
Iraq to issue Development Road tenders in packages
The Development Road involves the construction of a 1,200-kilometre rail line and a parallel motorway traversing most of Iraq up to Turkey, and will be offered in several packages to contractors as it also comprises 15 industrial and economic zones, said Maytham Safi, information director at Iraq's transport ministry.
Safi said in comments published by Iraq's media that the US consultancy firm Oliver Wyman is the economic adviser to the project while designs are carried out by Italy's BTP Infrastrutture.
'The initial designs for the project have been completed and we are now into the detailed design process…..we have made considerable progress in this stage so we can say that the project will be tendered to global companies before the end of this year,' Safi said.
The UAE, Qatar and Turkey are partners in the 'Development Road' project, which will cut across 11 Iraqi governorates up to the Northern border with Turkey, from where shipments will travel to and from Europe.
Iraq hopes other countries and companies will join the project to secure funding on an investment and revenue-sharing basis.
Officials said last year the project, one of the largest of its kind in the Middle East, would be served by the Southern Faw Port, slated to be among the largest 20 container terminals. The port is expected to be commissioned before the end of 2025 while the 'Development Road' is scheduled to be completed in 2029.
Iraq, OPEC's second largest oil producer, hopes the project will turn it into a major transit and business hub in the region.

Norway asks wealth fund to review Israel assets after uproar
The Norwegian government has ordered its sovereign wealth fund to review all investments in Israel after a report about its stake in an Israeli company linked to the war in Gaza caused a public outcry. Finance Minister Jens Stoltenberg, who oversees the $1.9 trillion wealth fund, told reporters in Oslo on Tuesday he 'understands people are asking questions' about how closely the fund is following its ethical guidelines, which exclude companies that contribute to serious abuses of human rights, including war crimes. The former head of Nato said he will ask the fund and its external ethics adviser for a 'renewed review into the fund's investments in Israeli companies'. "The purpose is to ensure that the fund is not invested in companies that contribute to the illegal occupation of the West Bank and the war in Gaza," he said in a statement. The fund's investment in the Bet Shemesh Engines is worrying, Norwegian Prime Minister Jonas Gahr Store told broadcaster NRK. "We must get clarification on this because reading about it makes me uneasy," he said said. A report by the Aftenposten said Norway's wealth fund had holdings in the company, which the newspaper said is servicing fighter jets used in the attacks in Gaza. Pressure on the fund — the world's largest — from activists and members of parliament has grown steadily since the start of Israel's war against Hamas in October 2023. Officially known as the Norges Bank Investment Management, the fund holds about 1.5 per cent of all listed equities globally. It sold its stakes in an Israeli energy company and a telecoms group in the past year, and its ethics council has said it is reviewing whether to recommend divesting holdings in five banks. It owns stakes in 8,700 companies worldwide, and as of the end of last year, the investments in 65 Israeli companies totalled about $2.1 billion. The fund, which has previously excluded companies due to their links to Israel's occupation of the West Bank, started investing in Bet Shemesh Engines in 2023. It increased its holdings to 2.1 per cent in 2024 from 1.3 per cent in 2023, according to NBIM figures. In May, the Norwegian Confederation of Trade Unions voted unanimously to adopt a resolution to boycott Israel and calling on the Norwegian government to divest funds from companies that support the country.

Man United confident €75m target Benjamin Sesko favours Old Trafford move ahead of Newcastle switch
Manchester United have bid €75 million plus add-ons for their long-term target Benjamin Sesko, the 22-year-old Slovenian who plays for RB Leipzig in Germany's Bundesliga. United understand that the player wants to move to Old Trafford and hope that it goes through in the same manner as Bryan Mbeumo's recent protracted transfer. His club, Brentford, wanted others to bid for him and create an auction situation, but United knew all along that the forward desired a move to Old Trafford – even after he had spoken to other clubs. This has not always been the case. United pursued Barcelona's Frenkie de Jong for much of the 2022 summer transfer window. While his club were prepared to sell and the fees were not an issue, De Jong was happy at Barcelona and had little desire to leave – and he remained at Camp Nou. United signed Casemiro from Real Madrid late on in the transfer window instead. The Red Devils face competition for Sesko from Newcastle United who are understood to have been trying to do a deal with his club to force both the player's hand and Manchester United's. The Old Trafford club feel their valuation is right. Newcastle have money to spend, Champions League football to offer but there is an air of desperation given their lead striker Alexander Isak may depart for Liverpool. The Magpies have also missed out on a succession of other targets in this transfer window – including Mbeumo and fellow summer arrival at Old Trafford, Matheus Cunha. It may be that Newcastle, who won a first trophy since 1969 in March, bid so much that Manchester United won't be willing to compete on price – or that Leipzig ask for so much that they price him out of a move this summer. Sesko has a contract at the German club until 2029. That Manchester United can afford to bid for the player after two big outlays already this summer is down to their cash and PSR [profit and sustainability rules] position being improved by Marcus Rashford going on loan to Barcelona, with his full wages paid. There were also sell-on fees for Anthony Elanga, Alvaro Carreras and Maxi Oyedele. The transfers of Cunha and Mbeumo will also be paid over multiple instalments with payments spread. United have also experienced a reduction in the wage bill since January with loan exits and wider club costs cut. United have tried to sign Sesko three times before. He was the number one target as recently as last year, a player considered a top-quality long-term option. Even then, United reckoned that he would cost €75m, but there were difficulties dealing with his agent who did not want Sesko to move to England when he was too young. They believed that if he continued to play well in Germany then United would return with a far more lucrative payday down the line. With two English teams now bidding for the player, they may have got that right.
