The Justice M.M. Ismail Commission, which investigated allegations of harassment and beating of some Maintenance of Internal Security Act (MISA) detenus at the Madras Central Jail between February 1976 and February 1977, found the charges substantially correct and indicted certain jail officials. The Commission submitted its report to the first AIADMK government, headed by M.G. Ramachandran, on September 26, 1977.
In April 1978, Law Minister K. Narayanaswami Mudaliar told the Legislative Assembly, the government would neither whitewash any crimes committed by officers nor engage in witch-hunting. 'We will avoid both extremes,' he said while responding to the debate on the Commission's report.
According to a report in The Hindu, the Minister mentioned that the government had 'broadly' accepted the Commission's findings. He emphasised that there was no difficulty in taking action on the findings related to the ill-treatment of MISA detenus. However, regarding other findings, Narayanaswami noted that some members felt the Commission had 'fallen short of the expected standard' due to a lack of or insufficient evidence. 'The government will have the opportunity to examine some of this evidence further,' he said.
Upholding rule of law
Any disciplinary action or punishment, he added, would be in line with service rules. 'We are not an authoritarian government but a democratic polity where the rule of law must be upheld,' he said.
The Minister further clarified there would be no unilateral action without consulting legislators, some of whom were themselves former MISA detenus. He quoted the Chief Minister's statement in the Legislative Council (which existed at the time) that after gathering the views of both Houses, consulting legal experts, and meeting with the Cabinet, the government would take appropriate action.

The Haryana Human Rights Commission (HHRC) on Thursday took serious note of the repeated disregard of its orders by senior officials of the Faridabad district administration and the Faridabad Municipal Corporation. The Commission has issued show-cause notices to the Deputy Commissioner and the Municipal Commissioner of Faridabad, warning them of a Rs 20,000 fine per case for contempt of its directions. Commission's member Deep Bhatia, while passing the order, emphasised that 'non-compliance with commission directives not only amounts to contempt of law but also obstructs justice for the aggrieved individuals'. The rights panel pulled up the district administration for not taking effective measures for constructing an alternative road in Bukharpur village, where the villagers are facing issues due to dilapidated roads. 'Indraraj Singh, a resident of village Bukharpur, tehsil Ballabgarh, has stated in his complaint number 153/3/2025 that the main access road to his village is in a severely dilapidated condition, causing great inconvenience to the villagers. The situation is so dire that they are forced to travel through a neighbouring village to reach their destination,' stated HHRC. The commission stated that the deputy commissioner, executive engineer (PWD – B&R), and block development and panchayat officer (Tigaon) were instructed multiple times to submit a report, but to no avail. Despite a formal letter issued by the DC on May 16 to the officers concerned, the officer appeared before the commission. Giving details about the cases, the HHRCs stated that, 'This indicates a careless and casual approach towards a serious human rights matter'. It added that the problem in Singh's village worsens significantly during the rainy season, creating serious difficulties for students, the elderly, and the sick. 'The complaint also mentions that he has submitted several requests to the administration for the construction of an alternative road, but no effective action has been taken so far,' it said. In the case regarding Faridabad Municipal Corporation, the HHRC stated that the civic body failed to take any effective action against environmental violations by industrial units and the improper disposal of polluted water. It issued the order based on a complaint by Deepak Tripathi, a resident of Kapda Colony, NIT Faridabad, who alleged that pollution is causing an adverse impact on public health. 'Similarly, in two other cases (Complaint Nos. 436/3/2023 and 198/3/2023), no officer from the Faridabad Municipal Corporation appeared or submitted any status report, despite clear directives from the Commission. On April 22, 2025, the Commission had specifically ordered that a senior official must appear in person with the latest report and any relevant court orders. These instructions were also ignored,' the commission said. The HHRC also issued show cause notice to the Municipal Corporation in another complaint by Rohtas, a resident of Sanjay Colony, Faridabad (No. 436/3/2023), who pointed to an illegal industrial activity being carried out in a residential area. 'This not only causes environmental pollution but also adversely affects the health, safety, and peace of the residents. The complainant has requested the Haryana Human Rights Commission to intervene urgently and ensure appropriate action is taken', the order cited. 'Given these repeated lapses, the Commission has issued show cause notices to both the Deputy Commissioner and the Municipal Commissioner of Faridabad under Section 13 of the Protection of Human Rights Act, 1993, asking them to explain why a fine of Rs 20,000 per case should not be imposed on them for wilful disobedience. The Commission has directed the officials concerned or their authorised representatives to appear personally and present the required reports on the next hearing dates,' said Dr Puneet Arora, Protocol, Information & Public Relations Officer of HHRC. The next hearings are scheduled for September 22 (for the Municipal Corporation cases) and October 8 (for the district administration case).

'Our alliance will win but the AIADMK will form the government independently,' EPS said in response to Shah's comments, adding, 'It is the AIADMK that leads this alliance. So it is my decision. BJP has also clarified that I will be chief minister. What more do you need?' EPS added that Shah meant that the alliance will form the government but that did not mean it will be a coalition government. Earlier, on July 12, EPS had said that the AIADMK would secure a majority on its own. EPS is currently on a state-wide tour ahead of next year's elections and is campaigning alongside BJP leaders. Shah had told a Tamil daily in June that the NDA will form a coalition government in Tamil Nadu after the 2026 assembly elections, sparking a political controversy and push back from the AIADMK. Senior AIADMK leaders had said that Tamil Nadu voters would reject a coalition government, citing the example of the1980 assembly elections in TN – when the DMK and the Congress proposed a coalition government and were rejected by the people, who proceeded to vote the AIADMK in as the single largest party. Both the DMK and the AIADMK, have historically resisted coalition governments in Tamil Nadu, even though they have been part of coalition governments at the national level. In the 2006 assembly elections, when no party had an absolute majority, then-DMK chief M Karunanidhi formed a minority government with outside support from parties such as the Congress and Left parties. The AIADMK and BJP came together for the 2019 Lok Sabha elections. AIADMK walked out of the NDA in 2023, accusing then-BJP state chief K Annamalai of insulting its leaders. After a bitter separation, the two parties came together on April 11, when Shah announced in Chennai that they would fight the 2026 elections together and form a coalition government. The two parties fought the 2024 Lok Sabha elections separately. Both were handed a sound defeat by the ruling DMK, which swept the election as part of the INDIA bloc, winning all 39 parliamentary seats. The AIADMK registered a 20.4% vote share in one of its worst performances while BJP, which was contesting in a larger number of seats, registered one of its best performances in TN with a 11.4% vote share. 'No attempts to create a rift in the alliance will succeed. This is a stable alliance,' EPS said on Wednesday. He also said that the DMK was showing double standards, having joined hands with BJP in the past but criticising the AIADMK for forming an alliance. Responding to reporters' questions on EPS's comments on Wednesday, BJP state president Nainar Nagendran also added that there was no rift. 'He (EPS) said that our alliance will form the government. That will happen. There is nothing more to talk about it, is there?' Nainar said.

This incident comes days after the National Human Rights Commission (NHRC) of India took suo motu cognisance of a media report regarding the alleged murder and burning of five members of a Scheduled Tribe family in Purnia district, Bihar, on the night of July 6. The incident reportedly occurred due to accusations of witchcraft. The NHRC has raised serious concerns over potential human rights violations and issued notices to the Chief Secretary and Director General of Police, Bihar. The Commission has sought a detailed report within two weeks, encompassing the current status of the investigation and any actions taken against those responsible. In addition, the Commission has urged the State Government to ensure the safety and psychological support of the sole survivor, a 16-year-old boy who witnessed the incident and lost his entire family. Notably, the law and order issue has taken center stage in Bihar ahead of assembly elections, with the opposition accusing Chief Minister Nitish Kumar's government of deteriorating conditions.
