Riyadh: The Saudi Central Bank (SAMA) announced in a press release today the launch of the draft 'Update to the Implementing Regulations of the Finance Companies Control Law' for public consultation through 'Istitlaa' Platform of the National Competitiveness Center.
The draft update comes as part of SAMA's supervisory and regulatory role over the finance sector, as well as its continuous efforts to support the sector's stability and growth by increasing the aggregate finance amount offered by a finance company.
Moreover, the update includes easing the requirements for companies applying for licenses by reducing the bank guarantees required to submit licensing applications. The update also includes a revision of relevant provisions stipulated by related parties and outlines cases of expiration of licenses granted to finance companies.
The submission window for feedback and comments on the draft 'Update to the Implementing Regulations of the Finance Companies Control Law' will be open for 30 days. Afterward, all feedback and comments will be considered, and the final version will be approved.

JEDDAH — Foreign investments in the Saudi economy have exceeded SR3 trillion by the end of the first quarter of 2025. According to the data released by the Saudi Central Bank (SAMA), foreign investments increased for the first time during this period to SR3,048.5 billion, a 16 percent increase compared to the same period in 2024. Foreign investments include foreign direct investment (FDI), which represents 33 percent of the total, equivalent to SR995.5 billion; portfolio investments, which include equity, investment fund shares, and debt securities valued at SR1,244.6 billion; and other investments valued at SR808.4 billion. It is noteworthy that foreign investment inflows into Saudi Arabia jumped by 24 percent during the first quarter of 2025, reaching SR24 billion (approximately $6.4 billion). On the other hand, outflows amounted to SR1.8 billion ($480,000), a 54 percent decrease, bringing net foreign investment inflows to SR22.2 billion ($5.9 billion), a 44 percent increase compared to the same quarter last year, according to data from the General Authority for Statistics (GASTAT). During the year 2024, foreign direct investment (FDI) inflows to Saudi Arabia reached approximately $26 billion, exceeding the interim target set by the government. Saudi Arabia - The e-commerce sales in the Kingdom of Saudi Arabia via "Mada" cards for the first quarter surged to a new high hitting over SAR69.3 billion ($18.4 billion), achieving an annual growth of 56% and an increase of SAR25 billion ($6.6 billion) compared to the same period in 2024, during which sales reached SAR44.4 billion ($11.8 billion), reported SPA. The number of transactions executed via Mada cards exceeded 370 million during the first quarter, while sales achieved a quarterly growth of 26%, an increase of approximately SAR14.1 billion, compared to SAR55.2 billion in the fourth quarter of 2024, stated the report citing the statistical bulletin issued by the Saudi Central Bank for May. Measuring monthly performance, e-commerce sales via Mada reached approximately SAR27.4 billion in May, registering an 18% growth from the previous month, when sales reached SAR23.3 billion, with transactions exceeding 147 million. The data showed a cumulative growth of 31.3% during the period from January to May 2025, an increase of approximately SAR6.5 billion, compared to sales of SAR20.9 billion in January, it added.
