Kirkuk employees fall prey to digital scams

Public employees in Iraq's Kirkuk are increasingly falling victim to digital scams through fake mobile apps mimicking Qi Card and Mastercard services, exposing the vulnerability of users with limited tech literacy.
Government worker Hassan Khaled told Shafaq News that scammers often initiate contact through suspicious links or impersonation calls, extracting card details or tricking victims into downloading malicious apps to siphon funds.
Khaled reported that fraudsters exploited the 'Salfni' cash advance feature to withdraw 600,000 IQD (about $431) from his account without his consent.
Another victim, Jamil Al-Obaidi, recounted a similar fraud in which a caller posing as a Mastercard representative warned of salary suspension unless he downloaded a bogus app.
'After complying, 500,000 IQD [around $359] vanished from my account,' he told our agency, urging authorities to ban unverified apps, restrict transactions to certified platforms, and enforce stricter controls on electronic payment systems.
Digital fraud continues to surge across Iraq as smart cards and instant loans become more common, yet neither Qi Card nor Mastercard has addressed the recent breaches publicly.
Speaking to our agency, economic expert Samir Al-Hasani warned that such fraud not only targets individuals but also erodes trust in digital banking and hinders Iraq's financial modernization.
He blamed the rise in scams on poor cybersecurity and a lack of financial education, calling on lawmakers to criminalize digital impersonation and launch national programs promoting safe financial app usage.

Iraq exhumes +65 mass graves of Yazidi victims in Sinjar
Shafaq News – Duhok Specialized forensic teams have exhumed 68 out of 162 known burial sites—both mass and individual—where ISIS committed massacres against Yazidi civilians across Sinjar district since 2014, according to the Investigation and Evidence-Gathering Authority in Duhok. Nechirvan Suleiman, head of the Authority, told Shafaq News that excavation efforts continue in partnership with local and international organizations to open the remaining graves and formally document evidence of the crimes. So far, the identities of 293 victims have been confirmed and buried in designated cemeteries in Sinjar, while the remains of over 450 individuals are still unidentified, he noted, adding that 'the fate of 2,883 Yazidis is still unknown.' Calling for increased technical and logistical support to accelerate the process and ensure accuracy, Suleiman pointed out that excavation teams are working under harsh conditions due to difficult terrain, weather challenges, and overlapping skeletal remains. Families of victims and the missing have renewed their calls to speed up excavation and uncover the fate of their loved ones who remain underground and unidentified. Soumaya Khalaf, a Yazidi woman whose father and two brothers were abducted, told Shafaq News that the remains of one relative were recovered and buried in the Kojo cemetery—designated for Yazidi victims of ISIS in Sinjar—while the others remain missing. Jalal Jassim, another relative, said his son and two brothers disappeared more than 11 years ago, and the family has received no information about their fate, despite repeated follow-ups with relevant authorities and submitting DNA samples. Yazidi lawmaker Mahma Khalil revealed earlier that more than 2,300 Yazidis remain missing, and 52 of 93 documented mass graves in Sinjar have yet to be opened. The Yazidi community, a Kurdish-speaking ethno-religious minority in Iraq, faced persecution by ISIS after the group seized Sinjar on August 3, 2014. Around 1,290 Yazidis were killed, and over 70 mass graves have since been uncovered. The community, numbering about 500,000 in Iraq, observes its New Year on April 17, which the Kurdistan Regional Government has designated a public holiday.

Iraqi PM, Finance Minister sued over 2025 budget delay
Shafaq News – Baghdad A legal complaint has been filed with the Supreme Judicial Council against Prime Minister Mohammed Shia al-Sudani and Finance Minister Taif Sami, Iraqi lawmaker Ahmed Majid confirmed on Sunday. Speaking to Shafaq News, Majid—who represents the Ishraqat Kanoon bloc, a six-member independent group formed after the 2019 protest movement—accused the government of breaching constitutional deadlines by 'failing' to submit the 2025 federal budget tables. He argued that the six-month postponement has weakened parliamentary oversight and disrupted core state operations, while urging the cabinet to immediately submit the full financial documents to restore legislative authority. Separately, MP Haider Muhammad al-Mutairi submitted a formal request to the Presidency of Parliament to summon Finance Minister Sami for public questioning. The request, obtained by Shafaq News, demands clarity on the postponement and its implications for national planning and spending. Sami met with the parliamentary Finance Committee on July 20 to discuss the government's financial program and the 2023–2025 budget law, attributing the holdup to oil market volatility and unresolved budget disputes with the Kurdistan Region, without providing a clear timeline.
