
LRT-2 West extension delayed as LRTA prioritizes relocation, right-of-way clearance
The Light Rail Transit Authority (LRTA) is shifting its focus to resolving right-of-way and relocation issues which it says are the primary bottlenecks delaying the LRT-2 West Extension project.
Originally estimated at just over P10 billion, the project's cost has ballooned to P17 billion due to inflation, expansion, and relocation needs. The 5-kilometer extension—set to connect Recto to the Manila North Harbor area with three new stations—has yet to begin construction as the agency grapples with land clearance and informal settler relocation.
"Ang ginagawa natin based sa marching orders we received from the OTR, nagko-concentrate kami ngayon sa aayos ng ating right-of-way,' LRTA Administrator Hernando Cabrera said during his Bagong Pilipinas Ngayon interview.
(Based on the marching orders we received from the Department of Transportation, we're currently focused on resolving right-of-way issues.)
He emphasized the need to fully clear the route before construction can proceed, citing potential obstructions like utility lines and informal settlements. Coordination with Meralco, Maynilad, and local government units is underway to expedite this process.
"So by the time na makuha natin ang funding or magkaroon tayo ng tamang modality how to implement the project, clear na lahat iyong right-of-way na kailangan natin," he said.
(So by the time we secure the funding or decide on the implementation modality, the entire right-of-way will already be cleared.)
One of the most challenging aspects of the project is the in-city relocation of affected residents, especially in the congested pier area, Cabrera also said. Unlike previous relocation efforts that transferred communities to distant provinces, affected residents have requested to stay within Manila.
"Lumalabas na ang relocation natin in-city ang gusto ng ating mga kababayan na apektado," he said.
(It turns out that our affected fellow citizens prefer in-city relocation.)
This preference significantly increases the cost, but Cabrera says it minimizes the social and economic impact on communities.
Despite a completed feasibility study—funded by a grant from the Korean government—progress remains slow. The LRTA cannot begin procurement without the full project budget.
"You cannot start any procurement kung hindi kompleto ang pera mo, ang budget mo. So yan ang nag-delay hanggang ngayon," he said.
(You can't start any procurement if you don't have the full funds or budget. That's what's been causing the delay.)
Once completed, the LRT-2 West Extension is expected to significantly improve connectivity across Metro Manila. It will link with the Philippine National Railways (PNR) in Tutuban and provide direct access to inter-island ferries at the North Harbor.
"Very convenient doon sa mga kababayan natin na bumabyahi doon using ang inter-island ferry kasi from there pwede silang sumakay ng L2 all the way sa Antipolo."
(It will be very convenient for our fellow citizens using the inter-island ferry, since from there they can take the LRT-2 all the way to Antipolo.)
The extension is part of a broader effort to enhance intermodal transport integration in Metro Manila, along with the ongoing Line 1 Cavite extension which is currently moving into Phase 2.
Meanwhile, the LRTA's '1+3 Pamilya Pass' program—which allows one paying adult to bring up to three family members for free every Sunday—has seen a dramatic rise in ridership.
"Noong June 1, mga 700 plus lang ang family na nag-avail. But June 8 naging 4,000 na yan."

9 oil companies commit to providing fuel discounts
In an advisory, the DOE said Chevron Philippines Inc. (Caltex), Cleanfuel, Jetti Petroleum Inc., Petro Gazz Ventures Philippines Corp., Petron Corp., Phoenix Petroleum Philippines Inc., PTT Philippines Corp., Seaoil Philippines Corp., and Shell Pilipinas Corp. will provide fuel discounts to PUVs and non-PUVs. Phoenix, Seaoil, and Shell are also set to offer similar discounts to TNVS drivers. Nine oil companies have committed to providing fuel discounts to drivers of public utility vehicles (PUVs), non-PUVs, and transport network vehicle services (TNVS) amid the fluctuation of global prices, the Department of Energy (DOE) said Monday. In an advisory, the DOE said Chevron Philippines Inc. (Caltex), Cleanfuel, Jetti Petroleum Inc., Petro Gazz Ventures Philippines Corp., Petron Corp., Phoenix Petroleum Philippines Inc., PTT Philippines Corp., Seaoil Philippines Corp., and Shell Pilipinas Corp. will provide fuel discounts to PUVs and non-PUVs. Phoenix, Seaoil, and Shell are also set to offer similar discounts to TNVS drivers. The discounts will take effect in the third quarter, which begins on July 1, 2025. The DOE is set to meet with retailers again in October to discuss possible discounts to be implemented in the fourth quarter of the year. Each company will have its mechanism to facilitate the discounts, including specific implementation dates, promotional offers, and loyalty programs for private motorists. The corresponding rates will be published on the DOE website and its official Facebook page. Korea aims to boost MICE tourism ahead of 2025 APEC Summit in Gyeongju
The Korean Tourism Organization (KTO) finished the Korea Meetings, Incentives, Conferences, and Exhibitions (MICE) Roadshow in Manila and Cebu on Thursday. The event, held at Fairmont Makati in Manila on Tuesday and Radisson Blu in Cebu on Thursday, aimed at promoting their MICE offers and regional tourism in time for the 2025 Asia-Pacific Economic Cooperation (APEC) Summit to be held at Gyeongju, Gyeongbuk. With the participation of 250 key travel industry players in Manila and 150 in Cebu, the program featured a Travel Mart for collaboration between Korean and Philippine tourism professionals, and a Korean MICE night, which will showcase Korean culture and MICE industry. During the event, KTO also launched their Gyeongbuk Plus Special Assistance Program, which offers up to KRW140,000 or around P5,800 per person for approved groups with bonus benefits. Included in their enhanced MICE initiatives were customized assistance and support for qualified corporate and incentive groups with a minimum of 10 foreign nationals staying in Seoul for at least 2 nights. 'The Korea MICE Roadshow Philippines 2025 aims to promote Korea as a premier MICE destination… This will even focus on the corporate meetings and incentive tour segments within the MICE industry. Ultimately, our goal is to attract more MICE travelers from the Philippines to Korea,' said Korea MICE Bureau Executive Director Chang Wook Jung in a media interview. 'Manila and Cebu are two of the most important MICE markets in the Philippines. By holding the roadshow in both cities, we ensure wide industry engagement and better access to stakeholders who are driving outbound MICE travel in the country,' he added. Korea remains a premium tourist and business destination worldwide, having hosted 243 international conferences and handling at least 10,000 MICE travelers from the Philippines in 2024. The KTO highlights Korea's convenient, safe, and seamless travel experience through their infrastructure, smart technology, and domestic transport network as key advantages of their tourism. They also placed importance on the viral K-Culture as one of their strongest global assets at the center of their MICE strategy. Dizon: DOTr proceeding with gov't plan to privatize MRT3, LRT2 ops
Amid the recent technical glitches which limited the train trips of the Light Rail Transit Line 2 (LRT-2), Transportation Secretary Vince Dizon on Thursday said the government's is moving forward with its plan to hand over the operations of LRT-2 as well as Metro Rail Transit Line 3 (MRT-3) to the private sector. 'Alam ninyo, hindi ganoon kadaling ayusin itong mga sistemang ito. Ang pangmatagalang solusyon talaga dito ay dapat [privatized] na itong mga sistemang ito kagaya ng LRT-2 at MRT-3. Iyon talaga ang pangmatagalang solusyon dahil habang ang gobyerno ang nag-o-operate nito, limitado tayo ng budget, limitado rin tayo ng ating mga procurement rules. Ibig sabihin niyan, hindi ganoon kabilis ang ability natin na mag-ayos nitong mga sistemang ito kaya iyon talaga ang ultimate solution,' Dizon said at a Palace press briefing. (You should understand that it is not easy to fix these systems. The long term solution should be to privatize systems such as the LRT-2 and MRT-3. That is the long lasting solution because while government is operating these, we are limited by procurement rules. This means we are hampered in our ability to repair these systems so [privatization] is the ultimate solution.) The previous leadership of the Department of Transportation (DOTr) had been vocal about privatizing the operations and maintenance of LRT-2 and MRT-3. The DOTr tapped the Asian Development Bank (ADB) for the MRT-3's PPP or public-private partnership plan, and the World Bank's International Finance Corporation for the LRT-2 PPP initiative. 'So, for LRT-2, mayroon tayong planong i-PPP na ito sa susunod na taon. Tinutulungan tayo ng International Finance Cooperation ng World Bank para mabilisan nang ma-PPP ito. Ang MRT-3 naman, tinutulungan tayo ng Asian Development Bank para ma-PPP na rin ito at tuluy-tuloy na rin ang maayos na pag-operate at maintain nitong dalawang luma nang linyang ito,' Dizon said. 'Ang pagkakaalam ko, within [this year] ay masisimulan na natin ang proseso dahil ito ay ibi-bid out natin as a PPP,' he said. ('So, for LRT-2, we have the PPP plan for next year. The International Finance Cooperation of the World Bank is helping us to expedite the PPP. For the MRT-3, the Asian Development Bank is assisting us for the PPP so the operation and maintenance of these two old lines could be improved. As I understand it, we could start bidding out the PPP within this year.) The Transportation chief assured the public that there will be no immediate increase in fares once the two railway systems' operations are taken over by the private sector. 'Hindi ibig sabihin na 'pag nag-PPP tayo ay ganoon-ganoon na lang ang pagtaas ng presyo, dahil ang gobyerno pa rin ang magre-regulate sa fares ng mga train natin, kasama na dito ang LRT-2 at MRT-3, kaya makakaasa parin ang mga kababayan natin na hindi naman ganoon magiging kataas ang magiging pamasahe kahit na maging private na ang operator nitong mga train system na ito,' Dizon said.
