The World Governments Summit has begun at just the right time

As the World Governments Summit begins today, it is worth reflecting on how often the UAE-hosted event has tackled challenges and assessed opportunities, producing thinking that is ahead of its time. From topics as diverse as artificial intelligence and mental health, as well as food security, climate change and citizens' happiness, for more than 10 years the Dubai forum has proved itself to be a valuable international meeting point, aimed at improved governance. What makes this annual summit a consistent fixture of the international calendar is how expansive its exchange of ideas is; few other forums can command a list of participants with such breadth of experience. More than 30 heads of state and government will attend, including the Presidents of Indonesia, Sri Lanka and Poland. They will be joined by more than 80 international organisations and about 6,000 individual experts. Any summit that can bring tech figures such as Google chief executive Sundar Pichai and Elon Musk together with important individuals like Kristalina Georgieva, managing director of the International Monetary Fund, Rafael Grossi, head of the International Atomic Energy Agency, and UN High Commissioner for Refugees Filippo Grandi has more than proved its relevance. Those attending this week's summit are meeting at a critical time. The speed and profundity of recent developments – global and regional – require strong leadership, collaboration and innovative thinking. In the Middle East, new governments in Syria and Lebanon are taking shape as a tentative ceasefire holds in Gaza. In Washington, a new and very different America is being created; this promises to have far-reaching political, economic and security implications for the rest of the world. Indeed, many of the world's current talking points – global trade, government efficiency, the future of health care and international security – will be scrutinised and debated over the next three days in Dubai. Consensus is never guaranteed but bringing together people with different competencies and perspectives contributes to better understanding – and in today's fragmented world, this is a commodity that is often in short supply. This storm of change that is taking place makes it more important than ever to prepare the next generation of policymakers. Complementing the work of the WGS this week has been the first meeting of the Young Arab Leaders Forum that took place in Dubai on Monday. More than 200 emerging leaders took part, and there are plans to grow the event; Sheikh Hamdan bin Mohammed, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence, has said the initiative aims to attract 50,000 participants in the coming years. The UAE is an apt place for an ambitious project to develop leadership among the next generation. Consistent Arab Youth Survey results have revealed how many young people across the region see the Emirates' model as one that they aspire to. A forward-looking approach to policy and problem solving will be indispensable in the years to come, owing to the sheer number and scale of the challenges facing 21st-century humanity. This week's World Governments Summit is undoubtedly important for the present but also because it will set the tone for future convenings, with the summits of 2030 or 2035 also being ones to watch.

More than 32,000 people were arrested for flouting UAE visa rules in the first half of the year under a renewed crackdown launched following the end of a nationwide amnesty campaign. About 70 per cent of those held for breaches of entry and residency rules between January and the end of June were subsequently deported, the Federal Authority for Identity, Citizenship, Customs and Ports Security (ICP) said on Tuesday. Authorities had previously warned that enforcement action would be stepped up after the four-month visa amnesty drive, which ran from September 1 to December 31. Maj Gen Suhail Al Khaili, director general of the ICP, said the inspection campaigns would continue, in an effort to ensure all sections of society abide by the law. He said visa offenders and others assisting them would face legal action and financial fines if caught out and urged employers against hiring illegal workers. Why was amnesty campaign important? The government's visa amnesty aimed to offer a reprieve to people living in the country without valid documentation, who may be reluctant to come forward due to fears over being jailed or fined. It gave them a crucial grace period to settle their legal status or leave the country without facing legal action or heavy financial penalties. It is also an opportunity for many to step out of the shadows and grasp the chance of a fresh start – whether in the UAE or back in their home country. There are several reasons why people may try to remain in the country without valid documentation. Although some may be seeking to evade detection, others will have lost jobs and businesses or split from a spouse, leaving them without a sponsor. More than 236,000 people living in Dubai alone without valid residency documentation benefited from the UAE government's visa amnesty drive, officials said before the close of the scheme. What are the visa rules? Most residents living or working in the UAE have a two or three-year visa in their passport. That has since been replaced with the Emirates ID. In April 2022, visa changes were introduced by the UAE Cabinet and more categories were added. This included an expansion of golden visas and the introduction of green visas, with several of the new categories aimed at self-employed people and business owners. The new rules came into effect in September that year. What are the overstay fines? The financial penalty has been standardised at Dh50 a day for tourists or residents who overstay their visas, following updates by the ICP in October 2022.

Both parties expressed optimism about the progress and potential benefits of the agreement. In 2024, non-oil trade between the UAE and the EU reached $67 billion, reflecting a 2.4% growth over the previous year. The EU continues to be a significant trade partner for the UAE, accounting for 8.3% of its total non-oil trade. Al Zeyoudi remarked, 'Our continued dialogue with the EU is essential in navigating the evolving global trade landscape. The European Union is a highly valued trade and investment partner for the UAE, with ties that continue to deepen across a range of sectors. This growth in trade is aligned with our mutual interests and highlights the importance of collaboration in areas such as energy transition, advanced technology, and food security.' The meeting served as a platform for both parties to discuss strategies for increasing investments in high-growth sectors, including renewable energy and advanced manufacturing. The UAE has already established significant partnerships with EU nations, reinforced by ongoing projects in solar energy and innovative technologies. The UAE delegation to Brussels included Mohamed Al Sahlawi, UAE Ambassador to Belgium, the European Union and Luxembourg, and Juma Al Kait, Assistant Undersecretary at the UAE Ministry of Foreign Trade. As the UAE continues to diversify its economy, the CEPA programme represents a strategic pillar of its foreign trade agenda. During its meeting on Tuesday, chaired by H.H. Sheikh Abdullah bin Salem bin Sultan Al Qasimi, Deputy Ruler of Sharjah and Vice Chairman of the Sharjah Executive Council (SEC), the SEC issued a decision to create new organisational units within the general structure of the Sharjah Police General Command (SPGC). During the meeting, held at the Sharjah Ruler's Office, the council discussed a number of topics related to the regulation and monitoring of the performance of government departments and entities in the Emirate of Sharjah, along with key developmental plans aimed at enhancing the quality of services provided across the Emirate. The Council reviewed the semi-annual performance report of the Higher Committee for Human Resources and its Technical Committee, which included statistics on their meetings and the topics and cases discussed in the committees' agenda during the past period. The report also covered the studies and research carried out by the Higher Committee as part of its efforts to develop the human resources systems and regulations in the Emirate of Sharjah, and to improve the working environment and services provided to Sharjah Government employees. The Council issued a decision regarding the creation of new organisational units within the general organisational structure of the Sharjah Police General Command (SPGC). According to the decision, the title of the Preventive Security Department will be changed to become the 'General Department of Preventive Security,' under which the following departments will fall: Security Investigation Department, Field Operations Department, Institutional Security Department, and General Inspection Department. The decision also stipulated the establishment of new directorates within the general structure of the Sharjah Police as follows: the Directorate of Traffic and Patrols, which includes the Traffic Department and the Patrols Department; the Directorate of Drug Prevention and Control, which includes the Prevention and Monitoring Department and the Drug Control Department; and the Directorate of Criminal Investigation and Inquiries, which includes the Criminal Investigation and Inquiries Department and the Criminal Investigation and Monitoring Department. The Council also issued a decision on the formation of a committee to licence social work professionals operating in the field of social work within the Emirate of Sharjah.
