Why is self-censoring tape appearing all over Tokyo's host club ads?【Photos】
In May, the Japanese government passed new ordinances regarding host clubs, bars where women pay for the privilege of having handsome men sit, drink, and chat with them. The changes were prompted by recent increases in instances of women falling into heavy debt at host clubs and then being pressured to take on work themselves at hostess clubs or other sexual entertainment providers in order to pay back the money they owe.
This wasn't a case of politicians punting the issue into the far future for other administrations to deal with, either, as the amendments to the Entertainment Business Law are already in effect. As of June 28, it is now illegal for hosts to exploit customers' romantic feelings as a means to coerce them to spend more money at their club. More concrete amendments to the law also make it illegal for host clubs to allow customers to drink on credit (thus going into debt to the club), and the system of 'scout back' payments, in which host clubs would receive payments for referring in-debt female customers to hostess club owners, adult video producers, and other adult entertainment employers.
There's one other major change to the law, and it affects how host clubs are allowed to advertise. As it so happens, SoraNews24 headquarters in Tokyo isn't that far from the section of the Kabukicho neighborhood that has one of Japan's largest number of host clubs, and well as one of the densest concentrations of horst club billboards. So now that the Entertainment Business Law revisions are in place, we decided to stroll on over and see what's changed, and sure enough, the place is looking different these days.
We've blurred the faces and names of the hosts/host clubs in these photos, but the large and numerous blacked-out sections? That's not photo editing on our end – that's how host club ads in Shinjuku actually look right now.
The above photo was taken at the Ecolo Park Kabuki-cho 21 parking lot corner, which has been covered in host club ads for many years. About a third of the space now is solid black, with entire advertisements entirely removed or completely covered.

So why the change? Under the new laws, it's now illegal for host clubs to publicize an individual host's earnings for the club, either in numerical terms or relative references like 'our club's number-one host,' in its advertising. References to things such as being the club's most often requested host from customers is also banned, as are both titles and pseudo-titles, such as 'the million yen-a-night player.'
Broadcasting an aura of success has long been a major part of host club marketing, as creating the mystique that a host is in high demand makes time with him feel like a previous commodity, and a host who's then skilled enough to make the customer he's talking to at that moment feel like he's especially fond of her gives her an additional ego boost by making her feel like she stands out from the rest of his admirers. It can also act as lucrative leverage in convincing customers to spend beyond their budget, because of course they don't want their favorite host to lose his status as one of the club's brightest stars, do they?
Now all of that is off the table in terms of allowable advertising though, which means that there's a lot of stuff that needs to be covered if host clubs want to keep their existing signs up. While wide strips of black tape is the most common way host clubs are complying, some have picked other colors top try to blend into the ads background better or tried to do a street art-style paint-over.
With the short time between when the new ordinances were announced and when they went into effect, odds are all the self-censoring tape is just a temporary response while waiting for new signs to be printed that are compliant with the new law, but host club advertising is going to look a little different going forward.

Teachers Committing Indecent Acts: Schools Obliged to Check Individual History of Punishment
There has been no end to cases of school teachers committing indecent acts against children, causing great anxiety among parents and guardians. Despite these circumstances, can it not be said that schools and other places of education lack a sense of urgency to tackle the situation? It has recently been discovered that 5,480 corporations operating private kindergartens and elementary, junior high and high schools did not use a national database to check whether people they may hire as teachers have been punished in the past for indecent acts against children. The figure accounts for 75% of the corporations that responded to a survey conducted by the Education, Culture, Sports, Science and Technology Ministry. The database currently lists 2,698 people, including former teachers who have had their teaching licenses revoked for committing indecent acts. The database has been in use since fiscal 2023 so that boards of education across the nation and private school corporations could search the records to help them determine the suitability of candidates when hiring teachers. Of the corporations that responded to the ministry's survey, 42% had not even registered themselves as database users, and 33% had registered but did not use the system. Using the database is required by law, and failure to do so constitutes a violation, but many corporations said they were unaware of this obligation. There have been cases in the past where teachers who had committed sex crimes were hired in another prefecture and committed similar crimes again. To prevent such situations from occurring, utilizing the database is essential. It is appalling that many private schools have neglected to use the database. It can be said that their lack of awareness of the situation has been exposed. No matter how good a system is, if it is not used, it is meaningless. As for public schools, the boards of education in Hokkaido and Nagoya were among those that did not make proper use of the database. Viewing the situation as serious, the ministry has decided to also look into the precise picture of the system's use by national and public schools nationwide. As well as checking whether the database is being used, it is also necessary to ensure that teachers with problems have not already been hired. In fiscal 2023, 157 teachers were punished for committing indecent acts against children. Earlier this year, a shocking case came to light in which elementary school teachers in Nagoya and others allegedly shared videos of children secretly filmed on a social media group chat. The government is said to be launching a system dubbed the Japanese version of the DBS (Disclosure and Barring Service) in late 2026, for employers to inquire about the sex-related criminal history of individuals working in jobs involving contact with children. Inquiries will apply not only to candidates to be hired but also to those already employed. Making inquiries with the envisaged system will be mandatory for schools and childcare facilities, while private businesses such as cram schools and sports clubs can use the system on a voluntary basis. Combined with the database of teachers' records of punishment, the wide use of the planned system will help protect children. The government must strive to make these two systems thoroughly known among relevant establishments and encourage their use. The mental and physical trauma suffered by children who have been betrayed by adults they trust runs deep. The despicable sexual violence that abuses hierarchical relationships must not be tolerated. Vietnamese technical intern arrested over murder-robbery in Saga
Investigators examine an area near a home where a woman was killed in Imari, Saga Prefecture, on Sunday. A Vietnamese technical intern was arrested Sunday for allegedly killing a woman during a robbery at her home in the southwestern Japan city of Imari, police said. Food processing worker Dam Duy Khang, 24, is accused of killing and robbing Maiko Mukumoto, a 40-year-old Japanese language teacher in Saga Prefecture, at her home on Saturday. He was sent to prosecutors on Monday. Mukumoto's mother, aged in her 70s, sustained injuries to her neck in the attack. Police seized a blood-covered knife from the suspect's dormitory near the crime scene in Imari. The man refused to answer questions after his arrest, they said. The suspect lives with Vietnamese colleagues who are also employed via the foreign trainee system, police said. "I'm surprised (by his arrest) because he had a serious work ethic and was never absent without permission," an official of the food processing firm said. Japan's technical internship program is intended to transfer skills to developing countries, but is often criticized as a method to import low-wage labor. It is unclear whether the suspect and the murdered woman knew each other. Mukumoto's mother told investigators she had never seen him before. The suspect entered the victim's house at around 4:20 p.m. and threatened Mukumoto with a knife. It is alleged he stole 11,000 yen ($74). Mukumoto's neck was slashed, and she sustained additional wounds to other parts of her body. A masked man believed to be the suspect was captured on the home's doorbell camera. He rang the intercom and forced his way inside when the older woman opened the door, demanding "money" in Japanese. Japanese police seek info on French woman who vanished 7 years ago
UTSUNOMIYA, Japan - Japanese police on Monday renewed calls for information about a French woman who disappeared seven years ago during a trip to a tourist spot north of Tokyo. Officers distributed flyers around Tobu Nikko Station and JR Nikko Station in Tochigi Prefecture, seeking details on the whereabouts of Tiphaine Veron after she went missing on July 29, 2018, at the age of 36. "I am grateful that the police are distributing flyers," said Veron's brother Damien, 45, who also took part in handing them out. "I want the investigation to continue and for her to be found." According to police, Veron went missing a day after checking in at her accommodation in Nikko, leaving her luggage and passport in her room. The flyers were handed out in Japanese, French, English and Chinese. "We hope that the flyers will spark interest," said Miko Obuchi, an official the Tochigi prefectural police. "The number of tips we receive has been decreasing every year, so we want everyone to check their smartphones for any photos that might provide clues about Ms. Veron." She is about 165 centimeters in height with brown hair. Information can be provided to the Nikko Police Station at 0288-53-0110.
