Dubai real estate: Strategic investment hotspots emerge as market posts historic $18.19 billion transactions in May 2025

Dubai's real estate market posted yet another month of record-breaking activity, with sales transactions reaching AED66.8 billion ($18.19 billion) across 18,700 deals last month.
In its May 2025 report,
Property Finder
revealed that this historic achievement represents a staggering 44 percent year-over-year surge in transaction value and a solid 6 percent increase in volume, signaling robust market confidence and sustained investor appetite for Dubai properties.
'Just when we thought April was Dubai's most significant month in terms of transaction value at AED62.1 billion, May eclipsed this with AED66.8 billion in transaction value. This underscores the sustainability of the trends driving current growth,' stated Cherif Sleiman, chief revenue officer at Property Finder.
Primary ready sales surge 314 percent
The historic performance of Dubai's real estate market was driven by strong growth in ready transactions for both primary and secondary segments. Primary ready sales more than quadrupled compared to May 2024, reaching AED17.9 billion. This represented a 314 percent increase in value across 2,400 transactions and a 145 percent growth.
Secondary ready sales also reached a new peak, with 6,078 transactions worth AED24 billion, representing 8 percent and 21 percent year-over-year growth in volume and value, respectively, underscoring strong and sustained demand in the resale market.
'Dubai continues to lead real estate innovation by example, as evidenced by the recent launch of the region's first licensed tokenized property investment platform by Dubai Land Department. With the remarkable growth in population this year, welcoming nearly 1,000 new residents each day, double that of last year's daily visitor arrivals, demand for housing is poised to reach peak levels,' added Sleiman.
The primary market continued to dominate in May 2025. Overall, primary ready and off-plan sales skyrocketed, rising by 65 percent year-over-year to reach AED37 billion. Meanwhile, the secondary sales market set a new record in May 2025, with AED29 billion in transaction value and 8,471 transactions, up 23 percent and 15 percent year-over-year, respectively.
'Against this backdrop, the real estate market is enjoying positive momentum, fuelled by digital transformation, international investor appetite, and a surge in demand for premium living,' added Sleiman.
Strategic investment hotspots emerge
Across Dubai's real estate market, key investment areas emerged last month. Business Bay emerged as a premium investment magnet, capturing 5 percent of total primary transaction value despite representing only 3 percent of volume, indicating high-value, sophisticated investment activity.
Meanwhile, Al Barsha demonstrated broad market appeal, accounting for 2 percent of total value while commanding 5 percent of transaction volume, showcasing strong demand across price points.
A notable AED1.5 billion land transaction in Palm Deira further underscored institutional confidence in Dubai's long-term growth trajectory, bolstered by strong resale activity in key communities such as Business Bay, Al Barsha and Wadi Al Safa 3.
'Real estate leaders who participated in Property Finder's recent roundtable are confident of transaction activity picking up throughout 2025, buoyed by unprecedented interest from international investors, alongside a strong off-plan performance and vibrant luxury resale activity. These trends speak to the city's enduring appeal and resilience, even amid global uncertainty. Apartments dominate demand
Consumer preferences have remained steady for the past year, with apartments dominating demand from home seekers, representing 78 percent of rental searches and 60 percent of buyer interest.
While studios attracted 21 percent of rental searches and only 15 percent of purchase interest, one-bedroom units commanded 35 percent of purchase searches and 38 percent of rental searches.
This imbalance could potentially suggest that while studios are more attractive for budget-conscious renters, buyers tend to prioritize larger units due to perceived long-term value, livability or investment potential.

United Arab Emirates: The Ministry of Sports held the second 'User Experience Lab' (UX Lab) of 2025 to enhance customer experience for sports clubs, companies, and all private‑sector sports institutions, with regard to obtaining four key sports licensing services – issuing, renewal, activity additions and data updates. The initiative is a part of the Ministry's ongoing efforts to enhance its services, aligning with the sports sector's digital transformation strategy, aimed at advancing the goals of the 'Zero Government Bureaucracy Programme'. It highlighted the challenges faced by private‑sector sports organisations when submitting license applications and familiarised them with the various services through a comprehensive simulation of the digital customer journey, analysis of current steps and procedures, as well as customer consultation. H.E. Ghanim Mubarak Al Hajeri, Undersecretary of the Ministry of Sports, attended the event, along with technical teams from the Telecommunications and Digital Government Regulatory Authority (TDRA), and the Ministry's Customer Happiness Office. At the end of the Lab, His Excellency honored the attendees representing the Ministry's private sector partners. Mr Mohammed Nasser Amer, Manager of Customer Happiness Office at the Ministry of Sports, reaffirmed that the 'UX Lab' is critical to ensuring user participation in service evaluation and redesign processes. He remarked: 'We strive to empower our partners in the national sports sector and private‑sector, ensuring that they play a key role in the development of the sports services ecosystem. Therefore, they are deeply aware of the present challenges and well-equipped to devise suitable solutions. Improving customer experiences is not just about simplifying the process, but also about designing an integrated and comfortable journey that meets customers' needs and aspirations, while delivering real benefit.' He further stated: 'This transformation needs to happen by analysing real-life user journeys, listening to user feedback and determining how to best leverage the Ministry's sports services with ease. Hence, we have organised the Lab to transform day-to-day challenges faced by private‑sector sports entities into opportunities, which can enhance the performance and quality of sports licensing services, in line with government directives, while supporting the broader sports investment ecosystem.' The event featured interactive one-hour sessions with representatives from across five private‑sector sports organisations. Each session showcased the complete licensing application journey, identifying potential improvements from the customers' perspective. In addition, solutions were proposed to streamline procedures, reduce steps and processing time of services, and enhance administrative integration, reinforcing sports governance excellence in the UAE. Sharjah is implementing is executing the electricity and water distribution networks for Al-Muhtadi residential complex in the third phase of the Wadi Al Helo area. The initiative by Sharjah Electricity, Water, and Gas Authority (Sewa) includes the establishment of an 11 kV electricity distribution station, installation of five electrical distribution boxes, and the extension of medium-voltage cables spanning one kilometer and low-voltage cables extending 1,920 metres. The project is expected to be completed next month, with a total cost of Dh1,100,000. Engineer Youssef Al-Hamadi, Director of Khorfakkan at the Sharjah Electricity, Water, and Gas Authority, explained that the project aims to strengthen the electrical infrastructure in Al-Muhtadi, ensuring sustainable electrical services that meet the needs of residents and future projects. The project adheres to the highest standards of quality and safety. Additionally, the water network for the new Al-Muhtadi residential complex in Wadi Al Helo is being constructed to the highest specifications, utilising GRE pipes, which are among the best types available, with a cost of Dh232,154.

The outlook for foreign direct investment (FDI) in the GCC and broader Mena region is becoming increasingly optimistic despite ongoing geopolitical tensions and global economic uncertainties. A series of new studies from Bloomberg, S&P Global Market Intelligence, and the United Nations Conference on Trade and Development (Unctad) highlights how the UAE and Saudi Arabia are emerging as global frontrunners in attracting foreign capital, positioning the region as a hub for international investors in search of resilience, innovation, and strategic diversification. According to the Unctad World Investment Report 2025, the UAE surged to 10th place among the world's top FDI destinations in 2024, recording an inflow of $45.6 billion—an increase of nearly 49 per cent from $30.68 billion in 2023. The UAE accounted for 55.6 per cent of total FDI inflows into the Middle East, which collectively stood at $82.08 billion. Other major regional recipients included Saudi Arabia with $15.73 billion, Turkiye with $10.59 billion, and Oman with $8.68 billion. The UAE's rise reflects its aggressive economic reforms, investor-friendly regulations, world-class infrastructure, and robust commitment to future-focused sectors like artificial intelligence (AI), renewable energy, and advanced manufacturing. As noted by Unctad, this trend cements the country's growing importance in global capital flows, outpacing many mature economies. The Bloomberg Media's seventh Global FDI Outlook report, Rebalancing in Real Time, further underscores this shift. Based on a survey of 2,600 global executives — including 227 from Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, the UAE, Egypt, and Morocco — the study finds that the Mena region leads the world in FDI ambition, with 90 per cent of decision-makers expressing intent to expand internationally. This compares to a global average of 76 per cent. The average investment plan in the region was $239 million, well above the global average of $194 million. FDI interest in the region is no longer solely driven by traditional sectors like oil and real estate. There is growing investor focus on cost efficiency, supply chain reliability, and emerging technologies. Compared to 2023, FDI project interest grew by 10 percentage points in manufacturing, four points in supply chains, and three points in new market expansion. The UAE and Saudi Arabia are investing heavily in AI, with 53 per cent of Mena-based respondents planning to allocate capital to the sector in the next one to three years—making it the top emerging area for investment. Junaid Ansari, head of Investment Strategy and Research at Kamco Invest, said: 'The competition between the US and China to deepen investment linkages in Mena has opened a window of opportunity for the region. GCC countries, led by the UAE and Saudi Arabia, are skillfully leveraging this geopolitical dynamic to attract long-term, strategic capital.' S&P's report has cautioned that after a decade of strong FDI growth across both GCC states and North Africa, 2025 may see a brief moderation due to investor caution over changing US trade policies, volatile oil prices, and the slower-than-expected pace of some GCC economic diversification plans. However, a weakening US dollar could play in the region's favour, reducing the cost of capital for European, Chinese, and Indian investors while enhancing the external competitiveness of GCC economies with currencies pegged to the dollar. Mohamed Ali Omar, associate at S&P Global, said the current weakness of the dollar served as a competitive advantage for GCC nations. 'This dynamic, combined with proactive structural reforms, enhances the region's attractiveness even in a complex global environment.' The conflict in the Middle East, cybersecurity threats, and increased trade barriers remain top concerns for investors, particularly in the wake of recent geopolitical developments and tariff hikes by the US. Despite these challenges, the region is maintaining a pragmatic and resilient approach to growth, particularly through sustainability and ESG integration. The Bloomberg report highlights that 69 per cent of Mena decision-makers have already integrated ESG criteria into their FDI strategies, compared to a global average of 56 per cent while 29 per cent plan to do so in the near future. This strong regional focus on sustainable investment is positioning the GCC not just as a financial hub, but also as a leader in green transformation. The report also reveals that optimism in the Mena region is largely tied to the easing of US-China trade tensions, with 76 per cent of regional respondents citing this as the most encouraging global economic development. It's a sentiment that reflects growing confidence in the region's ability to navigate and benefit from shifting global alignments. FDI experts believe that as the world reconfigures investment priorities in the post-pandemic, post-globalisation era, the GCC—particularly the UAE and Saudi Arabia—is emerging as a sought-after destination for FDI capital, driven by its strong macroeconomic fundamentals, forward-looking governance, and unwavering commitment to technological and sustainable advancement.
