
U.S.-India ‘mini deal' by July 9 possible but likely ‘symbolic,' say industry leaders
Such a deal, they added, would be a small beginning in a long journey for the world's largest democracies.
According to Atul Keshap, former Ambassador and President of U.S.-India Business Council (USIBC), a business advocacy group that represents companies in the U.S, India, and the Pacific region, a mini trade deal would be a first step in the two countries' longer journey toward achieving the 'Mission 500' target of $500 billion in bilateral trade by 2030.
'There is great promise in building deeper energy and technology ties, in electronics and IT, which will remain strong pillars of our bilateral trade,'' Mr. Keshap told The Hindu. He further said that clinching an initial agreement would reaffirm the steadfast partnership between the two governments and show both parties were committed to trade as a tool for enhancing economic progress and building new commercial opportunities.
Responding to a query on what could prove to be key sticking points, Mr. Keshap said, 'The more trade between two countries, the higher the chances for disagreements over trade policy. In the end, we need a deal that enables the private sectors of both countries to deliver on the promise of free enterprise and entrepreneurship.''
He further said, USIBC believed that there was great promise in building deeper energy and technology ties, in electronics and IT, which would remain strong pillars of our bilateral trade. 'It is very important that both governments discuss and deliberate on what can increase bilateral trade between the two countries,'' he opined.
Kami Viswanathan, President of Middle East, Indian Subcontinent and Africa (MEISA), FedEx, also said she was hopeful of seeing a mini deal out by the expected time. 'It's due for some time now, and I hope it comes soon. I hope there will be something happening within the timeline itself. That will do good to businesses, trade, and to both countries,'' she anticipated.
Kumar Deep, Country Director-India, Information Technology Industry Council, a Washington DC-based apex body for global tech firms, thought that, 'There is an ever-changing geopolitical situation. We are not sure as to what is going to come out by July 9, will there be a formal trade announcement by that time or not. But it is heartening to see that both governments are closely engaged in having some concrete trade negotiations. That is very positive and earlier we have not seen these energies working towards improving relationships.''
According to Mr. Deep, in the last three months, there have been several delegations visiting New Delhi and Washington. It is a complex deal and the design has to be right for both governments, businesses in both countries and their people, he commented.
Shashi Shekhar Vempati, former Chief Executive Officer of Prasar Bharati (DD&AIR) and co-founder of DataDaan, a nationwide programme designed to promote voluntary data sharing for AI model training and innovation, said the fundamentals of both countries were so robust, and historically India and the U.S have been together in many ways. ``It is only a logical extension that we deepen our ties across technology, supply chain and many other areas and minimise barriers. Things are now looking very positive.''
Pradeep Rao, Director and Chief Architect at Kyndryl, a spin-off from IBM, in his individual capacity said, 'A mini deal by July 9, I do think it's technically feasible, especially if it focuses on low-hanging fruit in the technology and digital trade sectors.''
The timeline, however, was indeed tight, and the deal would likely be symbolic, maybe paving the way for a broader framework, he opined.
Given the strategic importance of the Indo-U.S. tech corridor — covering everything from AI to semiconductors to cybersecurity — both governments have strong incentives to showcase some tangible progress, said Mr. Rao.
The U.S. Chamber has argued against the application of broad-based tariffs, Mr. Keshap said. 'Tariffs are a tax, paid by domestic businesses and consumers, and they undermine growth and productivity.''
The USIBC was also discussing joint investments, co-development of technologies, institutionalising reforms, and building a two-way investment corridor supporting Indian investments in the United States and U.S. investments in India, he said.
According to Mr. Rao, American businesses are indeed protesting the tariffs, particularly in the tech and digital hardware sectors. US companies, from cloud service providers to chipmakers, see India as a fast-growing market and R&D hub, but high tariffs on electronics, semiconductors, and ICT infrastructure hurt their competitiveness.
''Nobody likes tariffs in the U.S, everybody wants a bunch of good trade deals and negotiations. We have been vouching for open market access and a level playing field for all our member companies. There could be all kinds of models, in-sourcing, onshoring, or outsourcing, eventually it should make business sense to all,'' said Mr. Deep.

BEIJING: Chinese foreign minister Wang Yi has told EU leaders that Beijing does not want to see Russia losing its war with Ukraine because the US would then shift its whole focus towards China, a candid admission that surprised officials in Brussels, a media report said. During a four-hour debate on a wide range of issues, Wang was said to have given Kallas a lesson in realpolitik, part of which focused on Beijing's belief that Washington would soon turn its full attention eastward. One interpretation of Wang's statement in Brussels is that while China did not ask for the war, its prolongation may suit its strategic needs, so long as US remains engaged in Ukraine, the Post reported.

Wasn't told of rights at time of arrest: Pannun plot-accused Gupta to NY court
In his latest plea, Indian citizen Nikhil Gupta, accused in the Gurpatwant Singh Pannun assassination plot, has sought to exclude some statements made to law enforcement officers, saying he was not made aware of any rights at the time of his arrest, including the right to remain silent or to an attorney. Documents submitted on Gupta's behalf by his New York-based attorney Nola Heller are learnt to include a motion to suppress certain pieces of evidence and statements, as well as the third count of the second superseding indictment, pertaining to money laundering conspiracy, which can lead to 20 years' imprisonment. 'I was not made aware of any rights at the time of my arrest including any right to remain silent or to an attorney,' Gupta said in the declaration submitted to the court on June 23, along with a motion to suppress some pieces of evidence and drop money laundering charges submitted by Heller. It is learnt that the defence has challenged the use of data from his phones and some of the statements made to Czech and US officials immediately after his arrest in Prague on June 30, 2023. Subsequently, he was extradited to the US on June 17, 2024, to face murder-for-hire charges. Gupta is lodged in a federal prison in New York and his trial is slated to begin on November 3. In his plea, Gupta has said that two American special agents — who questioned him during a car ride in Prague on the day of his arrest — did not talk about the allegations in the case or mention any assassination plot. 'Neither Special Agent Franks nor Task Force Officer Sandobal brought up the allegations in this case to me during the car ride. At no point during the car ride did I mention anything about having someone in New York City killed,' he said in a declaration submitted to New York's Southern District court. Recalling the evening of his detention and arrest in Prague, he said that after exiting the airport, in handcuffs, he was made to board 'a dark coloured SUV with tinted windows'. Besides the five Czech officers, already waiting for him in the car, were two other men — who he later learnt were (US) Special Agent Mark Franks and Task Force Officer Jose Sandobal. 'I respectfully submit this declaration in support of the defense's motions to suppress certain evidence and to exclude statements that the government contends were made by me to law enforcement officers,' he said while submitting the document. On the Czech authorities accessing his phones, the data from which was later used by the US government as evidence, the 53-year-old said: 'The officers had taken three phones from me… they told me they wanted to look at the phones. I did not feel like I had any choice in the matter. I was not given the option to speak with an attorney or to refuse the request.' He said in the declaration that while sitting in the car, the two American officers asked him to sign a form which said he didn't need an attorney for the Americans to question him, which he refused. However, earlier, he had printed his name on 'a piece of paper which he couldn't read, or wasn't read to him'. 'Task Force Officer Sandobal did not give me the time necessary to read the document, and so I printed my name without knowing what the document said,' he said, adding that he was later asked to sign a form. 'I asked what the form was, and Task Force Officer Sandobal told me, in sum and substance, that the form said that I didn't need an attorney for the Americans to question me. I refused to sign my name and did not write anything further on the paper,' Gupta said. Earlier, the jailed Indian national had submitted a signed letter to a federal New York judge seeking dismissal of his indictment, which was later withdrawn as his lawyer informed the court that the filing had been made 'inadvertently'. On May 29, the court received Gupta's letter asking the judge to throw out the charges against him and release him immediately on bail. However, a day later, his defence submitted a letter stating that Gupta did not wish to move forward with the self-filed motion, which was accepted by the court. ‘Open defiance of courts': Lawyer who fought for a decade to get old vehicles banned on Delhi govt's U-turn
In 2014, Delhi-based lawyer Vardhaman Kaushik moved the National Green Tribunal (NGT) over the Capital's choking air pollution crisis. A decade and orders from the NGT and Supreme Court later, a no-fuel ban on end-of-life petrol and diesel vehicles has barely lasted three days. On Thursday, in a letter to the Commission for Air Quality Management (CAQM) — the overarching statutory body for matters concerning air pollution — Delhi Environment Minister Manjinder Singh Sirsa had said that it would not be feasible to enforce the ban 'at this juncture', and 'immediate implementation… may be premature and potentially counter-productive'. The ban came into effect on July 1. The Delhi government's move has drawn sharp criticism from several quarters. According to Kaushik, the 'poor implementation' of the ban order is 'an open defiance of courts'. 'The (Supreme Court) judgment (on fuel ban) had come in long ago, in 2018… and it has not been executed,' Kaushik told The Indian Express. 'The fuel ban was only a way to implement the court's directions. The hue and cry over this now doesn't make sense.' 'This is not a new rule. These rules for end-of-life vehicles have been there for a long time. The judgment is not being taken seriously,' Kaushik said, adding that only a few vehicles have been impounded over the years. Kaushik dismissed the argument that the ban unfairly targets the middle class. 'People who can afford cars and sit in air-conditioned rooms are cribbing at not being able to sell their car at good rates… Their opinion should not matter,' he said. 'The larger population that cannot afford cars bears the brunt of air pollution.' He insisted that emissions, not the age of the vehicles, should be the focus. However, he underscored that age remains a legitimate proxy. 'Even if an age cap is put aside as suggested by the Environment Minister, the fact remains that a (Bharat Standard) BS III or a BS IV vehicle will always be far more polluting than a BS VI vehicle. The government needs to take a call at this juncture.' In April 2015, acting on Kaushik's plea, the NGT had laid the legal foundation for phasing out old vehicles from the Capital's roads. In 2018, the Supreme Court banned diesel vehicles older than 10 years and petrol vehicles older than 15 years in Delhi. The legal backing for the ban was reinforced by the 2018 SC order, which had upheld the NGT order. 'The Transport Departments of NCR will immediately announce that all diesel vehicles more than 10 years old and petrol vehicles more than 15 years old shall not ply in NCR in terms of the order of the National Green Tribunal…,' the order had said. It also mandated the impounding of violators and directed that lists of such vehicles be published on the websites of the Central Pollution Control Board and respective transport departments. Following the CAQM's April order on enforcing a fuel ban, a phased rollout was planned, first in Delhi from July 1, then expanded to the districts of Faridabad, Gurgaon, Ghaziabad, Gautam Buddha Nagar, and Sonipat in November. The plan was to expand the ban to the rest of the NCR from April 1, 2026.
