Perikatan MP references May 13 riots in Parliament, causes uproar
KUALA LUMPUR: A fiery exchange erupted in the Dewan Rakyat after Pendang MP Datuk Awang Hashim sparked outrage by referencing the May 13 racial riots while criticising the 13th Malaysia Plan (13MP) for allegedly sidelining the bumiputera community. Debating the five-year national development roadmap, Awang questioned why the plan included a development blueprint for Chinese new villages, but lacked similarly targeted initiatives for the bumiputera. The Perikatan Nasional MP claimed that funding for Chinese new villages was not a problem. "But in 13MP, there is no specific development for the bumiputera, and when we look back at the May 13 incident, one of the elements was economic pressure on the bumiputera. 'That's why 1MP to 13MP exist, to rebalance income and the economy among the races. But 13MP has nothing specific for the bumiputera," he said. His remarks drew swift condemnation from RSN Rayer (PH–Jelutong), who cited Standing Order 36(9)(c), which prohibits statements that may incite ill feelings or hostility between races. 'Pendang (Awang) is suggesting that May 13 could happen again. That's dangerous and irresponsible,' said Rayer, urging Deputy Speaker Alice Lau to order Awang to retract the statement. Awang defended himself, accusing Rayer of slander and misquoting him. 'This is slander. He's not even quoting me accurately,' said Awang. Rayer shot back, saying: 'We don't object to development in Chinese New Villages. But it's not right to repeat the notion that May 13 can happen again.' Awang insisted he was merely pointing out an imbalance, referencing a statement by the Prime Minister on enhancing socio-economic development in Chinese new villages. 'Is it racist to mention 'Chinese' or 'bumiputera'? If I use these words, does it automatically make me racist?' he asked. Deputy Speaker Lau declined to make a ruling, saying the minister in charge would address the matter. She advised Rayer to file a formal motion with the Speaker if he wanted further action.

Parliament: Tempers flare as opposition MP issues May 13 'warning' over 13MP
KUALA LUMPUR: Tempers flared in the Dewan Rakyat today after Datuk Awang Solahuddin Hashim (PN-Pendang) warned the government about a possible repeat of the May 13, 1969 race riots. He alleged this could happen because the 13th Malaysia Plan (13MP) "sidelined Bumiputera interests". The uproar began when Awang interjected during opposition leader Datuk Seri Hamzah Zainudin's debate speech on the 13MP, claiming the plan lacked development for Bumiputera while discussing on Chinese new villages. "We agree that funding for Chinese new villages is not an issue. However, the 13MP clearly lacks specific development for Bumiputera. "We know that one element leading to the May 13 incident was economic pressure on the Bumiputera community. "So, the 1MP to 12MP were created to rebalance income and the economy among these races. The 13MP has nothing (specific for Bumiputeras). "Is the government trying to revert to the May 13 incident?" Awang's remarks prompted objections from RSN Rayer (PH-Jelutong), who urged Deputy Speaker Alice Lau to order a retraction. "I refer to Standing Order 36(9)(c), which prohibits words likely to incite ill-will between different races in Malaysia, or violating any conditions in the constitution or the Sedition Act, should not be used. "I heard Pendang debating and interjecting, suggesting that the 13MP is biased and does not prioritise Bumiputeras, giving priority to the Chinese community instead and making statements that will cause ill-will," Rayer said. He requested that Awang's statement be retracted, and that he apologise. Awang, however, dismissed the allegation as slander, arguing that Rayer misrepresented his words. "This is slander. You did not quote what I said. That is why even DAP members do not accept you, (and that) you lost the CEC (central executive committee) selection," he said. Awang insisted that his remarks were based on statements made by Prime Minister Datuk Seri Anwar Ibrahim during the tabling of the 13MP. Lau then intervened, asking both MPs to sit.

Pakistan adds Chinese attack helicopters to upgrade aging fleet
ISLAMABAD: Pakistan has officially added a new Chinese attack helicopter to its military arsenal - the Z-10ME - a similar model to the one China uses to patrol its border with India. The Pakistan Army Aviation Corps held an induction ceremony on Saturday (Aug 2), calling the helicopters a "state-of-the-art, all-weather platform' capable of precision strikes both day and night. They didn't disclose how many helicopters were acquired, but said the aircraft is equipped with advanced radar and electronic warfare systems. This latest addition marks an upgrade for Pakistan's military, which has relied on aging US-made AH-1 Cobra and Russian Mi-35 Hind helicopters. The new Chinese helicopters are meant to modernise that fleet. This would also be the first export deal of the Z-10ME, Chinese state-run Global Times reported. Defence ties between China and Pakistan have come under focus since the conflict between India and Pakistan in May. Pakistan said it used Chinese J-10C jets to shoot down Indian aircraft, including French-made Rafale jets. An Indian military official acknowledged the loss of "some aircraft,' but added that it's because of initial instructions not to attack Pakistan's military or air defence. Reuters reported on Saturday that Indian forces may have underestimated the range of the China-made PL-15 missile fired by the J-10 fighter, which led to the loss of the Rafale jets. Reuters said India's defecse and foreign ministries did not respond to its requests for comment. The Z-10s, built by Changhe Aircraft Industries Corp., are medium-weight attack helicopters deployed in politically sensitive regions like the Tibet Plateau and the Taiwan Strait. China previously sent three Z-10s to Pakistan for testing, but they were returned after failing to meet expectations, Defence News reported in 2018. The Z-10ME is an upgraded export version, featuring improved low-altitude flight and situational awareness, and is seen as relatively cost-effective. China's Ministry of Defence didn't immediately respond to a request from Bloomberg News for comment on the latest deal with Pakistan and the previously failed Z-10 trial. Pakistan announced plans in June to buy more weapons from China, including one of its most advanced fighter jets. The Chief of Army Staff Field Marshal Asim Munir - who presided over Saturday's induction - visited Beijing in July and met top Chinese officials, including Zhang Youxia, vice-chair of China's Central Military Commission. Zhang has pledged deeper defence cooperation. "Pakistan is the key link in China's regional defence strategy,' said Imtiaz Gul, executive director of the Islamabad-based Centre for Research and Security Studies. "China would be focussed on shoring up its defence across the region in order to cope with challenges that arise from the Indo-US strategic cooperation.' - Bloomberg
