Exclusion from Bihar voter roll won't affect citizenship: Poll body to top court

The Election Commission of India (ECI) has assured the Supreme Court that the citizenship of an individual would not be terminated if one is found ineligible for registration in the electoral rolls under the Special Intensive Revision (SIR) in a strong defence of the exercise in poll-bound Bihar in an 88-page affidavit, the poll watchdog said it had the authority to request proof of citizenship for "enabling the constitutional right to vote". "No parliamentary law can oust this jurisdiction of the ECI," it ECI's response was to charges by the opposition that SIR was just a "citizenship screening" exercise and would lead to mass disenfranchisement. POLL BODY ON AADHAAR Earlier this month, the Supreme Court refused to pause the electoral roll revision exercise in Bihar, but questioned its timing, coming months ahead of the Assembly top court also asked the ECI to consider Aadhaar, voter ID card, and ration card as valid documents during the verification drive. These are not included in the current 11-document its decision not to include Aadhaar, the election body said Aadhaar is merely proof of identity, and it cannot be accepted as a standalone document for SIR."Aadhaar does not help in screening the eligibility under Article 326. However, this is not to say that Aadhaar cannot be used to supplement other documents to prove eligibility. It is for this reason that the list is indicative and not exhaustive," the ECI affidavit ECI has claimed that a large portion of the population already possesses one or more of the 11 enlisted RECEIVED FROM 90% OF ELECTORSThe poll body said, as of July 18, enumeration forms from 90.12% of the 7.9 crore-strong electorate in Bihar have been collected. If deceased individuals and permanently shifted electors are considered, the SIR has effectively covered 94.68% of the electors who are untraceable despite multiple visits by the BLOs constitute a mere 0.01% of the electorate. The last date for collection of forms is July 25.- EndsTune InMust Watch

After leaving Bajaj, this top German Insurance Giant joins hands with Mukesh Ambani, it is..., plans to... New Delhi: In a major development that promises to disrupt India's reinsurance sector, Jio-Allianz and Valueattics Re—a joint venture between Fairfax's Prem Watsa and Kamesh Goyal's Oben Ventures—have announced their entry into the market, challenging the might of state-run GIC Re in the country's Rs 50,000-crore reinsurance business. It is important to note that GIC Re currently has a 51% market share, while the rest is distributed among 11 foreign reinsurance branches. Jio Financial Services (JFSL) and Allianz Group (Allianz), on Friday, through its wholly owned subsidiary Allianz Europe BV, announced they have entered into a binding agreement to form a 50:50 domestic reinsurance joint venture in the insurance market in India. Here are some of the key details: Jio Financial Services (JFSL) and Allianz Group (Allianz) announced they have entered into a binding agreement to form a 50:50 domestic reinsurance joint venture in the insurance market in India. The two companies entered into a non-binding agreement for setting up equally owned joint ventures for both general and life insurance businesses in India. Both the companies will challenge the dominance of state-run GIC Re in the country's Rs 50,000-crore reinsurance business. Regulatory norms such as mandatory cession and order of preference could benefit the new entrants Regulations mandate Indian insurers to cede 4 percent of each policy to GIC Re. It is important to note that this would be Allianz's third reinsurance entity after its existing branches under the Foreign Reinsurer Branch (FRB) and International Financial Services Centre Insurance Office (IIO) regimes. This proposed company would be an India-incorporated entity with a paid-up capital of a minimum Rs 200 crore. While the other two reinsurance entities focus on specialized reinsurance and specific risk segments, the third entity—an Indian reinsurer—will operate with an independent balance sheet and have the flexibility to offer both treaty and facultative reinsurance. All You Need to Know About GIC Re GIC Re is a national reinsurer The company has long been the anchor of the domestic reinsurance market. In 2023-24, a total reinsurance premium of Rs 62,113 crore was collected by Indian reinsurer GIC Re and foreign reinsurance branches (FRBs). About 81 percent of this business came from within India, which is Rs 50,553 crore. Of this Indian business, GIC Re handled around 51 percent, while the remaining 49 percent was done by the foreign reinsurance branches including global reinsurers like Lloyd's. It is important to note that the Reinsurers operating from within India, like Jio-Allianz and Valueattics Re could get preferential access over cross-border reinsurers in the order of preference mandated by IRDAI. What Does the IRDAI guidelines say? As per IRDAI guidelines, every Indian general insurer must cede 4% of their sum insured on each policy to GIC Re- the Indian reinsurer under compulsory cession rules.

Karnataka HC fines state Rs 2 lakh for snubbing para champion

BENGALURU: The Karnataka High Court said the state should have honoured, not hindered, the spirit of Vishwas K S, who achieved success in international para-swimming without arms. The court also imposed a Rs 2 lakh fine on State Government to be paid by Sports and Youth Empowerment Department officials from their pocket, for denying the champion's rights. 'When a man without arms dives into pools and emerges not just victorious, but triumphant on the international stage, the state is expected to salute that spirit, not stifle his rights by red-tapism,' said the High Court. Despite submitting representations in 2017 and 2023, no amount was given to him. He approached in the High Court in 2023, and Rs 4.74 lakh was paid after the notice was issued. Stating that Rs 2 lakh cost is to be payable towards litigation expenses to Vishwas, who approached the court for not releasing Rs 1.26 lakh out of Rs 6 lakh awarded for winning medals, the court directed the state government to release payment of Rs 1.26 lakh to him. If the amount is not paid within two weeks, the petitioner is entitled to the costs of Rs 1,000 for every day's delay, till it reaches him. 'I deem it appropriate to observe that the focus must not be on bureaucratic technicalities, but on the living human spirit that triumphed against colossal odds. The Government's duty is not merely administrative; it has to be moral, constitutional and humane', said Justice M Nagaprasanna, who passed the order. 'It is nothing but a sad reflection on the functioning of the state's machinery. Such callous indifference, particularly towards a person with disability, calls for not just a correction, but censure. A state that prides itself on promoting sports and inclusivity cannot behave as a litigant, driven by obstinacy and pettiness. It is unfortunate that the state pampers only a few sports and leaves the other sportsmen in the lurch', the court observed.
