
RBI eases priority lending norms for SFBs, unlocks Rs 41,000 cr for low-risk sectors
The number equals about 15% of advances of small finance banks' balance sheets as on March 31, 2025, according to estimates by CareEdge. 'The ability to redeploy this capital into higher-yielding or lower-risk segments such as secured retail, MSME, or housing finance offers significant upside for SFBs,' the rating agency said in a report Tuesday.
The report added that the regulatory shift comes at a time when the gross non-performing Assets (GNPA) for small finance banks increased to 4.35% as of March 31, 2025, compared to 3.50% a year earlier. The rise was primarily driven by SFBs with a higher concentration in microfinance lending. 'In this context, the revised norms offer relief, allowing SFBs to rebalance their portfolios, mitigate concentration risk, and chart a more sustainable growth path.'CARE also said that a lower PSL requirement would create opportunities for SFBs to sell Priority Sector Lending Certificates (PSLCs) or offload excess PSL exposure to other market participants. However, since the PSLC premium is currently low, this change's immediate impact on profitability may be limited in the short term.According to Kotak Institutional Equities, the central bank's relaxation does not solve the PSL compliance challenge for the small and marginal farmers (SMF) sub-sector, where the requirement stays unchanged at 10% of ANBC.
This sub-segment is the most attractive with PSLC commissions in the range of 1.5-2.0% historically. 'In the near term, the relaxation will likely free up additional PSL in other subsectors (where PSLC commissions are much lower) for SFBs to earn modestly higher commissions until the share of PSL assets is in surplus,' the brokerage house said.The banking regulator on Friday lowered SFBs'' priority sector lending target to 60% of adjusted net bank credit (ANBC) or credit equivalent of off-balance sheet exposures (CEOBE), whichever is higher, from 75% earlier. The SFB shall continue to allocate 40% of ANBC or CEOBE to different sub-sectors under the priority sector, while the balance 20% can be allocated to any one or more sub-sectors where the bank has a competitive advantage.

Mechanised sweeping halted in Hyderabad
1 2 Hyderabad: Mechanised sweeping has been halted in the city, and all agencies hiring these machines to GHMC have ceased the activity from June 30 due to a lack of budget and administrative sanction. It has been more than three months since the previous tender for these works was completed. Recently, Hyderabad MP Asaduddin Owaisi wrote to the chief minister A Revanth Reddy, mayor Gadwal Vijayalakshmi, and GHMC commissioner RV Karnan, stating that it was shocking to find out that an elementary activity such as mechanised sweeping is on hold due to a paucity of funds. Xflow secures in-principle nod for cross-border payment aggregator licence
Cross-border payments fintech Xflow received in-principle approval from the Reserve Bank of India (RBI) to operate as an online payment aggregator for cross-border (PA-CB) transactions. The in-principle authorisation covers both export and import flows. The company further plans to service 30,000 businesses by the end of this year. It currently serves over 10,000 businesses. 'The IPA (in-principle authorisation) will significantly strengthen our position in the market as a full-stack cross-border payments platform. With the ability to support both exports and imports workflows, we will be better equipped than ever to simplify global money movement for businesses,' said Anand Balaji, co-founder and chief executive officer (CEO) of Xflow. The company has raised $16.2 million in funding, according to data from market intelligence platform Tracxn. It was founded in 2021 by Anand Balaji, Ashwin Bhatnagar, and Abhijit Chandrasekaran. The Bengaluru-based company is backed by Lightspeed, General Catalyst, and Stripe. Currently, companies such as Skydo, BriskPe, PayPal, EximPe, and Wise have been granted in-principle approval by the banking regulator. Seven other companies have their PA-CB applications under review by the RBI. As of now, only six companies—Adyen India, Amazon Pay India, Cashfree Payments, BillDesk, Pay10, and Worldline ePayments India—have received full licences from the RBI to operate as PA-CBs. Xflow added that the in-principle authorisation follows the launch of its FX AI Analyst product, an AI-powered tool that helps businesses track USD/INR trends, make currency conversion decisions, and maximise earnings on every dollar.
