal, an opposition parliamentarian for the province, described the scene as "an apocalypse." By morning, lessening winds brought some respite to firefighters, who continued efforts to battle the flames. However, TV footage revealed an ashen landscape where farms and pine forests had earlier stood. Forestry Minister Ibrahim Yumakli said fire crews across the country confronted 76 separate blazes Saturday. The country's northwest was under the greatest threat, including Karabuk, where wildfires have burned since Tuesday, he said. Unseasonally high temperatures, dry conditions and strong winds have been fueling the wildfires. The General Directorate of Meteorology said Turkey recorded its highest ever temperature of 50.5 degrees Celsius (122.9 degrees Fahrenheit) in the southeastern Sirnak province on Friday. The highest temperatures for July were seen in 132 other locations, it said. Fourteen people have died in recent weeks, including 10 rescue volunteers and forestry workers killed Wednesday in a fire in Eskisehir in western Turkey. Justice Minister Yilmaz Tunc said late Saturday that prosecutors had investigated fires in 33 provinces since June 26, and that legal action had been taken against 97 suspects.
