Return used packs, get paid: Himachal's new policy to tackle mountain trash
The initiative, called the Deposit Refund Scheme 2025, will be launched on a pilot basis. It will cover various types of packaging, including glass bottles, plastic drink containers, aluminium cans, liquid cartons, soft plastic packs, and multilayered packaging.
The cabinet meeting, chaired by Chief Minister Sukhvinder Singh Sukhu, also approved the recruitment of 700 Home Guard volunteers in the Home Guards and Civil Defence Department.
"Based on QR code scanning, the vendor will charge a nominal fee, and that will be refunded once the plastic pack is disposed of at the collection centre," said Himachal Industries Minister Harshvardhan Chauhan.
Meanwhile, to improve resource utilisation and support environmental protection, the cabinet authorised the Himachal Pradesh Forest Development Corporation to collect minor minerals and carry out dredging in rivers and ponds situated in forest areas.
Mountain of trash
According to media reports, Shimla generates nearly 2,800 tonnes of solid waste each month, while Manali — a popular tourist destination — produces more than 1,100 tonnes. This amount tends to double during peak tourist seasons.
Apart from major urban centres like Shimla, many smaller towns that draw visitors with their natural charm lack effective waste management systems. As a result, rubbish often accumulates along roadsides and causes blockages in local water bodies.
Earlier in 2018, the state government imposed a ban on the use of thermocol items such as cups, plates, glasses, and spoons to address environmental concerns.
Other cabinet decisions
In another decision, the cabinet approved regular jobs for 203 Panchayat Secretaries (Zila Parishad cadre) who will have completed two years of contract service by March 31, 2025.
The cabinet also decided to shift the Himachal Pradesh Real Estate Regulatory Authority (RERA) office from Shimla to Dharamsala.
A significant change was also made to the Postgraduate/Specialist Services (PG/SS) Policy. The cabinet removed the requirement of a one-year field posting before doctors can apply for senior residency at Indira Gandhi Medical College (IGMC), Shimla, and Dr Rajendra Prasad Government Medical College, Tanda.
This update aligns the policy with that of AIIMS in Chamiyana and aims to simplify the selection process while streamlining the Resident Doctor and PG/SS policies.
Lastly, the cabinet approved the reorganisation of development blocks in parts of Kangra and Hamirpur districts — specifically Sulah, Bhawarna, Lambagaon, and Bhoranj — to enhance local administrative accessibility for residents.

"Explore possibility of setting up bamboo processing factory": Himachal CM Sukhu
Shimla (Himachal Pradesh) [India], July 7 (ANI): Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu chaired the 215th Board of Directors meeting of Himachal Pradesh State Forest Development Corporation (HPSFDC) on Monday and directed the incorporation of modern technology in its functioning. According to the release, CM Sukhu instructed the HPSFDC to equip all timber go-downs with CCTV facilities to ensure better monitoring. He also directed to explore the possibility of setting up a bamboo processing factory in the Gagret area of the Una district to provide remunerative prices to the farmers of Una, Kangra, Bilaspur and Hamirpur districts. He asked to integrate National Transit Passes into the Corporation to facilitate the people, according to the release. As per the release, the Chief Minister said that the HPSFDC had recorded a sale of Rs. 289.91 crore from timber, rosin and turpentine oil in the financial year 2024-25, earning a net profit of Rs. 14.93 crore. 'The sale of HPSFDC was Rs. 267 crore in the financial year 2023-24, and it earned a net profit of Rs. 7.88 crore during the year. In addition to this, it also received royalty amounting to Rs. 41.30 crore from the silviculture felling,' he said, as per the release. Vice Chairman of the H.P. State Forest Development Corporation, Kehar Singh Khachi, Along with Official and Non-official Members of the Board, Additional Chief Secretary K.K. Pant, Principal Secretary, Finance, Devesh Kumar, Principal Chief Conservator of Forests (HOFF), Samir Rastogi, Managing Director of HPSFDC, Sanjay Sood, and other senior officers, also attended the meeting, as per the release. Earlier in the day, while presiding over the 9th meeting of the State Disaster Management Authority, Sukhu said that disasters pose the biggest challenges for the future and combating the adverse effects of climate change is a 'pressing concern' for humanity. The Chief Minister expressed serious concern over the rising incidents of cloud bursts in the State and said that the matter had also been raised with the Union Home Minister, Amit Shah. (ANI)

Himachal Pradesh CM Sukhu flags off 20 e-taxis under RGSSY
Shimla (Himachal Pradesh) [India], July 5 (ANI): Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu flagged off 20 e-taxis from the Himachal Pradesh Secretariat in Shimla on Saturday under the Rajiv Gandhi Swarozgaar Start-up Yojana (RGSSY). According to an official release, under the scheme, the State Government provides a 50 per cent subsidy to youth for the purchase of e-taxis, and so far, Rs 4.22 crore have been disbursed to 59 eligible youth, and a subsidy to 61 more beneficiaries would be released shortly. The Chief Minister said that this would not only provide gainful employment to the youth but also ensure an assured income for a period of five years by attaching them to government offices, with a provision for a two-year extension. He said this would also go a long way in reducing the financial burden of the State. CM Sukhu stated that the State Government was developing its policies with environmental protection in mind. 'Today, we are witnessing the adverse effects of climate change. It is imperative for us to have policies that prioritise environmental conservation. The promotion of e-vehicles and green hydrogen is the need of the hour,' the Chief Minister said. The Chief Minister said that the State Government was also providing employment opportunities in the government sector, and it was also actively creating self-employment opportunities for the youth of the State. 'The hardest part was to obtain the license for HPSEDC as a Recruiting Agency, and we have crossed the bridge. Now the Corporation will enter into MoUs with Consulate Generals of various countries, and we will also train them to improve their skills,' Sukhu said. 'We have undertaken radical reforms in various government departments, which have yielded tangible outcomes. The State has climbed 16th position up from 21st to 5th rank nationwide in providing quality education to students, which was a giant leap forward, a significant achievement for the present State Government,' he added. He said that the State Government was working meticulously to provide healthcare facilities at par with AIIMS, Delhi, in various government medical colleges in the State. NH construction in Himachal on track; state govt failed to use funds: Nadda
The construction of three out of four National Highways is in an advanced stage in Himachal Pradesh and major works would be completed in the next two years, Union Health Minister J P Nadda said in Bilaspur on Saturday. About 2,593 km long, four National Highways are being constructed in the state at an estimated cost of about Rs 38,000 crore. Addressing reporters, Nadda also lashed out at the state government for not utilising the funds allocated by the Union government. "The construction of three NHs is in an advanced stage and major works would be completed in 2026 and 2027 while the project for which Detailed Project Report (DPR) is under preparation would be completed in 2028", he said. Barring the Shimla-Mator National Highway for which preparation of Detailed Project Reports (DPRs) is underway and completion is slated for 2028, the Parwanoo-Shimla, Kiratpur-Manali and Pathankot-Mandi National Highways would be completed in 2026 and 2027, he added. Nadda raised the issue of the state government treating the construction of roads at par with industries, mandating no-objection certificate (NOC) from the Pollution Control Board every year which delays the work and argued that setting of crushers and burning of charcoal for metalling is temporary and stops after the works are completed. "Union Transport and Highways minister Nitin Gadkari has already discussed the issue with the state government and I will also take up the matter with chief minister Sukhvinder Singh Sukhu", Nadda said and also cautioned that if the 'dredging' of River Beas, which is responsibility of the state government was not done, the Highways constructed by the NHAI would suffer huge damage. When asked about the complaints by the people whose properties have been affected during construction by NHAI, Nadda said that these would be disposed of on a case-by-case basis, adding that the government was sensitive and receptive about these issues. Chief Minister Sukhvinder Singh Sukhu on Friday said that large companies were often awarded contracts based solely on their machinery, but they lack understanding of the fragile hill terrain of the state. As a result, they conduct hill-cutting as per their convenience, which causes damage. He advised NHAI to consider awarding such contracts to local contractors familiar with the region. The statement came after a five-storey building and a retaining wall near Kaithlighat-Dhalli four lane in the suburbs of Shimla collapsed in the ongoing week and residents cited negligence of the National Highway Authority of India (NHAI) as the main reason behind the damage. Nadda said that an atmosphere is being created by the state government that the Centre was not helping the state government but in fact the state government has failed to fully utilised the central funds and pointed out that under PM Health Infra-structure mission only 21 per cent has been spent while only 24 per cent of the funds allocated by the 15the Finance Commission for health have been utilised. Nadda also referred to the projects worth crores announced by Union minister Kiran Rijiju for tribal and remote areas and said that he got the Rs 1,000 crore JICA project sanctioned from Economic Affairs ministry under which the contribution of the state government would be only Rs 149 crore and the remaining cost would be borne by the Centre. He said that the Union government stood firmly with Himachal during the natural calamities in 2023 and released Rs 1,700 crore while Rs 1,000 crore have been announced by Union Home Minister Amit Shah for losses suffered during the ongoing monsoon fury.
