Tengku Zafrul: ASEAN green initiatives can generate additional US$300b by 2030

KUALA LUMPUR — ASEAN could generate an additional US$300 billion annually in green revenues and unlock up to US$1.5 trillion in new value by 2030 with advancing green investments and cross-border collaboration in regional power grids, carbon markets, and clean energy incentives (US$1=RM4.23).
Investment, Trade and Industry Minister Tengku Datuk Seri Zafrul Aziz (picture) said Malaysia's green investment strategy has delivered close to 1,000 approved projects in 2024, channelling RM20.8 billion into the economy and creating thousands of future-ready jobs.
'We are pushing for key frameworks and regulatory provisions to put our green ambition into action.
'These include the ASEAN Taxonomy for Sustainable Finance, Sustainable Investment Guidelines, and the Greening Value Chain Playbook,' he said in his keynote address at the ASEAN Business Forum 2025 here today.
His speech was delivered by Malaysian Investment Development Authority (MIDA) chief executive officer Sikh Shamsul Ibrahim Sikh Abdul Majid.
Tengku Zafrul said there is also the ASEAN strategy for carbon neutrality, with initiatives such as harmonising carbon markets and measurement standards; advancing carbon capture, utilisation, and storage (CCS/CCUS) technologies; and creating a just transition framework for workers and communities.
He said this facilitates the corporate sector's pivot toward sustainable, climate-friendly growth.
'Perhaps, the most transformative is the ASEAN power grid (APG). With 18 cross-border power projects in the pipeline and over 60 renewable energy sites identified, the APG stands as a flagship for ASEAN's sustainable energy transition,' he said.
Quoting studies, he said the APG could add up to US$3 trillion in gross domestic product (GDP) value by 2050 and create 1.45 million jobs regionally.
The APG's success would rely on strategic funding from banks like the Asian Development Bank (ADB) and the World Bank, ensuring ASEAN centrality and regional autonomy.
Aside from that, Tengku Zafrul said the ASEAN Digital Economy Framework Agreement (DEFA), now in advanced negotiations, aims to double ASEAN's digital economy to US$2 trillion by 2030, connecting ecommerce, financial technology (fintech), digital finance, and artificial intelligence (AI)-enabled solutions across borders.
In 2024, he noted that ASEAN's digital sector saw profits triple to US$11 billion and attracted over US$30 billion in new data centre investments.
'This surge is being fuelled by our youthful population, rapid urbanisation, and robust public-private partnerships.
'For example, unlocking the potential of our 334 million women, roughly half of ASEAN's population, could add up to US$2.3 trillion to regional GDP,' he added. — BERNAMA

Commenting on the Patriot system, valued at around $1 billion per battery, Trump said earlier this month that "it's a shame that we have to spend so much money" on supporting Ukraine. The Russian military claims to have destroyed some of the Western-supplied Patriot air defense systems during the course of the conflict. PETALING JAYA: The second half of 2025 (2H25) will see more job flows coming the way of construction companies, driven by key structural themes such as the expansion of data centres (DCs) and the ongoing development of the Johor-Singapore Special Economic Zone, which is gaining traction. Hong Leong Investment Bank (HLIB) Research said the DC award cycle in 2H25 follows multiple award decisions for DC tenders made in 1H25, including five multibillion ringgit tenders for one US-based hyperscaler. 'For the DC segment, we take a 'big is better'' view, anticipating further inroads to be made by sector's big-three players (namely Gamuda Bhd , Sunway Construction Group Bhd and IJM Corp Bhd ), riding on competitive advantages such as balance sheet strength, track record and the ability to leverage their integrated structures, including access to building material supply chains and bundled offerings in power and water infrastructure,' HLIB Research said in a report. While concerns have arisen from reports of potential artificial intelligence (AI) chip export curbs on Malaysia, these remain unconfirmed and lack actionable details. HLIB Research added that Malaysian contractors' reliance on US and Western hyperscalers for large DC projects somewhat mitigates these uncertainties, with exemptions possible – this remains their base case. Year-to-date contracts awarded have totalled RM28.9bil, marking a 39.5% year-on-year (y-o-y) growth. 'In 1H25, total DC-related contracts awarded came in at RM3.3bil (31% y-o-y fall), a slower pace when compared to the frenetic pace achieved in 1H24,' it said. Beyond DC projects, HLIB Research said 2H25 could see subcontract and system package awards for the Penang light rail transit, as well as progress on major Sabah and Sarawak road projects such as the Sabah–Sarawak Link Road. As for the commercial segment, including residential projects built on commercial land, HLIB Research said uncertainty over the sales and service tax (SST) treatment could weigh on activity in the third quarter of 2025. Developers may delay project launches until there is clarity on how SST will be applied to such developments. HLIB Research said the recent removal of the SST exemption for the construction sector, from 0% to 6%, should be manageable overall as most contracts allow for cost adjustments. 'We retain our 'overweight' sector call, anticipating sustained contract flows in 2H25 anchored by DCs, infrastructure rollout and still buoyant private sector sentiment. In our view, contractors broadly can still add to order books from the DC segment as well as infrastructure projects.' HLIB Research said forward sector valuations remains palatable, trading at price-to-earning and price-to-book multiples of 19.1 times and 1.3 times, respectively.

Platforms that meet certain criteria must withhold and pass on a 0.5% tax on sales made by sellers with an annual turnover of between 500 million rupiah to 4.8 billion rupiah (US$30,800 to $296,000). They must also share the sellers' information with tax authorities. The ministry will notify a platform if it meets the criteria, which will be based on site traffic and total transaction value over the past 12 months. While the directive is effective immediately, platforms will be given a month to comply. Reuters reported exclusively last month on the plan to impose the tax. The tax office has said the rules are intended to tackle the "shadow economy". Indonesia's e-commerce association idEA has said its members would comply, but expressed concern over the implementation timeline, with the regulation set to impact millions of sellers. Indonesia's main e-commerce operators include ByteDance's TikTok Shop and Tokopedia, Sea Limited's Shopee, the Alibaba-backed Lazada, Blibli and Bukalapak. South-East Asia's largest economy has a booming e-commerce industry, with last year's estimated gross merchandise value of US$65 billion expected to grow to US$150 billion by 2030, according to a report by Google, Singapore state investor Temasek and consultancy Bain & Co.
