Portugal tightens naturalisation rules, doubles residency requirement
LISBON - Portugal's centre-right minority government, under pressure from the far right to reduce immigration, said on Monday it would double to 10 years the amount of time most foreigners need to be legally resident in Portugal before applying for citizenship.
Cabinet Minister Antonio Leitao Amaro said other immigration rules, such as those governing the issuance of residence permits for families of legal immigrants, would also be tightened, and there would be a provision stripping naturalised Portuguese who commit serious crimes of their citizenship.
The Iberian country of around 10.5 million people has experienced a significant increase in immigration in recent years and the tightening of requirements to obtain Portuguese citizenship was a central theme in last month's election, in which the far-right Chega became the main opposition party.
The decree is yet to be sent to parliament, but it is expected to be approved with Chega's support.
"We are significantly strengthening the requirements for access to citizenship, naturalisation, in line with the guidelines we were already included in the government's program," Leitao Amaro told reporters.
He said that the 10-year period will apply to most foreigners, but immigrants from Portuguese-speaking countries such as Brazil, Angola or Mozambique will have a 7-year period.
Under existing rules, aside from the five years of residency, foreign citizens must demonstrate sufficient knowledge of Portuguese, no previous sentences of more than three years in prison and must not constitute a threat to national security.
Portugal will now require that they also show familiarity with Portuguese culture, the rights and duties of citizens, declare support for the fundamental principles of a democratic state, and have not served any effective prison sentence.
According to economic data aggregator Pordata, in 2023, the last year for which final data is available, 141,300 foreigners were naturalized, 20% less than in 2022.
The government said in January that more than 400,000 applications were being processed.
The migration and asylum agency AIMA estimates that more than 1.5 million foreign citizens were legally residing in Portugal as of the end of 2024. Brazilians are the largest group, with over 450,000 legal immigrants. REUTERS

Ukraine lost its third F-16 fighter jet since the start of the war while repelling the attack, the military said. The sounds of explosions were heard in Lviv, Poltava, Mykolaiv, Dnipropetrovsk and Cherkasy regions, regional governors said. The Ukrainian military said some 500 different types of aerial weapons were used during the attack, including drones, ballistic and cruise missiles. "To repel the massive attack, all available means of the defence forces that can operate on enemy air assets were deployed," the military said. The pilot of the Ukrainian F-16 jet did everything he could and flew the jet away from a settlement but did not have time to eject, the Ukrainian Air Force said. "The pilot used all of his onboard weapons and shot down seven air targets. While shooting down the last one, his aircraft was damaged and began to lose altitude," the Air Force said on the Telegram messenger. The military said Russia had launched 477 drones and 60 missiles of various types to Ukraine overnight while Ukrainian forces destroyed 211 drones and 38 missiles. It said 225 drones were lost - in reference to the Ukrainian military using electronic warfare to redirect them - or they were drone simulators that did not carry warheads. It said air strikes were recorded in six locations. INFRASTRUCTURE, HOMES Six people, including one child, were injured in the central Cherkasy region, the governor Ihor Taburets said on the Telegram messenger. Three multi-storey buildings and a college were damaged in the attack, he said. Industrial facilities were hit in the southern Ukrainian Mykolaiv and central Dnipropetrovsk regions, officials say. Local authorities published photos of multi-storey houses with charred walls and broken windows and rescuers evacuating residents. The governor of the Lviv region in the west of the country said the attack targeted critical infrastructure. However, he did not report on the aftermath. Iran says 71 killed in Israeli strike on Evin Prison
DUBAI - Israel's attack on the Evin Prison in Iran's capital Tehran on June 23 killed 71 people, Iranian judiciary spokesperson Asghar Jahangir said on Sunday. At the end of an air war with Iran, Israel struck Tehran's most notorious jail for political prisoners, in a demonstration that it was expanding its targets beyond military and nuclear sites to aim at symbols of Iran's ruling system. 'In the attack on Evin prison, 71 people were martyred including administrative staff, youth doing their military service, detainees, family members of detainees who were visiting them and neighbours who lived in the prison's vicinity,' Jahangir said in remarks carried on the judiciary's news outlet Mizan. Jahangir had previously said that part of Evin prison's administrative building had been damaged in the attack and people were killed and injured. The judiciary added that remaining detainees had been transferred to other prisons in Tehran province. Evin prison holds a number of foreign nationals, including two French citizens detained for three years. "The strike targeting Evin prison in Tehran, put our citizens Cecile Kohler and Jacques Paris in danger.
