
U.S. senators aim to arm Trump with ‘sledgehammer' sanctions against Russia
Trump has indicated he would be open to the sanctions bill as relations with Russian counterpart Vladimir Putin grow increasingly frosty.
U.S. special envoy Keith Kellogg is due to begin his latest visit to Ukraine while Trump said he would make a 'major statement... on Russia' on Monday.
Republican Senator Lindsey Graham said he had majority backing in the Senate for his bill, which was gaining momentum as Washington-led peace efforts in Ukraine have struggled to make headway.
The bill would allow Trump 'to go after Putin's economy, and all those countries who prop up the Putin war machine,' Graham told broadcaster CBS news.
Trump, who has repeatedly said he is 'disappointed' with Putin as Moscow unleashed deadly barrages of missiles against Kyiv, has hinted he might finally be ready to toughen sanctions.
Trump held off for the past six months while he tried to persuade Putin to end the war.
But the Republican president's patience appears to be wearing thin, telling reporters during a cabinet meeting at the White House Tuesday that Putin was talking 'a lot of bullshit' on Ukraine.
Last week, Trump also agreed to send Zelensky more weapons, including through a deal with NATO which would involve the alliance purchasing U.S. weapons to send to Ukraine.
On Thursday, Trump appeared to back the bill without detailing whether he would use it to slap sanctions on Moscow.
'They're going to pass a very major and very biting sanctions bill, but it's up to the president as to whether or not he wants to exercise it,' Trump told broadcaster NBC.
Asked during a cabinet meeting about his interest in the bill, Trump said: 'I'm looking at it very strongly.'
'This congressional package that we're looking at would give President Trump the ability to impose 500% tariffs on any country that helps Russia,' said Graham, adding that those could include economies that purchase Russian goods like China, India or Brazil.
'This is truly a sledgehammer available to President Trump to end this war,' said Graham.
'Without a doubt, this is exactly the kind of leverage that can bring peace closer and make sure diplomacy is not empty,' the Ukrainian leader said about the proposed bill in an X post.
Graham and Democratic Senator Richard Blumenthal were to meet NATO Secretary General Mark Rutte on Monday night.
Blumenthal told CBS news they would also discuss the legally thorny issue of unlocking frozen Russian assets in Europe and the United States for access by Ukraine.
'The $5 billion that the United States has also could be accessed, and I think it's time to do it,' said Blumenthal.

Markets Hit Record Highs, Banks Report Q2 Results: Stocks to Watch
Stocks crept higher to kick off an eventful week, with the Nasdaq notching a record closing high ahead of the official start of the second-quarter earnings season. Over the weekend, President Trump upped the ante in regards to his tariff agenda, promising 30% duties on Mexico and the European Union. Officials from both countries are pushing to make a deal before the August 1 st deadline. Adding to the headlines yesterday, Trump ramped up tensions with Russia over the war in Ukraine, threatening to impose 'secondary' tariffs of up to 100% if a deal is not struck soon. Markets seemed to shrug off the latest tariff flareups, looking past any uncertainty as the Q2 earnings season gets underway. Almost 100 companies are on deck to report results this week, including 38 S&P 500 members. Several big banks reported this morning before the open, with the majority of the pack outpacing estimates. A mainly in-line CPI inflation report added to the bullish sentiment. It'll be interesting to see how stocks react to earnings. Looking at the second quarter as a whole, S&P 500 companies are expected to witness 4.7% earnings growth on 4% higher revenues. These figures represent a significant deceleration from the growth trend of recent quarters. Recapping the First Half of the Year It's an exciting time in the stock market right now with the major U.S. indexes eclipsing their former all-time highs. As we make our way deeper into the third quarter, let's take a step back and try to determine what may lie ahead for the rest of 2025 and beyond. It was certainly a first half to remember. The see-saw action translated to one of the most volatile first halves in recent memory. President Trump's trade war sent shockwaves throughout the financial markets, resulting in a nasty correction earlier in the year as investors priced in potential trade outcomes. By April, market performance began to turn the corner, improving rapidly as investors gained more clarity amid signs of trade-talk progress. This is certainly one of the most hated market rallies since the surge in stocks following the onset of the COVID-19 pandemic. There are always reasons that critics can point to as to why stocks can't continue higher, but as we know, stocks climb a wall of worry. Stocks to Watch Megabank JPMorgan Chase JPM led a slew of banks reporting quarterly earnings Tuesday morning. The banking giant reported Q2 earnings of $4.96 per share, beating the Zacks Consensus Estimate of $4.51/share by 9.98%. The bottom line improved 12.7% versus the year-ago period. Revenues for the second quarter of $44.91 billion also topped estimates. JPM stock, a Zacks Rank #2 (Buy), ticked down slightly but remains in a strong uptrend and near 52-week highs: Outside of financials, leading chipmaker Nvidia NVDA saw its stock pop about 4% in the early going after the company stated it is filing applications with the U.S. government to resume sales of its previously restricted H20 GPUs to China. 'The U.S. government has assured Nvidia that licenses will be granted, and Nvidia hopes to start deliveries soon,' the company said in a prepared statement. Nvidia will be one of the last companies to report quarterly results this season in late August. The stock has broken out to all-time highs and is resuming its former momentum: Bottom Line Positive earnings results out of the gate bode well for the remainder of the season. A tame inflation trend in the face of President Trump's tariffs adds to the bullish case. Historical statistics also point to more general market strength over the next twelve months. SHOP's Merchants Drive GMV Higher: Is Growth Thesis Strengthening?
Shopify SHOP is benefiting from strong growth in its merchant base, which is driving its Gross Merchandise Volume (GMV) higher. This growth in GMV reinforces its position as a leading e-commerce platform, attracting both new merchants and deepening relationships with existing ones. Building on this momentum in the first quarter of 2025, GMV was $74.75 billion, which increased 22.8% year over year. Same-store sales growth from existing merchants, a higher number of merchants on SHOP's platform, and strong growth in Europe drove GMV in the reported quarter. Shopify's ability to consistently deliver GMV growth of more than 20% for seven consecutive quarters underscores the strength of its platform and its ability to support merchants in scaling their businesses. In the first quarter of 2025, MercadoLibre reported GMV of $13.3 billion, which jumped 17% year over year and 40% on a FX-neutral basis. With such strong growth, MercadoLibre continues to strengthen its position in the Latin American e-commerce market. To accelerate GMV, eBay continues to make strong efforts to deliver a better buying and selling experience to both buyers and sellers. In the first quarter of 2025, EBAY's total GMV of $18.8 billion exhibited year-over-year growth of 1% on a reported and 2% on an FX-neutral basis. SHOP's Share Price Performance, Valuation and Estimates Shopify shares have risen 9.8% year to date, outperforming the broader Zacks Computer & Technology sector's return of 7.4%.
