
Bursa Malaysia dips as Trump's 25% tariff on Malaysia rattles investors
KUALA LUMPUR: United Overseas Bank (Malaysia) Bhd (UOB Malaysia) and Maybank Investment Bank Bhd (Maybank IB) have been appointed as joint principal advisers, joint lead arrangers, and joint lead managers for Perbadanan Bekalan Air Pulau Pinang Sdn Bhd (PBAPP)'s inaugural RM5bil Islamic Medium-Term Notes (IMTN) Programme (Sukuk Programme). Maybank IB also served as the sole sustainability structuring adviser for PBAPP's new Sustainable Finance Framework, which follows guidelines from the Securities Commission and other regional and international sustainable finance standards. In a joint statement, UOB Malaysia country head of wholesale banking Andy Cheah said the RM5bil sukuk programme will fund critical water projects to ensure long-term water security for Penang, addressing rising demand and challenges such as limited water resources and climate change. 'The sukuk programme also highlights the important role banks play in mobilising capital for sustainable financing and demonstrates how we leveraged our capabilities to deliver real change in public sector infrastructure,' he added. Maybank IB chief executive officer Michael Oh-Lau: 'Maybank is honoured to support PBAPP for the simultaneous establishment of its sukuk programme and Sustainable Finance Framework — a historic first for Penang, and one that sets a strong precedent for other state government-linked companies.' 'Malaysia's debt capital markets remain one of the most developed and liquid in the region, with over RM120bil in private debt securities issued annually coupled with a steady growth of sustainability-labelled issuances year on year. Through this sukuk programme, PBAPP is now well-positioned to benefit from deep and diverse investor liquidity, competitive pricing and greater funding flexibility over time.' Proceeds from the sukuk will fund PBAPP's Water Contingency Plan 2030 (WCP 2030), support capital and operational expenses including refinancing, and finance eligible green and social initiatives under its Sustainable Finance Framework. PBAPP is the first Penang state agency to launch both a sukuk programme and a Sustainable Finance Framework. The shariah-compliant sukuk Wakalah structure allows it to raise sustainable, long-term funding from Malaysia's capital markets. PBAPP's sukuk programme received a AAA/Stable rating from RAM Ratings Services Bhd, reflecting strong credit fundamentals. Its Sustainable Finance Framework also earned a Gold rating from RAM Sustainability for strong governance, transparency, and alignment with global standards.

GEORGE TOWN: Penangites should not have to pay more for water when the state's water company recorded a RM144.17mil profit last year, says Penang MCA. The party wants Chief Minister Chow Kon Yeow to withdraw plans for another possible water tariff hike and use the government-owned Penang Water Supply Corporation's (PBAPP) financial performance to ease the public's struggles against the cost of living. Chan Wooi Jin, vice-chairman of the party's election preparation and scrutiny committee said instead of delaying the possibility of another water tariff hike to next year, it should be cancelled outright. 'Why raise the water tariff again? On what grounds does the state government justify this when PBAPP's net profit last year was RM144.17mil?' Chan asked. Chan pointed out that water tariffs were already raised in February 2024, and said it was unfair to impose another hike so soon. 'PBAPP is not short of money. It just launched a RM5bil sukuk programme to fund major projects. And yet they are still thinking of raising tariffs?' He said PBAPP should focus on improving operational efficiency and trimming unnecessary costs instead of transferring financial pressures to consumers. The sukuk programme, the first of its kind by a state-linked water supply operator, was announced earlier this week. It is designed to support long-term infrastructure works such as the RM2.1bil Water Contingency Plan 2030 and the newly launched Mengkuang water treatment plant, without over reliance on bank loans or further tariff hikes. 'Water is a basic need. Any hike will hit everyone directly. The government should be finding ways to lighten the people's burden and not add to it,' he said. He urged Chow to withdraw the proposal in full and not merely postpone it. On Tuesday (July 8), Chow, who is also PBAPP chairman, announced that he planned to ask the federal government to delay an impending water tariff hike in Penang to at least the middle of next year, even though it would cost PBAPP RM40mil. The National Water Services Commission (SPAN) announced on Wednesday (July 9) that as of June 30, it received applications to review water tariffs from PBAPP and operators in nine other states, which are Perlis, Kedah, Kelantan, Terengganu, Selangor, Negeri Sembilan, Melaka, Johor and Pahang. The commission added that it was still considering the applications.

Sarawak Oil Palms to grow FFB production to 1.31 mln tonnes in FY25
Sarawak Oil Palms guided that its all-in production cost for FY25 is expected to rise slightly to RM2,500 per tonne. KUCHING (July 10): Sarawak Oil Palms Bhd (Sarawak Oil Palms) aims to grow its fresh fruit bunch (FFB) production by 5 per cent year-on-year in financial year 2025 (FY25) to 1.31 million tonnes, up from 1.25 million tonnes in FY24 on the back of improving yields supported by the group's favourable weighted average tree age of 13 years. During a recent non-deal roadshow hosted by analysts from Maybank Investment Bank (Maybank IB), Sarawak Oil Palms guided that its all-in production cost for FY25 is expected to rise slightly to RM2,500 per tonne. Sarawak Oil Palms is also targeting annual replanting of 4,000 to 5,000 hectares to support long-term yields. Maybank IB noted that while upstream remains the group's core contributor, investors welcomed the rising profit contribution from its downstream operations in FY24. It said this was partly due to the absence of overcapacity in Sarawak's refining sector. 'We believe Sarawak Oil Palms can sustain at least a 15 sen dividend per share payout in FY25, supported by strong free cash flow generation and a growing net cash position of RM1.1 billion as of March 31, 2025,' it said in a note yesterday. However, management guided that FY25 margins are expected to come under pressure due to renewed competition from Indonesia following improved crude palm oil (CPO) supply. In FY24, Sarawak Oil Palms had a strong margin, with a refining capacity of 2,300 tonnes per day and a utilisation rate above 80 per cent. Furthermore, the group's 600 tonnes per day biodiesel plant continues to generate stable margins as it supports Sarawak's biodiesel mandate. The research house added that Sarawak Oil Palms' property development arm has made modest earnings contributions since 2017, averaging below RM3 million in annual EBIT (earnings before interest and tax). The arm monetises pockets of estate land located about 45 kilometres from Miri. The group also guided that it is planning new property launches in Kuching involving about 30 hectares but details have not been disclosed. Meanwhile, researchers with RHB Investment Bank Bhd (RHB Research) expects CPO prices to remain volatile due to geopolitical tensions, US trade tariffs, ongoing wars, and a drop in crude oil prices. 'Fundamentally however, global supply and demand will likely be more balanced in 2026 as supply improves. Demand should pick up given the more attractive relative prices,' it said in a separate note. Looking ahead, RHB Research expects muted soybean prices due to ongoing strong supply while soybean oil prices will stay elevated as the US increases its biofuel blending. It said CPO is expected to continue trading at a discount to soybean oil, currently at US$217 per tonne, with demand from price-sensitive countries like India, Pakistan and Bangladesh expected to rebound. RHB Research revised its average CPO price forecast for 2025 down to RM4,100 per tonne, from RM4,300. Proposed Penang water tariff revision still pending SPAN approval
The National Water Services Commission said it received applications from operators from 10 states to review tariff rates. PETALING JAYA : The National Water Services Commission (SPAN) has yet to approve the Penang Water Supply Corporation's (PBAPP) application for a proposed revision of water tariffs in the state. SPAN said that as of June 30, it has received applications to review water tariffs from PBAPP and operators in nine other states. The other states are Perlis, Kedah, Kelantan, Terengganu, Selangor, Negeri Sembilan, Melaka, Johor and Pahang. 'All applications are under review and no decisions have been made,' SPAN said in a statement. The commission said it would ensure that all factors are carefully considered before making any decision. They include prioritising the wellbeing of 27.2 million consumers and safeguarding the ability of service operators to continue delivering reliable services. SPAN's statement comes after Penang chief minister Chow Kon Yeow said he would request a delay to the proposed water tariff hike. He said that once the application a for tariff hike had been approved, he would ask the federal government to defer the new tariffs until the middle of next year. Under federal water regulations, SPAN requires a periodic review of tariffs by water operators. However, any actual increase still needs Cabinet approval and cooperation from the state governments. PBAPP had launched a RM5 billion sukuk programme – the first by a state-linked water utility – to fund major infrastructure projects without overreliance on tariff hikes or bank loans. The funds raised will support initiatives such as the RM2.1 billion Water Contingency Plan 2030. Chow said PBAPP would also explore private financing and leaseback models to better manage costs over time.
