AEC's five-year plan makes ASEAN more agile and responsive

KUALA LUMPUR: The ASEAN Economic Community (AEC) Strategic Plan 2026-2030, which has a shorter cycle of five years rather than previous plans with cycles of 10 years, will enable timely review and updates of strategic measures so that integration efforts between member states remain relevant, agile and responsive to emerging and unforeseen future developments.
As such, the AEC Strategic Plan from 2026–2030 adopts a five-year timeframe,' the Ministry of Investment, Trade and Industry (MITI) said in a document on the strategic plan.
Although a 10-year timeframe provides a broader and long-term perspective for guiding ASEAN's economic integration, the implementation of the AEC Blueprint 2025 during the 2016–2025 period highlighted the need for greater flexibility and responsiveness amid fast-changing geopolitical shift and economic condition, the ministry said.
'A decade-long review cycle can limit the AEC's ability to recalibrate priorities in response to continuously evolving political and economic landscape,' it said in the frequently asked questions (FAQ) document released here.
During a pre-media briefing earlier, MITI Minister Tengku Datuk Seri Zafrul Aziz described the economic blueprint as timely, highlighting three pertinent points, namely increasing intra-trade between member states, ASEAN openness extending beyond traditional trading partners and readiness of members towards reforms.
While continuing the region's integration efforts, MITI said, the new plan introduces several notable enhancements that differentiate it from its predecessor, including consideration of megatrends, reframing regional economic integration, elevated role of micro, small and medium enterprises (MSMEs) as drivers of economic growth, and stronger emphasis on digital and technology transformation.
'The AEC Strategic Plan 2026–2030 reflects a heightened level of ambition in driving ASEAN's digital and technological transformation. It adopts a more integrated and strategic approach, treating digitalisation not as a standalone issue, but as a cross-cutting enabler of growth, competitiveness, and resilience across all sectors.
'The plan places strong emphasis on strengthening regional digital infrastructure, expanding digital connectivity, and fostering innovation as key drivers of ASEAN's future economy.
This forward-looking agenda positions ASEAN to lead and compete effectively in an increasingly digital global landscape,' the ministry said.
Furthermore, with negotiations on the Digital Economy Framework Agreement (DEFA) expected to be finalised by the year-end, it can be considered as a landmark agreement as it is the world's first regional digital economy agreement.
As for MSMEs, MITI said that given their significant presence across ASEAN economies, the plan positions them not only as beneficiaries of integration, but also as active drivers of sectoral cooperation, innovation and the internationalisation of regional products and services.
'This marks a shift toward a more strategic and growth-oriented role for MSMEs in ASEAN's economic future,' MITI said.
As for people of ASEAN, MITI said the plan would provide them with access to more competitive products and services that are affordable, accessible, high-quality and aligned with sustainability principles, supported by seamless and secure digital payments.
'They will enjoy broader employment opportunities across ASEAN member states, empowered to make well-informed choices as consumers with better access to accurate product information and stronger redress mechanisms to address issues with goods and services,' it said.
The economic blueprint, adopted by ASEAN Leaders today, is a comprehensive roadmap incorporating six strategic goals, 44 objectives and 192 strategic measures.
It was developed through a comprehensive consultative process involving all AEC sectoral bodies and inputs from other ASEAN Community Pillars, and also derived from consultations with 315 stakeholders' representatives from businesses, academia, civil society, parliamentarians and more.
A region-wide public survey involving 7,568 respondents from ASEAN member states and Timor-Leste was also conducted for this purpose.
The strategic plan is one of four strategic plans under the broader ASEAN Community Vision 2045.

Deputy Minister Liew Chin Tong said the initiative aims to encourage greater use of domestic ports, especially among investors operating around Kedah Rubber City (KRC). 'MITI is prepared to evaluate and propose to the Ministry of Finance the introduction of incentives or other measures to enhance the utilisation of local ports,' he told the Dewan Rakyat today. He was responding to a supplementary question from Nurul Amin Hamid (PN-Padang Terap), who asked what steps the ministry was taking to promote the use of domestic ports, either for the import of machinery and construction materials during factory development, or for the export of goods once operations commence. KRC, located in Kuala Nerang, Kedah, is one of the flagship projects under the Northern Corridor Economic Region (NCER). It focuses on the rubber-based industry and is expected to drive economic growth in the northern region. In reply to the original question on potential cooperation with Thailand to facilitate investor access to Songkhla Port via the Durian Burung checkpoint, Liew said the government's current priority is to optimise the use of domestic ports, particularly those in Penang and Kuala Perlis. 'This is in line with the government's strategy to strengthen the competitiveness of local ports, while ensuring that the economic benefits are fully enjoyed by industry players and local communities,' he said. Liew added that Malaysia remains committed to strengthening strategic cooperation with Thailand through existing platforms such as the Malaysia-Thailand Joint Trade Committee (JTC). 'Both sides have agreed to enhance trade facilitation, including improvements to infrastructure, logistics systems, and procedures at border checkpoints.

PUTRAJAYA: A total of 86.4 per cent of more than 3,000 projects approved between 2022 and now have been successfully implemented, refuting allegations that the government's investment initiatives are mere gimmicks. Prime Minister Datuk Seri Anwar Ibrahim said the implementation rate proves the government's commitment to ensuring that every announced investment translates into tangible outcomes on the ground. "Of the 3,494 projects approved since 2022, 3,095 have commenced operations, achieving an implementation rate of 86.4 per cent. "Some claim that billions in investments show no results. This is the proof, the projects are up and running. "For 2023 alone, the implementation rate was 90.6 per cent, while in 2024 it was 79.2 per cent. For the first quarter of 2025, 49.8 per cent of new projects are in progress," he said during the Prime Minister's Department monthly assembly. Anwar said the approved investments are largely concentrated in the manufacturing sector, particularly involving digital and green technologies, which are among the key drivers of future economic growth. "I have informed the Investment, Trade and Industry Minister Datuk Seri Tengku Zafrul Abdul Aziz, to continue detailing the locations and implementation status of these projects, whether in Kulim Hi-Tech, Johor, Sarawak, Sabah, the Klang Valley, or Kuala Lumpur. "These are not empty figures. They involve actual operations, real factories, and real job opportunities," he said. In a related development, Anwar said the Invest Malaysia Facilitation Centre (IMFC), established under Miti, has so far received 28,166 investment project applications, with a resolution rate of 99.9 per cent. "This is something I have announced, and the machinery behind it is the civil service. When implementation is swift and effective, we must acknowledge it. "If there are one or two complaints, that is normal, but do not paint a picture as if nothing at all is being done," he said.

KUALA LUMPUR, July 25 (Bernama) -- Angkatan Koperasi Kebangsaan Malaysia Berhad (ANGKASA) wants the International Cooperative Alliance Asia and Pacific (ICA-AP) to boost efforts to help market cooperatives' products and services among Asia Pacific countries. Its president, Datuk Seri Dr Abdul Fattah Abdullah, who is also ICA-AP vice-president, said comprehensive collaborations between regional cooperatives were very vital to increase cooperatives-to-cooperatives (C-2-C) market access. 'Asia Pacific cooperatives need to play a significant role in intensifying long-term collaborations, market access facilities and incentives capable of stimulating production and marketing of products and services in various business sectors,' he said in a statement today, adding that the suggestion was mooted when he attended the ICA-AP board meeting and an international workshop in Guangzhou, China. The ICA-AP board meeting was attended by Asia Pacific cooperative leaders, including those from China, the Philippines, India, Iran, Japan, South Korea, Malaysia, Nepal and Sri Lanka, and started on Wednesday and scheduled to end today. Abdul Fattah also stressed on the need to draft and finalise the direction of Asia Pacific cooperatives for the next five years during the ICA-AP Strategic Plan 2026-2030 meeting. 'The direction needs to be inclusive, sustainable and able to focus on efforts to raise public understanding about the cooperatives movement as a lifestyle as well as strengthening cooperative business at the regional and global level,' he said. ANGKASA also stated its commitment to strengthening and expanding markets for local cooperative products at the global level, describing its active participation at the international level as Malaysia's continued commitment to strengthen the cooperatives movement regionally and globally. "It's in line with ANGKASA's role in expanding international networking to increase the potential of cooperatives from the aspects of business, development and economic growth, as well as the direction of development of the cooperative movement in the Asia Pacific region,' it said. -- BERNAMA
