This Texas-based engineering, procurement, construction and maintenance services provider's prospects are gaining from the robust demand trends for infrastructure projects for data centers, semiconductors, pharmaceuticals, energy transition, fuel production, and mining and metals. This diversified service offering approach significantly reduces the company's exposure to market uncertainties. Moreover, FLR's balanced capital allocation approach, combined with its refined business strategy, aims to drive shareholder value, boding well for its prospects.Owing to the strong trends for its service offerings in the market, during the past three months, FLR has outshone a few of the other market players, including EMCOR Group, Inc. EME, AECOM ACM and Jacobs Solutions Inc. J. During the said time frame, shares of EMCOR, AECOM and Jacobs Solutions have gained 41.9%, 22.6% and 15.5%, respectively.Although Fluor is thriving in the public infrastructure market, it is being simultaneously pulled back to some extent by the ongoing market uncertainties. The company's prospects are being partially hindered by the risks of project delays, unfavorable currency translation, tariff-related ambiguity, lingering inflationary pressures and global political unrest.
Favorable Market Trends Boosting Backlog: As Fluor operates globally and across diversified market sectors, its backlog trends are favoring its revenue visibility and profitability for the near and long term. The global market is actively shifting its focus to AI alternatives, undergoing a technological revolution, reducing carbon footprint and ensuring sustainability alongside caring about health and wellness. These market trends are, in turn, proving favorable for the company's backlog growth and revenue visibility. Moreover, market players like EMCOR, Jacobs Solutions and AECOM are also benefiting from the increased public infrastructure demand trends. In the first quarter of 2025, Fluor secured consolidated new awards totaling $5.8 billion, with a book-to-burn ratio of 1.5x. This brought its total backlog to $28.7 billion, with 79% classified as reimbursable, mainly including strong contributions from life sciences and infrastructure. The company's strategic approach toward the majority of its backlog being reimbursable reduces the lump-sum risks associated with projects, thus improving its margin expansion trends.Refined Business Strategy: During the first quarter of 2025, Fluor outlined its strategy for the 2025-2028 period, shifting from the "fix and build" phase to "grow and execute". The focus will transition from revitalizing the capital structure to generating cash and earnings. Financial discipline will remain a key priority, with it maintaining its approach to fair contract terms and risk management.Fitting into this strategy puzzle is the company's market diversity approach. FLR's strategy of maintaining a good business portfolio mix permits it to focus on the more stable business markets and capitalize on developing the cyclical markets at suitable times. Moreover, the company's efforts to transform its EPC model into an integrated solution are encouraging. It believes that this will help in expanding its scope of work on a project, improve client satisfaction and provide an opportunity to generate greater returns.Rewarding Shareholders: Fluor is not only undertaking strategies to boost its business growth and increase free cash flow, but is also acting upon its commitment to return capital to shareholders. During the first quarter of 2025, the company repurchased 3,576,745 shares of its common stock for $142 million, with an additional repurchase of approximately 1.5 million shares for $51 million between April 1 and April 25, 2025.Currently, FLR expects to repurchase $150 million worth of its common stock during the second quarter of 2025 and approximately $300 million worth of stock during the latter half of 2025.
The company's current valuation is enticing for investors. FLR stock is currently trading at a discount compared with its industry peers on a forward 12-month price-to-earnings (P/E) ratio basis. The discounted valuation indicates an attractive option for investors looking for a suitable entry point.

That said, in the long term, the valuation could move toward a premium, given the favorable market fundamentals backing the company's revenue visibility.
FLR's earnings estimates for 2025 and 2026 have remained unchanged over the past 60 days at $2.51 and $2.78 per share, respectively. However, the estimated figures for 2025 and 2026 imply year-over-year growth of 8.2% and 10.9%, respectively.

The favorable year-over-year comparisons indicate that, despite external risks, FLR will be able to capitalize on its in-house business strategies and ensure incremental prospects.
Project Delays: Fluor is facing minor delays in project execution due to market-driven decisions and ongoing tariff challenges. These factors have added some pressure on timelines, though no widespread slowdown has been observed. Currently, the delay in the Dow's 'Path to Zero' project is concerning for the company's revenue visibility. The client put a pause on the construction activity due to market conditions and pricing concerns.Diversified Risks: The company is exposed to market volatility given its nature of business. Volatility in commodity prices and the cyclical nature of its commodity-based business lines pose significant challenges for Fluor. Moreover, operating in the global market makes the company vulnerable to foreign currency risk, especially when project contract revenues are denominated in a currency different than the contract costs.
Fluor is immensely benefiting from the ongoing robust market trends across several sectors for infrastructure and other related services. The growing project demand for energy transition, fuel production, mining and metals, and data centers is proving favorable for the company's prospects, and given the market's focal shift, the trends are expected to continue in the long term. However, the tailwinds backing FLR are being partially overshadowed by the uncertainties looming over the global market. Project delays, foreign exchange risks, inflation and global political unrest are currently posing threats to the company's growth trends. Thus, by considering both sides of the coin, it will be prudent for existing investors to retain this Zacks Rank #3 (Hold) company's shares for now, whereas new investors might want to wait for a more favorable entry point. You can see the complete list of today's Zacks #1 Rank (Strong Buy) stocks here.

S&P/TSX composite closes higher, U.S. markets up after U.S.-Japan trade deal
TORONTO - Gains in consumer and financial stocks helped lift Canada's main stock index to finish higher Wednesday, while U.S. markets reached new highs after the announcement of a U.S.-Japan trade deal. The S&P/TSX composite index was up 51.98 points at 27,416.41. In New York, the Dow Jones industrial average was up 507.85 points at 45,010.29. The S&P 500 index was up 49.29 points at 6,358.91, adding 0.8 per cent to its all-time high. Meanwhile, the Nasdaq composite was up 127.33 points at 21,020.02, climbing 0.6 per cent to hit its own record. 'Clearly market participants like another piece of the clarity puzzle falling into place with the arrangement overnight between the U.S. and Japan and also Indonesia and the Philippines yesterday,' said Carol Schleif, chief market strategist at BMO Private Wealth. U.S. President Donald Trump announced a trade framework that would place a 15 per cent tax on imports coming from Japan. That's lower than the 25 per cent rate Trump had earlier said would kick in on Aug. 1. 'Every piece of clarity that comes through, markets are really liking because they really desperately want to move beyond the tariff issue,' she said. Trump has proposed stiff taxes on imports from around the world, which carry the double-edged risk of driving up inflation for U.S. households while slowing the economy. But many of Trump's tariffs are currently on pause, giving time to reach deals with other countries that could lower rates. Trump also announced a trade agreement with the Philippines on Tuesday. Over the long run, Schleif said it is critical for the U.S. to get deals with trading partners like China, Mexico and Canada. She noted the narrative regarding tariffs has 'shifted more positive.' Ahead of the looming Aug. 1 tariff deadline, when a pause on a slew of U.S. tariffs is set to expire, Schleif said market participants don't seem overly concerned. 'I think the lesson learned all year is that the deadlines are meant to try to accelerate the conversation, not necessarily as a hard and fast rule,' she said. 'President Trump and his administration clearly want to get stuff done and done quickly, and they don't have patience for the way diplomacy usually works, where it takes a very long time and lots of handshakes and lots and meetings. They're definitely having lots of meetings, but it's on an accelerated schedule, and they're trying to get a lot of this stuff buttoned up.' Going forward, Schleif said she expects equity markets to face some tailwinds. 'Globally, there are a lot of questions about how much longer this can persist. But the interesting thing is the dynamics on the globe are pretty positive for equity markets,' she said. On the TSX, Canadian National Railway Co. was one of the largest downside contributors a day after it cut its outlook amid trade volatility. CN shares finished 4.17 per cent lower on Wednesday. The Canadian dollar traded for 73.48 cents US compared with 73.34 cents US on Tuesday. The September crude oil contract was down six cents US at US$65.25 per barrel. The August gold contract was down US$46.10 at US$3,397.60 an ounce. This report by The Canadian Press was first published July 23, 2025. — With files from The Associated Press. Tesla profit plunges in second quarter as Musk's turn to politics keeps buyers away
The fallout from Elon Musk's plunge into politics a year ago is still hammering electric vehicle-maker Tesla, as both sales and profits dropped sharply again in the latest quarter. Tesla revenue dropped 12%, and profits slumped 16% in the three months through June as buyers continued to steer clear, and in some cases, turn to more affordable competitors' offerings. "The perception of Elon Musk, its chief executive, has rubbed the sheen right out of what once was a darling and soaring automotive brand," Forrester analyst Dipanjan Chatterjee said in a research note, in which he called Tesla "a toxic brand that is inseparable from its leader." Quarterly profits at the electric vehicle, battery and robotics company fell to $1.17 billion, or $0.33 a share, from $1.4 billion, or $0.40 a share, dropping for a third straight quarter. On an adjusted basis, the company said it earned $0.40, in line with Wall Street analysts' estimates. Revenue fell from $25.5 billion to $22.5 billion in the April through June period, slightly beating Wall Street's forecast. Tesla shares were little changed in after-hours trading as investors awaited Musk's comments on the company's earnings call. Musk, who helped elect President Donald Trump with a massive campaign donation and then headed his DOGE cost-cutting program, has pinned the future of the company squarely on its autonomous Robotaxi venture, which launched in Austin, Texas last month. It's expected to take years, though, before Musk's focus on robotaxis and humanoid robots turns a profit or the company. "We are at a 'positive crossroads' in the Tesla story: Musk is laser focused as CEO, Robotaxi/autonomous expansion has begun, demand stabilization has begun especially in China, and Tesla is about to embark on an aggressive AI focused strategy that we believe will include owning a significant piece of xAI," Wedbush Securities analyst Dan Ives said in a research note. "While near-term and this quarter the numbers are nothing to write home about, we believe investors are instead focused on the AI future at Tesla with a motivated Musk back driving Tesla's future." Foreign EV buyers have also turned away from Tesla toward competitors' vehicles, research shows. Musk alienated potential Tesla customers in Great Britain, France, Germany and elsewhere through his political activities. Rival electric vehicle makers such as China's BYD and German's Volkswagen, meanwhile, have gained market share. Tesla faces other headwinds, too. The new federal budget just passed by Congress eliminates a $7,500 credit for EV buyers. It also wipes out penalties for car makers that exceed carbon emission standards. That threatens Tesla's business of selling its "carbon credits" to traditional car companies that regularly fall short of emission standards. Tesla generated $439 million from credit sales, down sharply from $890 million a year ago.
