Tiu confident of higher rice, corn output in Q2 of 2025

Agriculture Secretary Francisco P. Tiu Laurel Jr. on Sunday expressed confidence in a better performance for Philippine agriculture in the second quarter of 2025.
Citing improved weather conditions and government interventions ordered by President Ferdinand Marcos Jr., the DA is expecting a significant rise in rice and corn output.
'Given the latest production forecasts from the Philippine Statistics Authority, we're hopeful this quarter will build on the momentum we saw at the start of the year,' Tiu Laurel said in a statement. 'But we must not let our guard down. We are doubling down on efforts to increase food production while boosting farmer incomes.'
According to the DA, after slowing to a growth of 0.5 percent in the first quarter of 2024 due to El Niño, the agriculture sector rebounded by 2.2 percent in the first quarter of 2025, similar to the growth rate posted in the first quarter of 2023.
The latest PSA projections estimates palay output to reach 4.36 million metric tons in the second quarter, up 13 percent from the same period in 2024. DA said this is also slightly higher than the April forecast of 4.34 million MT.
The increase is driven by both expanded harvest area—up 9.2 percent to 972,730 hectares—and improved yields, projected at 4.48 MT per hectare, from 4.32 MT in 2024.
The DA said rice production has benefited from 'favorable weather, increased government support through the National Rice Program (NRP), Rice Competitiveness Enhancement Fund (RCEF), and stronger palay procurement by the National Food Authority (NFA).'
The NFA currently buys palay between P18 and P24 per kilo.
For corn production, based on standing crops as of May 1, the PSA projects second-quarter output at 1.487 million MT—an increase of 27 percent from 2024. Harvest area is set to expand by 16 percent to 402,690 hectares.
Tiu Laurel also credited contract farming initiatives and sustained irrigation support from the National Irrigation Administration (NIA) that empowers farmers for the projected better performance.
Rice and corn production as major contributors to crop production, which accounts for around 57 percent of the country's agricultural output. —RF, GMA Integrated News

The National Food Authority (NFA) is urging lawmakers to support a proposed bill that will restore its regulatory and market intervention functions—powers that agency officials say are critical to stabilizing rice prices, protecting farmers, and securing the nation's food supply. Speaking at the Bagong Pilipinas public briefing, NFA Administrator Larry Lacson emphasized that bringing back these powers will enable the agency to perform its original mandate of keeping rice prices within reach of both producers and consumers. "Napakahalaga na maibalik yung iba naming functions, lalo na ang market intervention functions," he said. (It's very important to restore some of our functions, especially market intervention functions.) "Ang intention naman is to tame the prices," he added. Under the current setup, Lacson explained, the NFA has limited ability to release rice from its stocks in a timely manner to offset price surges in the market. With market intervention restored, the agency would be able to act more decisively. "Kapag kami ay regular na nakakapaglabas ng aming stocks, mas lalong magiging fresh ang aming stocks dahil mare-replenish. At the same time, gaganda ang daloy ng financial capability namin," he said. (If we can regularly release our stocks, they'll stay fresh because they'll be replenished. At the same time, our financial capacity will improve.) Buying milled rice directly from farmers A major provision in the draft bill allows the NFA to buy not just palay, but also milled rice directly from farmers and cooperatives. Setting floor price for palay, selling price for rice To further support farmers, the NFA will set a floor price for palay based on production costs computed by the Department of Agriculture. For consumers, the NFA will set a ceiling price for the rice it releases to the market, to prevent retailers from excessive markups. "Mayroon ding selling price na ise-set kami para sa mga retailers," he said. (We will also set a selling price for retailers.) "Hindi mapapagsamantalahan ang ating mga consumers," he added. (Our consumers will not be exploited.) Restoring regulatory teeth The bill also seeks to restore the NFA's regulatory powers, including licensing and registration of industry players. This would allow the agency to enforce rules and impose sanctions. "Makakaroon ng ngipin. May kapangyarihan ang NFA mag-sanction. Kapag napatunayan na lumalabag sa batas, puwedeng ipasara." (We'll have teeth. The NFA will have the power to sanction. If they are found to be breaking the law, they can be shut down.) Meanwhile, NFA also expressed its committed to expanding support for Filipino farmers grappling with low palay prices and scaling up the government's P20-rice program to reach 15 million households next year. Lacson assured the public that the NFA has sufficient rice reserves to sustain the ongoing P20-rice program, which has been rolled out through Kadiwa stores and local government partners. As of June, the NFA's buffer stock stands at 11.5 days—well above emergency thresholds—with ongoing palay procurement expected to push reserves even higher. 'Next year po, lahat ng target na 15 million households ay mararating natin,' Lacson said. (Next year, we will reach the target of 15 million households.) Agriculture Secretary Francisco Tiu Laurel Jr. has called on the Cold Chain Association of the Philippines (CCAP) to back the Department of Agriculture's (DA) initiative in accelerating the development of cold storage infrastructure in the country. 'It is a foundation for transforming the agricultural landscape, minimizing post-harvest losses, increasing incomes for farmers and fisherfolk, and delivering safe, high-quality food to Filipino families,' Tiu Laurel told CCAP during its annual membership meeting in Boracay island Malay, Aklan on Thursday. The Agriculture chief said the DA is fast-tracking its cold chain expansion through the rollout of modular and mega cold storage warehouses (CSWs) in major agricultural regions. 'These facilities are designed to be scalable and adaptable, with modular features that accommodate local conditions while maintaining operational efficiency and integrity,' he said. Tiu Laurel said the 'mega CSWs' are being developed to handle large-volume storage, with capacities ranging from 1,700 to over 8,000 pallet positions, serving key production and distribution hubs nationwide. To support a comprehensive logistics ecosystem, the infrastructure will also include refrigerated vans, dryers, tramlines, packaging equipment, and ice plants, according to the DA chief. Tiu Laurel said the DA has allocated P3 billion to build, starting this year, around 99 cold storage facilities aimed at extending the shelf life of fruits, vegetables, and other high-value crops. These planned refrigerated warehouses will feature hybrid systems, designed to operate on both renewable energy sources—such as solar and wind—and electricity from the main power grid. This approach ensures efficient and environmentally sustainable operations, especially in remote or underserved agricultural areas. 'We also recognize that cold storage infrastructure is only one part of the equation,' Tiu Laurel said. 'The development of food hubs and agri-fisheries ports—while more extensive in scope and requiring longer timelines—remains a critical long-term priority,' he added. Beyond boosting storage capacity, the Agriculture chief said the network of facilities will help strengthen regional aggregation, streamline distribution, and improve market access—connecting producers directly with consumers to stabilize supply and lower food prices. Tiu Laurel also emphasized the importance of such investments in empowering rural communities, promoting price stability, and reducing food waste, while building a more resilient and climate-smart agri-food system. According to Agriculture Secretary Francisco Tiu Laurel Jr., the planned reduction of the MSRP for broken imported rice to P43 per kilo starting July 1 will be delayed in consideration of the impact of the recent developments. 'We'll likely delay the rollout by a month or two to gain a clearer picture of where global prices are heading,' he said in a statement. The MSRP of imported rice currently stands at P45 per kilo, a level that has been unchanged since March 31, 2025, reflecting the decline in the prices of the grain staple in the global market. The delay comes as Tiu Laurel cited the heightened geopolitical risks following the US airstrikes on three nuclear sites in Iran, which has threatened American bases in the Middle East in retaliation, driving uncertainty on the global oil supply. 'Although crude oil is not directly used to manufacture fertilizer, natural gas — a key byproduct of oil refining — is essential for producing ammonia, a core ingredient in nitrogen-based fertilizers. Rising oil prices also mean higher transportation costs for fertilizers and other agricultural inputs,' the DA said. 'Oil prices have surged in recent days, particularly after Iran threatened to close the Strait of Hormuz, a critical chokepoint for global crude shipments,' it added. Tiu Laurel said the DA maintains its plan to introduce an MSRP for imported pork in August, wth the final pricing set to be determined closer to the rollout as he said the market is 'extremely fluid' and any forecast made now may not be accurate even an hour later. —AOL, GMA Integrated News
