Election Commission pushes political parties for immediate appointment of BLAs ahead of SIR roll out
In a letter sent to state poll authorities, the Commission noted that the "entire exercise of SIR will be incomplete without active participation of the political parties." It emphasised appointment of their BLAs "immediately.".
'All political parties must be informed in writing and they should be persuaded for appointment of BLAs immediately, so that these BLAs are in the field during SIR,' the letter stated. The Commission has also sought immediate submission of data on polling stations, Booth Level Officers (BLOs), their supervisors, and the appointed BLAs.

Rajya Sabha deputy chairman Harivansh on Tuesday said the issue of special intensive revision (SIR) of electoral rolls in Bihar cannot be discussed in the House since the matter is sub judice and urged Opposition members to do some self-introspection rather than resort to regular disruptions of the proceedings. Talking about the letter from the leader of Opposition Mallikarjun Kharge about Central Industrial Security Force ( CISF ) personnel entering the House, the deputy chairman lamented the letter being released to the media by Kharge. Kharge, quoting former leader of the House Arun Jaitley, said 'disruption is a legitimate weapon of democracy'. The chair agreed that the members have the right to dissent but said it should be exercised from their respective seats and not from the well of the House or by disturbing other members on their seats. The Opposition has been demanding discussion on SIR in Bihar and several other subjects under Rule 267 which has been regularly denied by the chair. "Some members have been consistently raising varied issues including those that are sub judice or pertain to matters within the jurisdiction of state governments that cannot be raised in the House. Some other members are giving notices on different subjects daily which are in the nature of issues to be raised during zero hour or special mention. It, prima facie, appears that members are themselves not sure on which subject they want to seek suspension of listed business of the day," Harivansh said. Live Events He quoted former Lok Sabha Speaker Balram Jakhar who held in the Lok Sabha that he cannot make any comment upon the actions and decisions of the Election Commission. The deputy chairman stressed that the matter of SIR is sub judice and cannot be discussed in the House. "Regarding raising of sub judice matter, restriction has been self-imposed by Parliament in consideration of the fact that deliberations in a House on a matter which is before the court might influence the latter and thus, the sub judice rule has found a place in the Rules of both Houses of Parliament," Harivansh said. Union parliamentary affairs minister Kiren Rijiju accused Kharge of misleading the House. "The Opposition has alleged that the government deployed personnel from the Army, police and CISF. However, the chair clarified that no external military or police forces were deployed. Only the House marshals were present. Apart from marshals, only members and staff are permitted entry. The Opposition spread falsehood through media... They attempted to lower the decorum of the House,' he told media persons.

Lok Sabha passes bill for ST quota in Goa assembly amid opposition uproar
The Lok Sabha on Tuesday passed a bill to provide reservation to Scheduled Tribes in the Goa assembly, even as opposition protests demanding a discussion on the revision of Bihar electoral rolls continued unabated. Law Minister Arjun Ram Meghwal moved 'The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2025' for consideration and passage amid din in the House. The legislation was passed by a voice vote. Meghwal said over the previous sessions, some amount of discussion on the draft law has already taken place. After his opening remarks outlining the features of the bill, it was passed without further discussion. Parliamentary Affairs Minister Kiren Rijiju said on Monday that the government will be compelled to push for Parliament's approval for its legislative agenda if the Opposition continues to obstruct its smooth functioning with protests. Incidentally, the bill was introduced in the Lower House on this day in 2024 and has been pending since then. This is the first bill to be passed by the Lok Sabha in the ongoing Monsoon session, which has seen disruptions by the Opposition on various issues, including the Special Intensive Revision (SIR) of electoral rolls in Bihar. After the passage of the bill, Sandhya Ray, who was in the chair, adjourned the proceedings for the day as protests by Opposition MPs continued unabated. According to the bill, the population of the Scheduled Tribes has increased considerably in Goa as per the 2011 census vis-a-vis the 2001 census figures. It noted that a "peculiar situation" has arisen in the state, wherein the population of the STs vis-a-vis the population of the SCs is considerably higher -- according to the Primary Census Abstract, 2011 for Goa. The total population was 14,58,545; the population of SCs was 25,449, and the population of STs was 1,49,275. "But no seats are reserved for the STs and they are unable to avail the constitutional benefit of reservation..." As of now, no seat in the 40-member Goa assembly is reserved for the ST community, while one seat is reserved for Scheduled Castes.
