New gas pipeline tariff norms to reduce costs for CNG companies

NEW DELHI: The Petroleum and Natural Gas Regulatory Board has revised the pipeline tariff norms with the aim of reducing wheeling cost for city gas service companies and expanding access to cleaner fuel in underserved areas.
The revised norms have rationalised the tariff zones, which are based on wheeling distance, to two from three that existed till now. The Zone 1 tariff, which is lower than other zones, has been made applicable to all CNG and PNG projects throughout the country, no matter how far away they are from gas source.
This is expected to reduce transportation cost for city gas projects, which in the earlier system increased in line with their distance from the source of gas and come as a booster for IGL, MGL, Adani-Total and Torrent and other companies in the CNG and PNG business.
Higher transportation cost for gas was seen as an impediment in expansion of CNG and PNG services in cities located far from the trunk pipelines.
But under the new norms, city gas service companies will have to procure 75% of the gas they need to run their CNG or PNG business through term contracts of three or more years. This is expected to lower procurement risks, reduce transaction costs and ultimately result in more predictable and affordable tariffs for consumers and investors alike.

The regulator has also introduced a 'Pipeline Development Reserve' that will be funded by utilising earnings from pipeline entities that exceed 75% utilisation benchmarks. About 50% of these net-of-tax earnings will be reinvested into infrastructure development, while the remaining 50% will be passed on to consumers through tariff adjustments, creating a performance-linked, self-sustaining model for growth.

Ghaziabad: In the works since 2017, the 600m-long railway overbridge in Madhuban Bapudham may finally see the light of day by the end of this year. The GDA-mandated project is being executed by two agencies – UP Bridge Corporation and Indian Railways – and has missed several deadlines over fund crisis, delayed clearances, and a lack of consensus between the agencies. GDA official Rudresh Shukla said that the agencies have now assured that the project will be completed soon. "The UP Bridge Corporation, which is developing the approach road on both sides of the rail overbridge, has completed about 80% of the work, while the railway has drawn up a plan for the rail overbridge, which will start shortly," he said. The rail overbridge is planned to be 45m wide and 600m long and will offer a much-needed link between Madhuban Bapudham on one side and Meerut Road and Hapur on the other. While the railway initially pegged an estimate of Rs 26 crore for the overbridge, since 2017, the cost has gone up to over Rs 34 crore. The Train Vehicle Unit (TUV) model was employed to provide cost estimates, which is measured at a crossing by multiplying the number of trains with the number of road vehicles passing over the level crossing in 24 hours. Its final computation led to the current cost estimates. Costs for the approach road, which the UP Bridge Corporation is constructing, have also gone up to Rs 53 crore. The project has been embroiled in delays, first because the design of the overbridge had to be altered and later due to a shortage of funds. As per norms, if the cost escalation for a project is 20% or more, it has to get approval from the GDA board. The board granted approval for the same last year with a direction to expedite the work.

The Justice Department stated in its filing to the Supreme Court that controlling federal agency personnel 'lies at the heartland' of the president's executive branch authority. "The Constitution does not erect a presumption against presidential control of agency staffing, and the president does not need special permission from Congress to exercise core Article II powers," said the filing, as reported by Reuters. Illston had ordered multiple federal agencies to stop implementing the president's workforce executive order, signed earlier in February, along with a follow-up memo from the Department of Government Efficiency (DOGE) and the Office of Personnel Management. The order greatly affects agencies like departments of Energy, Labour, Agriculture, the Treasury, the Interior, State, as well as Veterans Affairs. It also affects the National Science Foundation, Small Business Association, Social Security Administration, and Environmental Protection agency.

BENGALURU: Wipro Consumer Care & Lighting (WCCL)'s revenue rose by 3.5% to Rs 10,600 crore in the 2024-25, with demand impacted by inflation and subdued consumer sentiment. "We are clearly seeing a slowdown in China - dramatic drops of 20% to 25%. We haven't dropped as much but are facing flat or marginal declines there. India shows muted growth, mainly due to the demand environment and last year's election delaying govt orders. However, volume growth was 7.8% last year, the highest in the industry. No quarter grew less than 7% volume-wise. However, premium and economy products did well," its CEO, Vineet Agrawal, said. The company stated that its flagship Santoor soap and body lotion brand crossed sales of over Rs 2,750 crore during the same period, marginally up from Rs 2,650 crore in the year-ago period, with 51% of its revenue coming from international businesses.
