Vietnam surprised by Trump tariff announcement at 20%, still seeking lower rate from its major trade partner

HANOI (Bloomberg): Vietnam's leadership was caught off guard by US President Donald Trump's announcement last week that it agreed to a 20% tariff, and the South-East Asian nation is still seeking to lower the rate, according to people familiar with the matter.
Straight after last Wednesday's call with Trump, Vietnam's party chief To Lam told his negotiating team to keep working to bring the tariff rate down, the people said, asking not to be identified as the talks are confidential.
The 20% figure came as a surprise as Vietnam believed it had secured a more favourable tariff range, the people said.
Before the call, Vietnam had been pushing for a tariff in the 10%-15% range.
There's been little mention of the 20% tariff in Vietnam's state media. In a government memo seen by Bloomberg News, which was sent to the local press, it gives instructions not to post content that is unclear or speculative and without consensus between Vietnam and the US.
Vietnam's Ministry of Foreign Affairs didn't immediately respond to a request for comment.
The South-East Asian nation, an export powerhouse that last year had the world's third-biggest trade surplus with the US, was only the second country after the UK that Trump has announced a trade agreement with.
Trump has been issuing tariff letters to dozens of trading partners since then, slapping duties as high as 50% ahead of an Aug. 1 deadline.
The day after Trump's Truth Social post on Vietnam, in which he called Lam "an absolute pleasure' to deal with, the country's Ministry of Foreign Affairs said trade negotiators were still coordinating with their US counterparts to finalize the details of the agreement.
Since then, Vietnam's leaders have skirted the issue in official comments.
Prime Minister Pham Minh Chinh instead focused on Vietnam's efforts to diversify export markets and supply chains to adapt to the new tariff policy and his comments were echoed a few days later by a deputy trade minister.
Trump's announced rate of 20% would replace the current 10% baseline, but still add on to some other pre-existing levies such as 'Most Favoured Nation' tariffs, according to a US official who requested anonymity to discuss the matter.
That would push the typical total average effective rate above 20%. US sectoral tariffs, such as on automobiles and steel, are separate from the 20% rate but not cumulative - importers pay one or the other.
The White House didn't immediately respond to a request for comment sent outside of normal business hours.
Vietnam is trying to navigate Washington's demands while keeping good relations with China, its biggest trading partner.
Throughout the negotiations, the US demanded more action from Hanoi to prevent Chinese goods from being rerouted and repackaged through Vietnam to skirt higher tariffs. Beijing said it was examining the trade agreement and would retaliate if its interests were hurt.
In parallel with the push for a lower rate, Vietnam's trade ministry is holding meetings with customs and trade industry groups on regulatory steps to further tighten the rules around origin-of-goods fraud and prevent illegal transshipments, the people said.
More than a week after it was first revealed by Trump, neither side has published any kind of detailed outline, providing little clarity on how the 20% rate or the 40% levy on goods deemed to be transshipped through the country will be enacted or enforced.
On Thursday, Trump told NBC News he's eyeing blanket tariffs of 15% to 20% on most trading partners who haven't been informed yet of their rates. The current global baseline minimum levy for nearly all US trading partners is 10%.
The confusion has not deterred investors. Stocks rallied to a three-year high and the 20% tariff was interpreted by foreign investors as "a good deal for Vietnam,' said one leading fund manager at an investment summit in Hanoi Wednesday.
While in Brazil for the BRICS summit, Chinh and China's Premier Li Qiang agreed to boost economic, trade and investment ties between the two countries during a meeting on the sidelines.
They also agreed to prioritise the construction of a railway link connecting the two countries, one of many signs of closer cooperation between the two neighbours, underscoring Vietnam's need to keep Beijing on side.

NEW YORK, July 15 (Xinhua) -- U.S. President Donald Trump announced Tuesday that Indonesia will pay a 19 percent tariff on all goods exported to the United States, while U.S. exports to Indonesia are to be free of tariff- and non-tariff barriers. Trump said on Truth Social that he "finalized an important Deal with the Republic of Indonesia after speaking with their Highly Respected President Prabowo Subianto. This landmark Deal opens up Indonesia's ENTIRE MARKET to the United States for the first time in History." As part of the agreement, Indonesia has committed to purchasing 15 billion U.S. dollars in energy and 4.5 billion dollars in agricultural products from the U.S. market, besides 50 Boeing jets, he added. "For the first time ever, our Ranchers, Farmers, and Fishermen will have Complete and Total Access to the Indonesian Market of over 280 million people," he wrote. Before leaving for Pittsburgh, Pennsylvania, on Tuesday, Trump told reporters at the White House that "as you know, Indonesia is very strong on copper, but we have full access to everything." He also said Indonesia is rich in rare earths and various other materials. Trump revealed that a couple more deals are going to be announced. "India basically is working along that same line. We're going to have access into India," he said.

REITs shine as defensive assets in uncertain times

PETALING JAYA: Hong Leong Investment Bank Research (HLIB Research) has turned bullish on local real estate investment trusts (REITs), upgrading the sector to 'overweight' from 'neutral', driven by their strong relative performance and attractive valuations. Naming Sunway-REIT and Axis-REIT as its top picks with target prices of RM2.31 and RM2.18, respectively, the research house reported that in the first half of this financial year (1H25), REITs outpaced the broader market, with the KL-REIT Index rising 3.7%, while the FBM KLCI fell 6.6%, reflecting investor preference for defensive assets. In a note to clients yesterday, HLIB Research said: 'REITs notably outperformed, owing to their defensive appeal amid persistent external uncertainty, including US political risk and Middle East tensions.' It said one of the biggest tailwinds for REITs is the easing of the 10-year Malaysian Government Securities (MGS) yield, which dipped below 3.5% from 3.8% in January, following strong foreign inflows and a 25 basis point cut to the overnight policy rate on July 9. 'This further widens yield spreads and enhances the risk-reward profile for REITs,' HLIB Research said. As a result, the research house adjusted its 10-year MGS assumption from 4% to 3.7%, acknowledging a 'prudent buffer' to account for global rate differentials. Looking at specific segments, it said retail REITs continue to show resilience despite new supply pressure, with retail space in the Klang Valley rising to 70.9 million square feet in the second half of financial year 2024 (2H24) and an additional 3.6% increase expected this year. While this increase could strain tenant performance, the research house remained confident about malls with strong fundamentals, citing Pavilion Kuala Lumpur, Sunway Pyramid and Suria KLCC as malls that have maintained above 90% occupancy over the past five years. 'Malls with strong catchment areas and premium positioning will remain resilient,' it added. The research house said retail trade grew 6.8% year-on-year from January to April this year, lifted by the minimum-wage hike in February, although it added it was expecting some moderation in 2H25 due to inflationary pressures. HLIB Research said the the hospitality segment experienced a soft 1Q25 – with Sunway-REIT and KLCC's Mandarin Oriental seeing occupancy drops to 55% and 54%, respectively. However, the research house said it was nonetheless anticipating a strong rebound. 'We expect the hospitality segment to recover in 2H25, driven by the year-end holiday season and rising international tourist arrivals,' the research house said, adding that this would be supported by the Visit Malaysia 2026 campaign and a mutual visa exemption arrangement with China. The research house said that Chinese tourists have become a key growth segment, accounting for 13% of arrivals and 20% of tourist receipts last year, surpassing pre-lockdown levels, adding that their spending is also rising. HLIB Research said Chinese tourists tend to have longer vacations and are bigger spenders as well at an average of RM953 per day, compared with the average of RM770 per day for a non-Chinese tourist. Meanwhile, it reported that Klang Valley's office space expanded to 118.3 million square feet in 2H24, but growth moderated to 0.7% last year, down from a 2.1% four-year average, which suggests a stabilising trend. HLIB Research said it sees opportunities in Malaysia's push into 'high-tech and high-value sectors', which could boost demand for space to conduct research and development and house regional operations. Among office-focused REITs, the research house favours IGB Commercial-REIT, citing its strategically located assets – particularly in Mid Valley City, supported by strong transport links and adjacent retail offerings. HLIB Research also pointed to a rising trend in REIT diversification, noting that Pavilion-REIT is exploring hotel acquisitions; Sentral-REIT is adding retail assets; and Hektar-REIT is investing in industrial and solar assets. 'We favour this diversification strategy,' the research house said, highlighting Sunway-REIT's 35% exposure to non-retail and Axis-REIT's 20% in non-industrial assets. It said the expanded Sales and Service Tax, which includes a rate of 8% on leasing and rental income above RM1mil, is expected to have minimal immediate impact on the sector. 'The additional costs are expected to be passed through to tenants,' HLIB Research said, though it cautioned this could pressure future rental revisions.
